A regular meeting of the Board of Public Safety was held on Monday,
March 18, 1963 at 10:00 A.M. All members were present. Minutes
of the last regular meeting and the special meeting were read and
approved. Vouchers were approved and ordered paid to the various
suppliers.
BUILDING DEPARTMENT - SUB -STANDARD DIVISION HEARINGS
Comes now James Ettl, attotney with reference to property located
at 1605 N. Sheridan, owned by Orville & Ruth Burkett, and requests
a continuance on this hearing for six months.
t was:. the decision of the Board to grant a continuaftee until
June'17, 1963. Condemnation order will be stayed until this date.
Mr.`Grabarz reported that property located at 601 E. Pennsylvania

remained a hazard. The property has not been boarded ub as ordered
by the Board.
After hearing Mr. Grabarz, it was the decision of the Board to revive
the Condemnation Order on said property.
Comes now Abraham Bradley with reference to property located at 1302
S. Chapin Street. Mr. Bradley was given three months time to bring
property up to standard.
According to Mr. Grabarz this has rot been -done.
Mr. Bradley requested more time and suggested a two months extension.
After hearing all persons interested in this property, it was the
decision of the Board to allow Mr. Bradley until May 20, 1963 to bring
property up to standard in keeping with the stipulations of the
building code.
BUILDING DEPARTMENT ( HOUSE MOVE - SUNNYMEDE AVE.1
With reference to the house move from 601 S. Eddy Street to 1107
Swnnymede Avenue, Mr. Arthur Anderson appeared before the Board and
requested a continuance of two weeks in order to bring in an engineer
to inspect the dwelling to be moved.
Request granted.
RE: VACANT LOT AT MICHIGAN & LASALLE ( SHEEHAN )
Comes now Thomas J. Sheehan with reference to a vacant lot at the corner
of Michigan Street and LaSalle Avenue, owned by Mr. Sheehan, Sr.
Mr. Sheehan informed the Board that the owner wished to clear and grade
this lot and that arrangemerts had been madd with Ham, the Wrecker and
in order to do this work Ham the Wrecker desired permission to drop a
well on the side facing LaSalle Avenue. Mr. Sheehan wished to do what-
ever is necessary to accomplish this work.
The Board directed that this matter be cleared with the Building
Commissioner as to what requirements are necessary.
PETITION: RE- SUPER AUrO SALVAGE_( EXTEND JUNK YARD
A Petition from Donald R. Burger and of ber residents'of the 3200, 33009
3400 and 3500 blocks of South Main —Street requested that the Board
take necessary action to stop the Super Auto Salvage at 3300 S. Main
Street from extending their junk yard to the 3400 block of S. Main
Street.
It was the decision of the Board to bring the matter to the attention
of the Building Commissioner to ascertain viether there is a violation.
Comes now Louis Smogor, Building Commissioner, and informs the Board
that there is no violation of zoning and this extension of the junk
yard can be made since the property is zoned heavy industrial.
The Board directed Mr. Smogor to contact the proprietor of the Super
Salvage and inform them of the Petition with reflects the feelings of
his neighbors.
BUILDING DEPARTMENT ( ATTEND SCHOOL _4
Permission was granted to Louis Smogor, Building Commissioner to
allow eight members of his staff to attend the Indiana Inspector's
School, Lafayette, Indiana from April 1, 1963 to April 39 1963.
PETITION: MACHINE SHOP _CATALPA STREET(COUNCILMAN MUSZYNSKI )
Comes now Councilman Muszynski and submits a Petition from residents
of Kenble Street, Catalpa Street area , remonstrating against the
continued existence of a Machine Shop located at the rear of 1921
Catalpa Street. This shop is housed in a cement block building.
The Petition states that this deteriorates and degrades the neighbhr-
hood.
After hearing Councilman Muszynski, the Board directed that the
Police Department send an.officer to the scene and report the conditions
and to ascertain whether there is a violation of zoning.
RE: COMPLAINT - ROSE COAL & FUEL COMPANY COAL DUST Z
Cbmes now Councilman Muszynski and J. Chester Allen, Councilman-at-
larbe with reference to the complaint of the residents in the vicinity
of the Rose Coal & Fuel Company.
Councilman Allen suggested that, instead of considering this excessive
coal dust as a health hazard, it be considered as a public nuisance.
He further stated that the comfort of the neighbors has been upset by
the accumulation of coal dust and referred to the City Ordinances on
Public Nuisances.
After hearing Mr. Muszynski and Mr. Allen, it was the decision of the
Board that Mr. Irving J. Smith will meet with Mr. Kopec, Assistant
City Attorney concerning this matter.
PARKING METERS -
Mr. Charles Taylor of Taylor Construction Company, appeared before the
Board to complain about ptYkiagi:meters located at sidewalk elevators,
especially about meters located on Jefferson Boulevard at the First
Bank & Trust Company.
Mr. Taylor voiced an opinion that these meters should be removed, due
to the fact that this imposed a hardship on companies loading or
unloading at these sites, since these meters must be fed during such
operations.
After hearing Mr. Taylor, the Board referred the matter to the Traffic
Engineer for investigation and report.
ELECTRICAL DEPARTMENT STREET LIGHT INSTALLATIONS)
Following the recommendation of Nicholas Horvath, Superintendent of
the Electrical Department, the following installations were approved:

STREET LIGHT OUTAGE REPORTS
Street Light Outage Reports were accepted and ordered placed on file.
TRAFFIC ENGINEER ( TRAFFIC SIGNSI
Following the recommendation of Clem Hazinski,-Traffic Engineer, the
following installations were approved:
Stop Signs installed on Madison Ave. at Notre Dame, both sides,
making this a 4-way Stop intersection.
20 MPH signs installed on Ford St. making 20 MPH zone from Kaley
to Olive on Ford St.
4 - 2 Hour time limit signs installed on Francis Street from
LaSalle Avenue 1st drive south of LaSalle on west side of street.
POLICE DEPARTMENT(PERMISSION TO ADVERTISE)
Chief Harman of the Police Department was given permission to have
advertisements placed in The South Bend Tribune and The Record for
7 sedans, 3 heavy duty sedans and 3 - two wheel motorcycles.
The advertisements will appear on March 229 March 29, 1963. Bids
will be opened on April 1, 1963.
ACCIDENT REPORT POLICE DEPARTMENT
A non -injury accident report from the Police Dbpartment was accepted
.and ordered placed on file.
APPLICATIONS: POLICE AUXILIARY SCHOOL PATROL
Applications for the Police Afaxiliary School Patrol from Mrs. Dorothy
Evelyn Simon and Mrs. Margaret L. Fisher were accepted and ordered
placed on file.
SPECIAL POLICE BONDS
Special Police Bonds for Albert A. Vascil and Albert Jackson Dunkel
were approved and ordered placed on file.
APPLICATIONS: FIRE DEPARTMENT
Applications for the Fire Department from Norman M. Matuszak and
Joseph C. Jerzakowski were accepted and ordered placed on file.
There being no further business to come before the Board, the meeting
was adjourned at 11:00 A.M.
