March 11, 1963
A regular meeting of the Board of Public Safety was held on Monday,
March 11, 1963 at 10:00 A.M. All members were present. Minutes of
the last regular meeting were read and approved. Vbuchers were
approved and ordered paid to the various suppliers.
BUILDING DEPARTMENT ( HOUSE MOVES
(GREENLAWN TO OAKLAND - EDDY TO SUNYYMEDE )
Comes now John Grabarz, Director of the Sub -Standard Division of
the Building Department and requests permission to move a house from
1001 Greenlawn Avenue to 1114 Oakland. The owner is John Walton, the
mover is Lewis Mitschelen. Copy of a list of requirements to bring
house up to standard was submitted to the Board.
No remonstrances having appeared, the house move ,.was approved by the
Board, provided the house will be brought up to standard in accordance
with all Building Code providions so as to meet Building Department
requirements.
Comes now Mr. Arthur Anderson, 1108 Sunnymede Avenue, and submits a
Petition remonstrating against the proposed move of a house from
601 S. Eddy Street to 1107 Sunnymede,Avenue
The remonstrators_ state, in their $etition that they are opposed to the
move for the following reasons:
1. The house is not of the same age as other surrounding properties.
2. It is not in the state of repair as the houses in the immediate
area.
3. It will depreciate the value of the surrounding properties.
After hearing the petitioners, the Board advised them that the house
will meet all requirements to be brought up to standard. A list of
requirements was submitted by Mr. Grabarz. The Board further directed
Mr. Grabarz to meet with the petitioners immediately and explain the
conditions that must be met before approval of said house move will be
given.
Hearing continued until March 18, 1963.
The Petition and lists of: -requirements were ordered placed on file.
SUB -STANDARD DIVISION: HEARINGS
Comes now Mr. Miller, a representative of Highland Cemetery Association,
which corporation is a party of interest in property located at 601 E.
Pennsylvania Avenue, owned by Ernest and Willowdene Miltenberger.

Since this house is in a state of disrepair, the Board ruled as follows:
1. House must be barricaded to the satisfaction of the Sbb-Standard
Division by March 18. If this is not done, building will be demolished.
2. Sixty days from this date, or by May 20, 1963, house must be brought
up to standard. If not, demolition order shall be carried out. However,
if substantial compliance of this order has been done by May 20, 1963,
house will not be torn down.
With reference to a house located at 418 Cottage Grove Avenue, following
the recommendation of Mr. Grabarz, the Board directed that he proceed
with demolition order.

Comes now Mrs. K. Glaser, owner of property located at 525 Cottage Grove
Avenue, and her attorney, Harry Taylor;, who requests a continuance on
the hearing concerning this property.
It was the decision of the Board that a continuance be -granted until
May 209 1963 and that demolition order be stayed on the condition that
the house is brought up to standard by May 20, 1963. In the event
that the house is not substantially completed by this date, house will
be ordered demolished.
REQUEST: (CANOPY AND PYLON-.,WOLFIE'S SEAT COVER CORNERI
Comes now Louis Smogor, Building Commissioner, and requests permission
for Wolfie's Seat Cover Corner to erect a Canopy and Pylon which will
extern over public property at the establishment located at 1202 S.
Michigan Street.
Permission granted, provided insurance is obtained indemnifying the
City of South Bend for $1009000 individual accident, $300,000 aggregate
accident and $259000 property damage. Proof of such insurance must
be on file in the Office of the Board of Public Works & Safety.
OPENING BIDS: ELECTRICAL DEPARTMENT SEDAN ) & AWARDING OF BID
The time now being after 10:00 A.M. it was so announced and bids for
the 4-door Sedan for the Electrical Department were opened and read
aloud. Proofs of Publication from The South Bend Tribune with affidavit
signed by Robert DeLong and The Record with affidavit signed by W.
Joseph Doran were found sufficient.

ELECTRICAL DEPARTMENT
PETITION : STREET LIGHT
A Petition from residence of Meade and Dunham Streets for a street
light at alley at 2511 Dunham (west) between Meade and Olive Streets
was referred to the Electrical Department for investigation and
recommendation.
INSTALLATION: STREET LIGHTS ELECTRICAL DEPARTMENT ).
Following the recommendation of Nicholas Horvath, Electrical Department
Superintendent, the following installations were approved:
L - 4000 lumen street light'at 2622 W.Poland Street.
1 - 4000 lumen street light at 1917 E. Ewing Ave.
SPECIAL POLICE ( JOHN L. DELANCY. SR. )
A Special Police Commission and Bond for John Luther Delancy, Sr.
was approved and ordered placed on file.
SPECIAL POLICE ( BOND - TORRINGTON ODMPANY ( SOCHOCKI AND TOMSHOCK
The Board approved Special Police -Bond renewals for Mr. Frank Sochocki,
Jr., and Mr. Louis F. Tomshock, both employees of Torrington Sompany
and ordered same placed on file.
MONTHLY REPORT POLICE DEPARTMENT )
A monthly report for the month of January, 19639 from the Police
Department was accepted and ordered placed on file.

A monthly report for the month of February, 1963 from the Building
Department was accepted and ordered placed on file.
MONTHLY REPORT ( WEIGHTS & MEASURE
A monthly report from the Department of Weights & Meaausrs was accepted

STREET LIGHT OUTAGE REPORTS -
Street Light Outage Reports were accepted and ordered placed on file.
There being no further business to come before the Board, the meeting
was adjourned at 10:50 A.M.
