A regular meeting of the Board of Public Safety was held on Monday,
April 229 1963 at 10:00 A.M. All members were present. Minutes of
the last regular meeting were read and approved. Vouchers were
approved and ordered paid to the various suppliers.
SAFETY PROGRAM: ST . JOSEPH RIVER BOATING ACTIVITIES
-The Board of Public Works & Safety directed the Traffic Engineer, the
Police Department, Fire Department to work out a program for safety
during river recreations during the construction of a new bridge
a block north of the present Sample Street bridge. 'Because of the
construction work, extra caution must be observed.
FIRE DEPARTMENT4, PHYSICAL FITNESS PROGRAM
The Board approved the participation in a physical fitness program by
the -Fire Department, provided such program was under supervision
and did not interfere with the normal duties of the Department.
The Fire Chief assured the Board that the above provisions would
apply.
FIRE DEPARTMENT"s ST. JOE _VALLEY COUNCIL OF LITTLE LEAGUES ( USE OF
FIRE STATION NO. TWO )
Permissions. was granted to the St. Joe Valley Council of Little Leagues
to use Fire Station No. 2, 817 S. Lafayette Boulevard for a series
of three instruction clinics for the City Little League Umpires.
The clincs-will be held on Thursday, April 259 8:00 P.M.9 May-29
at 8:30 and May 99 at 8:30 P.M. ; They will be conducted by Mr.
Bernie Banicti who is Chief Umpire of the area who will be assisted
by Mr. George Krouitch, Umpire and Chief of the East Side Little
League.
It is understood that the routine of the men at Station No. 2. will
not be disturbed.
TRAFFIC ENGINEER: TRAFFIC SIGNS
Following the recommendation of the Traffic Engineer, the following
installations are approved:
2 - Two Hour signs installed to oover 913 S. Twyckenham Drive
2 - One Hour si.§ns to cover 251 E. Sample Street
1 - Stop sign on Monroe, southwest corner, at Olive Street
2 - Two Hour time limit signs installed on south side of East Tutt
Street at 130 and 116.
POLICE DEPARTMENT ( ATTEND POLICE SCHOOL - SGT. ZUBLER }
Following the recommendation of Chief Harman, permission was granted
Sgt. G. W. Zubler to attend the Michigan State University Police
School on Race and Community Relations, East Lansing, Michigan from
May 19 through May 249 1963.
Sgt. Zubler has been issued a scholarship for this School. Tuition and
room are includedg This is being sponsored by the NCCJ.
POLICE DEPARTMENT ( ATTEND NATIONAL INSTITUTE_- SGT. HANS )
Following
the recommendation of Chief Harman, permission was granted
Sgt. Hans to attend the Ninth Annual National Institute on Police and
Community Relations at Michigan State University, East Lansing, Michigan.
The Institute will be held from_May_19 through May 249 1963.
POLICE DEPARTMENT ( ACCIDENT REPORT )
A non -injury -accident report from Officer DeMeyer was accepted by
the Board and ordered'placed on .file.
POLICE DEPARTMENT ( LETTER OF COMPLIMENT - MISS V. GUTHRIE )
A copy of a letter addressed to Police Chief Harman was submitted
to the Board by Miss Virginia Guthrie.
Miss Guthrie praised the Police.Department as a whole and more
Particularly Detective Sergeant Frank Pinter and Officers Richard
Mattasit and James VerHogen for their efficiency and courtesy ,in
assisting in locating and returning her car which had been stolen.
The Board -wished to go on record in joining Miss Guthrie in
complimenting the Police Department and the specific officers
mentioned by Miss Guthrie for their courtesy and efficiency.
The letter was ordered placed on file.
ELECTRICAL DEPARTMENT ( STREET LIGHTS )
Following the recommendation of Nicholas Horvath* the following
installations were approved:
1 - 4000 lumen street light installed at the intersection of
Jackson and'Washington.
1 - 4000 lumen overhead street light at 646 E. Fairview. This
will replace one 2500 lumen underground light at the same
location which could not be repaired and was removed.
A Petition from Mrs. Goldie Freeman and other residents on Donald
Street and Fox Street for a street light installed in rear alley
of 1730 E. Donald Street was denied. It is not the policy of
the Boardto install alley lights.
STREET LIGHT OUTAGE REPCRTS
Street Light Outage Reports were aceepted and ordered placed on
file.
SPECIAL POLICE BOND ( SCHROFF )
A Bond for Special Police Officer Garwood Schroff was approved and
ordered placed on file.
POLICE DEPARTMENT (-APPLICATION )
An application for the Police Department from Louis Anthony Rodino
was accepted and ordered placed on file.
REPORT: WEIGHTS & MEASLRES
A report for the month of March from the Department of Weights &
Measures was accepted and ordered placed on file.
BUILDING DEPARTMENT - SUB -STANDARD DIVISION ( HEARINGS )
Comes now John Grabarz, Director of the Sub -Standard Division of the
Building Department.and reports that Mr. and Mrs. Joseph Boney,.owners
of property located at 2127 Merry Avenue had been directed to appear
before the Board to show cause why they had failed to make repairs
as directed by the Sub -Standard Division.
Mr. Boneyl who was present, advised the Board that he was attempting
to make the necessary repairs to the property.

After hearing Mr. Boney, it was the decision of the Board that the
case be continued until July 15, 1963.
With referenceto property located at 325 N. St., Louis Boulevard,
owned by Mr. and Mrs. Stanley Tarwacki, since neither Mr. or Mrs.
Tarwacki nor their representative appeared before the Board at
this date as ordered by the Sub -Standard Division of the Building
Department, it was the decision of the .Board that the Sub -Standard
Division Director order demolition of the property.
Mr. Grabarz presented a progress report with reference to property
owned by Mrs. Jennie :Cohen and/or Mrs. Rae Sloane located .at 126
N. St, Louis Boulevard.
Mr. Grabarz advised the Board that he had sent letters, via certified
mail, return receipt requested to Mrs. Cohen, Mrs. Sloan and their'
attorney, Benjamin Piserp had also been notified to appear before
the Board, this date, to show cause why repair orders have been
ignored.
Since no parties of interest appeared at this meetings and since
the letters to Mrs. Cohen and Mrs. Sloan.were sent out of the
state, the case was continued for one week to allow sufficient
time for replies.
There being no further business to come before the Board, the
meeting was adjourned at 10:45 A.M.-
