A regular meeting of the Board of Public Safety was `held on Monday,
April 81 1963 at 10:00 A`.M. All members were present. Minutes of the
last regular meeting were read and approved. Vouchers were approved
and ordered paid to the various suppliers.
AWARDING OF BIDS: POLICE DEPARTMENT(_MOTORCYCLES),
The bid.. for the motorcycles for the Police Departments having been
examined, is hereby awarded:

APPROVAL: POLICE DEPARTMENT CARNIVAL
The Board granted permission for the F.O.P. Lodge #36 to 'spo6sor a
Carnival from June 10 to 23 at Marycrest property on Western Avenue and
from June 24 through June 29, 1963 at Shoppers Fair, Lincolnway East,
The show ls:operated by Key City Company, Columbus, Ohio. Permission
has been obtained to hold the Carnival at the above locations.
APPROVAL: POLICE SHOW
Permission was granted to the F.O.P. Lodge #36 to hold the annual Police
Show at School Field on July 18, 19 and 20, 1963 with a rain date of July
21.
ATTEND ORDINANCESCHOOL_ (LT. C.C. KOLBER_J
Permission was granted to Lt. C. Kolber, assigned to the Civil Defense
staff to attend an Ordinance School at National Guard Armory, Elkhart,
Indiana on April 9 and April'10, 1963. Lt. Kolber will use Staff Car
and will return to South Bend at conclusion of each day's session.
ACCIDENT REPORTS( POLICE DEPARTMENT)
The Police Department submitted 2 non -injury accident reportswhich were
accepted and ordered placed on file.
APPLICATION: POLICE DEPARTMENT
An application for the Police Department from John Charles Turner was
accepted and ordered placed on file.
RE: COAL DUST COMPLAINT ROSE MAL & FUEL COMPANY
At the meeting of the South Bend Common Council on March 25, 1963,
Councilman Muszynski again directed the attention of the Council to the
complaints about coal dust.
Councilman Allen moved that the Council, as a body, go on record as
being heartily in sympathy with people in the area and that these
sentiments be transmitted by the Clerk to the Board of Public Works
& Safety so that they may proceed to eliminate this nuisance acting
under Chapter 13, Section 41 of the Municipal :ode of South Bend.
The Council also requested a report for the April 8 meeting.
After this report was submitted to the Board, the Board reported the

following action:
An affidavits prepared by the City Attorney's office, has been signed
by one of the residents.in the affected area, a warrant has been issued
by the City Clerk's office and service..of same has been accepted
by an officer of the Rose Coal & Fuel Company. The case has been
set for April 119 1963 in City Court.
BUILDING DEPARTMENT HOUSE DEMOLITION
Comes now Louis Smogor, Building Commissioner$ and requests permission
to take emergency action with reference to the house demolition at
1301 N. Michigan Street. This structure has been torn down by Hamf
The Wrecker, and the present condition is an extreme hazard.
Permission granted and admonition given to Ham, The Wrecker to
remove hazardous materials and/or conditions caused by demolitions
forthwith. The property in question is owned by Mr. Hal Kelly.
PETITION: STREET LIGHT (ELECTRICAL DEPARTMENT
A Petition from residents of the 1600 and 1700 blocks of North
Knoblock Street requesting the installation of street lights at 1625
N. Knoblock and 1711 N. Knoblock was referred to the Electrical
Department for investigation.and recommendation.
INSTALLATION: STREET LIGHT ELECTRICAL DEPARTMENT
Following the recommendation of Nicholas Horvath, Electrical Department,
the following installation, petitioned by Sgt. Krupa, was approved:
1 - 4000 lumen street light at Bergan and Meade Streets.
STREET LIGHT OUTAGE REPORTS_
Street Light Outage Reports were accepted and ordered placed on file.
TRAFFIC ENGINEER(PARKING INSTALLATION SIGNS
Following the recommendation of Clem Hazinski, Traffic Engineer, the
following traffic signs were approved:
12 Mihute Parking Limit at this Meter - No Parking from 3 P.M.
to 6 P.M. Tuesday through Friday. 3 P.M. to 9 P.M. Monday -
9 A.M. to 6 P.M. Saturday, on first three meters east of
Main Street on north side of 100 W. Colfax Avenue.
Mr. Hazinski also reported that his department will eliminate restrictions
on Saturday mornings on an experimental basis in the 100 block of
W. Colfax Avenue - half of block east of Main Street.
POLICE DEPARTMENT MONTHLY REPORT
A report for the month of February s 1963 from the Police Department
was accepted and ordered placed on file.
There being no further business to come before the Board, the meeting was
asjourned at 10:45 A.M. I
