A regular meeting of the Board of Public Safety was held on Monday,
February 18, 1963 at 10:00 A.M. All members were present. Minutes
of the last regular meeting were read and approved. Vbuchers were
approved and ordered paid to the various suppliers.
BUILDING DEPARTMENT - SUB -STANDARD DIVISION HEARINGS
Comes now Joseph Ettl, attorney representing George A. Stark, 1233
VanBuren Street with reference to property owned by Mr. Stark at
320-322 W. Marion Street.
Mr. Stark had been asked to appear to show cause why repair orders
issued in September, 1959 had never been complied with. Dfmol.ition',
order was issued in January of 1963.
Mr. Ettl requested a continuance of this hearing and an extension
of time in which to repair the structure because of undue hardship
caused by serious illness in the family of the owner.

After hearing Mr. Ettl and Mr. Grabarz, it was the decision of the
Board to grant an extension of six months rather than nine months
requested by Mr. Ettl.
Hearing will be set for August 19, 1963 at which time all repair
work must be completed.
Comes now Councilman CHnester Muszynski, with a Petition from residents
of the Chicago Street area to remonstrate against the moving of any
house that does not comply with the homes in the district or within
the -Building Code to any vacant lot on North Sheridan, Chicago Street
or Illinois Street.
This remonstrance concerns the moving of a house from 261 N. Chicago
Street to the lot north of 142 N. Chicago Street.
Mr. Muszynski was informed that an owner has 60 days in which to bring
house up to standard.
Comes now Mr. Willis Devine, owner of the house in question and states
that the severe weather had made it impossible to do necessary excavation
work. i
Mr. Fred Forsey appeared before the Board to remonstrate against.said
house move. He further claimed that Mr. Devine was the owner of two
sub -standard houses, one located at 3500 block W. Washington Avenue and
the other at 109 S. Liberty Street, and that those dwellingsfedbeen
on these sites for several years and had not yet been brought up to
standard.
Mr. Grabarz informed the Board that he was not aware of the condition of
the houses on W.-Washington Avenue or S. Liberty Street.
After hearing all who wished to be heard, it was the decision of the
Board that Mr. Grabarz make a thorough investigation and report findings.
The case is continued for one week.
With reference to the property located at 607 W. Wayne Street, owned by
Mr. Binder, Mr. Grabarz reported that the repair work ordered completed
by this date had been done and that all that appeared to remain was
"housecleaning." He further informed the Board that he would make a
personal inspection later in the da* to ascertain that all orders had
been carried out.

ELECTRICAL DEPARTMENT REQUEST FOR FOUR DOOR SEDAN )
Nicholas Horvath, Electrical Department Superintendent, and requests
permission to advertise for one Four Door Sedan.
Permission granted and advertisements will be placed in The South
Bend Tribune and The Record on March 1,-March 8, 1963. Bids will
be opened on March 11, 1963.
TRAFFIC ENGINEER ( REQUEST FOR FOUR WAY STOP SIGNS - MEADE AND FORD STS. )
Councilman Chester Muszynski appeared before the Board to request
a four way stop sign installation on Meade and Ford Streets. He
advised the Board that he was appearing on behalf of the residents
of his District who claimed the four way stop was badly needed.
Clem Hazinski, Traffic Engineer, informed the:;Board that he had run
a check at this intersection and his investigation showed that there
was no need for four way stop signs.
After hearing both Councilman Muszynski and Mr. Hazinski, the Board
directed Mr. Hazinski to conduct another investigation and report
findings to the Board.
TRAFFIC ENGINEER ATTEND ROAD SCHOOL
Clem Hazinski, Traffic Engineer, requested permission to attend a
Road School at Purdue University on March 26 through March 29, 1963.
He also requested that his assistant be permitted to attend. He
claimed that there was sufficient money in the budget for this trip.
Permission granted.
POLICE DEPARTMENT ATTEND NATIONAL PISTOL CHAMPIONSHIPS
Police Chief Harman appeared before the Board to request permission
to send'five men on the -Police Pistol Team to represent the South
Bend P okice Department'in the 1963 Mid -winter National Pistol
Championships at'Tampa, Florida.
At present there are 8 men participating in the elimination practices
which will determine who the five are that will represent the Department
at this event.
Expenses for this match will be paid for out of the team's own fund
and from a working agreement with the F.O.P. The Match is to be
held in Tampa, Florida between March 12 and March 16,-1963.
Permission granted.
PETITION: RE: PARKING AT CAR WASH ESTABLISHMENTS ( MR. KOUOOVTHAKIS)
Mr. Gus Koucovthakis, operator of Gussy's Shoe Repair, 736 S. Michigan
Street, appeared before the Board to request that double parking1-be
eliminated in the 700 block of South Michigan Street where Five Minute
Car 'Wash is located.
Mr. Koucovthakis informed the Board that double parking in front of his
establishment was disrupting his business. Police officers were called
and condition was corrected, but after the officer left the double
parking continued. He requested that off duty police be at the scene
as planned.
After hearing the complaint, the Board referred the matter to Clem
Hazinski and the Chief of Police. Mr. Hazinski contended that this
matter was a misunderstanding between the Car Wash owner and the Police
Department. The matter was -referred to Chief Harman and Inspector
Nicholas of Traffic.

RE: TUNNEL UNDER RUSKIN STREET - ASSOCIATES INVESTMENT COMPANY
BUILDING DEPARTMENT
A letter from J. B. Crowe, Staff Attorney for Associates Investment
Company with reference to the proposed underpass which the Associates
Investment Company intends to construct under the surface of Ruskin
Street which will connect the existing building and one of the
buildings which the Associates propose to construct on Mishawaka Avenue
was submitted to the Board.
Enclosed was a Certified Copy of this Undertaking. This Resolution
states that in the event of a future abandonment of the underpass
to be constructed under Ruskin Street, that said underpass will be
filled to the satisfaction of said City so as not to create an
underground hazard for the citizens of said City.
The letter, Certified Copy of Resolution and copy of Undertaking
was accepted and ordered placed on file.
BOND SPECIAL POLOCE - J_AMES SNYDER
A Special Police Bond for Special Police officer James Snyder,
employed by Heston Super Market, was approved and ordered placed
on file. This Bond is a renewal.
STREET LIGHT OUTAGE REPORTS
Street Light Outage Reports were accepted and ordered placed on
file.
There being no further business to come before the Board, the meeting
was adjourned at 10:45 A.M.
