February 11, 1963
'A regular meeting of the Board of Public Safety was held on Monday,
February 11, 1963 at 10:00 A.M. All members were present. Minutes
of the last regular meeting were read and approved. Vouchers were
approved and ordered paid to the various suppliers.
LICENSESS ST-__ JOSEPH,CDUNTY HEALTH DEPARTMENT
The Board was advised by the City Controller that the deadline for
new licenses for restaurants in the City of South Bend are due on
February 1 of each year and that several restaurants do not have any
licenses. Mr. Stephen Molnar, Inspector for the Health Department,
appeared before the Board as a representative of the Health Department,
and was advised by the Board to notify the City Controller of any
unlicensed restaurants as of February 15, 1963. Violators will be
prosecuted under the city ordinance if they do not comply.
The Board is allowing this extension as a courtesy to establishments.
BUILDING DEPARTMENT: SUBSTANDARD DIVISION ( HOUSE MOVE COMPLAINT)
Comes now Councilman Muszynski, to register a complaint about a recent
house move from 1105 Greenlawn Avenue to 261 N. Chicago Street. A
new proposal to move the house from 261 N. Chicago Street to a lot
north of 142 N. Chicago Street which is the south 40 feet of the north
80 feet of Lot 1017 of LaSalle Park, was requested.
Mr. Muszynski advised the Board that residents had received a notice
of the house move too late to thoroughly investigate this matter.
After hearing Mr. Muszynski and also Mr. Grabarz, Director of Sub -
Standard Division, it was the decision of the Board to continue this
matter for one week and to be certain that notices to residents with
reference to such hearings and house moves be mailed in ample time to
allow for a thorough investigation of these matters.
Mr. Willia Devine is the owner of the above -described property.
Comes now Rev. George Jones of 602 W. LaSalle Avenue with reference to
sub -standard property at 606 W. LaSalle Avenue, New Testament Babtist Church.
Mr. Grabarz informed the Board that Rev. Jore s had taken over this
property and that repair orders had been re -issued and that nothing
had been done, to date.
Rev. Jones requested additional time in order to do the repairs.
Request granted and hearing continued until April 299 1963.
John Grabarz requested permission to attend a meeting at Purdue University,
in connection with the Indiana County Surveyorst to be held on March 282
1963. Mr. Grabarz has been scheduled to speak at the meeting.
Permission granted.
REVOCATION OF LICENSELHOOVER RECREATION HALL.)
Comes now Police Chief Harman and recommends to the Board that the license
to operate a pool room at 3403 W.'Washington Avenue, issued to Wiley
Hoover, be revoked.
Chief Harman advised the Board that the pool room was operated as a
"front" for gambling.

After hearing Chief Harman, it was the decision of the Board that
one 'Wiley Hoover in operating a pool room at 34031N. Washington Avenue
was maintaining gambling; that a rand was made and a plea of guilty
of such violation is now in court. Therefore, the license for operation
of this pool room is now revoked.
POLICE DEPARTENL ACCIDENT REPORTS
Two accident reports from the Police Department were examined and ordered
placed on file.
FIV£ MINUTE CAR WA LSAM COSSMAN LTRAFFIC ENGINEER
As the result of complaiNtsconcerning traffic tie-ups at Five Minute
Car Wash establishments owned by one Sam Cossman, the Traffic Engineer
was directed to work with Mr. Cossman to see that traffic problems do
not develop at the drive in lanes.
The Board was also advised that Mr. Cossman will hire of police
officers to assist in this problem and maintain order.
RRUEST: GILBERT'S__-_(PARKING METER TIME LIMIT CHA GE
A letter from Mr. Paul D. Gilbert, of Gilbert's Store, requested that
Parking Meters located between Sample and Tutt Streets on Michigan
Street be changed and be set for one additional hour than at present.
Mr. Gilbert contended that this would be helpful to people trading in
the area.
The matter was referred to Mr. Clem Hazinski, Traffic Engineer, for
investigation and report.
ELECTRICAL DEPARTMENT PETITION - STREET LIGHTS - ALTGELD AND IRONWOOD
A Petition from Mr. E. W. Fern and others residing on Ironwood Drive,
for additional street lights, was referred to the Electrical Department
for investigation and recommendation.
STREET LIGHT OUTAGE REPORTS.
Street Light Outage Reports were accepted and ordered placed on file.
WEIGHTS L MEASURES MONTHLY REPORT
A Report for the month of January from the Department of Weights &
Measures was accepted and ordered placed on file.
FIRE DEPARTMENT:_ATTEND CONFERENCE
Permission was granted to Fire Chief Alex Andrzejewski, Assistant Fire
Chief Carl B. Ledered, Captain Carl B. Martz, Jr. to attend the
Instructors' Conference in Memphis, Tennessee on February 25, 262 27
and 28, 1963.
APPLICATION: FIRE DEPARTMENT
An application for the Fire Department from Robert Paul Dudeck was
accepted and ordered placed on file.
APPLICATION: POLICE DEPARTMENT
An application for the Police Department from John Charles Campbell was
accepted and pidered placed on file.
APPLICATION: AUXILIARY POLICE SCHOOL PATROL
An application from Helen Matilda Weeks for Police Auxiliary School
Patrol was accepted and ordered placed on file.,'

Special Police Bond for Frank Skibinski, employed by Torrington
Company was approved and ordered placed on file.
There being; no further business to come before the Boards the meeting
was adjourned at 10:45 A.M.
