A regular meeting of the Board of Public Safety was.held on Monday,
April 29, 1963 at 19:00 A.M. All members were present. Minutes of the
last regular meeting were read and approved. Vouchers were approved
and ordered paid to the various suppliers.
PETITIONS: _BEVERLY PLACE ONE WAY STREET
Comes now Mr. Don Yates, 2218 Inglewood Place, representing residents
of that area, and submits two Petitions from said residents remonstrating
against Beverly Place being made a one way street.
The Petitions state that this has created a dangerous traffic hazard
and has deprived the neighborhood of normal access to their property.
Mr. Yates spoke on behalf of the Petitions, stating that the street is
being used as a two way street, in violation, by some residents in the
area, and he elaborated upon the hazards and inconveniences this ruling
has caused.
Mr. Leo Newman,,2137 Beverly Place,appeared before the Board and spoke
in favor of the resent one way street ruling. He contended that the

inconvenience was infinitesimal. He requested that the present system
remain in force.
After hearing all who wished to be heard, and also hearing Mr. Clem
Hazinski who advised the Board.that the ruling on the one way street
had been put into effect only since April 24, 1963 and that up to
that time there had been no complaints from residents of the area, even
though the intention to make Beverly a one way street had been discussed
in the newspaper. He contended that it was too soon to judge whether
this ruling, which was on an experimental basis, should stand.
The Board, after due deliberation, ruled that the present system remain
in force and that this hearing be postponed for three weeks. Turing
this period, the Traffic Engineer and the Police Department will check
this area . The Traffic Engineer will report back to the Board by May
20, 19639 the results of this check-up and investigation. The Board
will then rule on whether this present one way street will remain as
it is or whether it will be open to two way traffic.
The Petitions were accepted and ordered placed on file.
TRAFFIC ENGINEER: INSTALL SIGNS SAMPLE STREET BRIDGE —BOATING
Following the recommendation of Clem Hazinski, the following installations
weresapproved:
Stop signs installed on Rush Street, both sides, at Calvert St.
Time limit signs installed to cover 308 W. Gilliam Street
No Parking 7 A.M. to 9 A.M. signs installed in front of 741 S.
Twyckenham
Time limit signs installed at 1138 & 1140 Western Avenue
Time limit parking signs installed to cover 113 E. Dayton St.
Stop signs installed on Hastings Street, both sides, at 23rd Street.
NO BOATING BEYOND THIS BRIDGE signs installed on Sample Street
bridge railing on south side of bridge to prevent boats from
entering construction area.
Mr. Hazinski added that he had spoken to the safety engineer for the
construction company for the new Sample Street bridge project and he
had assured Mr. Hazinski t_haLt._he_would take steps to enforce safety
in this construction area.

Mr. ftazinski was requested to continue his vigilance to effect boating
safety on the river.
BUILDING DEPARTMENT PERMISSION TO ADVERTISE - CARS
Comes now Louis Smogor, Building Commissioner, and requests permission
to advertise for two Lark 2-Door Sedans for the use of the Department.
The Board, being advised that there is sufficient money in the budget
for such a purchase, directed that advertisements be placed in The
South Bend Tribune and The Record on May 3 and May 109 1963. Sealed
bids will be opened on May 13, 1963.
BUILDING DEPARTMENT - SUB -STANDARD DIVISION HEARINGS
Comes now John Grabarz, Sub -Standard Director, and reports that he
has received replies from parties of interest with reference to the
property located at 126 N. St. Louis Boulevard. The owners of this
property and their attorney have been advised to appear before the
Board to show cause why repair orders have not been complied -with.
Failure to do so would result in demolition of the property.
Since these parties of interest failed to appear, it was the decision
of the Board that Mr. Grabarz advertise for bids for demolition.
Mr. Grabarz reported that property located at 2123 Merry Avenue, estate
of George and Mary Kovach, deceased, which property is subject to a
lien by the Department of Public Welfare, has been vacant for two or
three years and is a sub -standard dwelling.
Since repairs have not been made and since notices have been sent to
the parties of interest, Mr. Grabarz requested permission to
advertise for bids for demolition.
Permission granted.
FIRE DEPARTMENT: ATTEND MEETING W�L._T. SCHMIDT )
Fire Chief Alex Andrzejewski requested permission to send William T.
Schmidt to attend the 67th Annual Meeting (Aviation Seminar) of the
National Fire Protection Association, in Portland, Oregon on May 10
to May 19, 1963.
This meeting will be attended by fire protection experts from United
States, Canade and foreign countries.
The Fire Department is allowing $50.00 for expenses. The balance of
the expense towards the trip is to be taken care of by the Firemen's
Association.
Permission granted.
POLICE DEPARTMENT: MONTHLY REPORT_
A Report for the month of April, 1963 was submitted by the Police
Department.
The Report was accepted and ordered placed on file.
FIRE DEPARTMENT: APPLICATION
An application for the Fire Department from Robert William Drajer
was accepted and ordered placed on file.
STREET LIGHT OUTAGE REPORTS
Street Light Outage Reports were accepted and ordered placed on
file.
There being no further business to come before the Board, the meeting
was adjourned at 10:55 A.M.
