HomeMy WebLinkAbout01/28/63 Board of Public Works MinutesJanuary 28, 1963 A regular meeting of the Board of Public Safety was held on Monday, January 28, 1963 at 10:00 A.M. All members were present. Minutes of the last regular meeting were read and approved. Vouchers were approved and ordered paid to the various suppliers. BUILDING DEPARTMENT—SUB-STSTANDARD DIVISION( HEARINGS ) Comes now John Grabarz, Director of Sub -Standard Division of the Building Department, and requests a continuance of a hearing with reference. to property located at 1613'W. Ewing Avenue. Mr. Peter Nemeth, attorney representing the owners of this property, has been unable to appear before the Board due to the fact that he has been in Court. Continuance granted. Hearing will be postponed until February 4, 1963. With reference to property located at 1216 S. Franklin Street, owned by Mrs. Mary Lee Williams, Mr. Grabarz reported that Mrs. Williams had been given until this date to appear and show contracts for repair of premises. Since Mrs. Williams failed to appear as directed, the Board ruled that the case be continued for one week and directed Mr. Grabarz to check into this matter and be sure that the owner is asard of the action being taken by the Sub -Standard Division of the Building Department with reference to this property. Mr. Grabarz reported that property owned by Mr. John Frank, located at 418 Cottage Grove Avenue was the subject of a letter from the St. Joseph County Welfare Department, through its attorney, Donald Patrick. Mr. Patrick stated that the Welfare Department holds a lien on this property whose owner is presently a patient in a nursing home and requests additional time in order to inspect said property and ascertain whether it can, profitably, be brought up to standard. Permission granted and hearing continued until February 25, 1963 . REPORT ON PETITION RE: REMOVAL OF TAXICAB STAND 124 W. COLFAX� TRAFFIC ENGINEER A report from the Traffic Engineer with reference to a petition requesting parking racilities replacing the taxi stand in front of the restaurant at 124 W. Colfax, was submitted to the Board, as requested. Mr. Hazinski, Traffic Engineer, reported that studies indicate that the cab stand remain at this location becausek although the cabs park there, the drivers are immediately available to move the cabs in case of need. Also, there is a verbal agreement with the drivers not to occupy this stand when that. curb stace is needed. This location is on a State Highway and turning movement from Main Street to the east on Colfax is not deterred during peak periods since at that time the stand is usually vacant. Mr. Hazinski also stated that, according to his records, tins stand was located in 1960 and additional space granted in February, 1962. The Board authorized the use of this curb space, and at no time were objections made by other building occupants in the Vicinity. It is the recommendation of the Traffic Engineer that this cab stand remain as such and not be changed to on -street parking facilities. Following the recommendation of the Traffic Engineer, the petition is denied. REPORT: PETITION FOR ONE WAY STREET LBEVERLY PLACE Mr. Clem Hazinski, Traffic Engineer, submitted a report on his findings with reference to a petition.from residents of the area of North Beverly Place between Oakwood and Lathrop Streets to make this section of Beverly Place a one-way street. The petition was referred to the Traffic Engineer by the Board. After investigation, it is the recommendation of Mr. Haxinski, that this petition be considered favorably and recommends installation of such facility on an experimental basis, as provided by ordinance. Following the recommendation of the Traffic Engineer, the Board approved the petition, subject to the above stipulations by the Traffic Engineer. ;�. ELECTRICAL INSPECTION DEPARTMENT MEETING I �(ATTEND Permission was granted to Mr. Frank Biebuyck, Assistant Chief Electrical Inspector, to attend the Indiana Chapter Meeting of the International Association of Electrical Inspsctors to be held at the Washington Hotel in Indianapolis on February 6, 7 and 8, 1963. The Board was assured that there are sufficient funds in the budget for this purpose. ELECTRICAL DEPARTMEENT_STREET LIGHTS Following the recommendation of Nicholas Horvath, Superintendent of the Electrical Department, the following installations were approved: Ihstall 1 - 4000 lumen street light at Brookfield and Lathrop Streets. Install 1 - 4000 lumen street light at 2219 N. Brookfield Street. Install 1 - 10,000 lumen street light at Diamond and Portage. (Remove 2 - 1000 lumen underground lights at Diamond and Portage.) STREET LIGHT OUTAGE REPORTS Street Light Outage Reports were accepted and ordered placed on file. REQUEST: USE OF FIRE STATION NO. 3 LITTLE LEAGUEREGISTRATION. Permission was granted for the East Side Little League to use Station No. 3, 1805 McKinley Avenue for registration on February 9, 1963 from 10:00 A.M. to 3:00 P.M. AGREEMENT: FIRE PROTECTION PORTAGE TOWNSHIP ) The Board approved an Agreement between the City of South Bend and Portage Township to provide fire protection for the year 1963 in accordance"with an Agreement setting forth the various provisions of such fire protection. The Agreement was executed and ordered placed on file. APPLICATION: FIRE DEPARTMENT An application for the Fire Department from William Molnar was accepted and ordered placed on file. POLICE DEPARTMENT ( ATTEND COURSE - NORTHWESTERN ,UNIVERSITY ) The Board granted permission for Sgt. Eugene Sikorski and Officer Robert Urban to attend a course in "Essentials for Traffic" at Northwestern University, Evanston, Ill., from February 11 to March 1, 1963. Attendance has been approved by Chief Harman. APPOINTMENTS: METER MAIDS Effective February 1, 1963 the following Meter Maids will be appointed: Margie 0. Ashes, Delphine Ladewski, Shirley M. Hite, Mary J. Solmos, Charlotte F. Nicks. 3 01 REPORT: CHANGE OF RESIDENCE OFFICER D. NOWAK POLICE DEPARTMENT Officer D. Nowak of the Police Department, repdttbd that he -.:has moved back into the City limits to his own home. Officer Nowak had previously been given permission to reside with his mother-in-law outside the City limits. POLICE DEPARTMENT ACCIDENT REPORTS Two non -injury accident reports from Officer E. J. Busch and Det. Sgt. T. McNaughton were submitted to the Board, accepted and ordered placed on file. An accident report involving Mrs. Harriet Palicki, AuNiliary Police Woman station at St. Adelbert's School, in which Mrs. Palicki was injured, was also submitted to the Board by Sgt. E. Pfffenbach. This report was examined, accepted and ordered placed on file. POLICE DEPARTMENT MONTHLY REPORT ) A Report for the month of December, 1962 from the Police Department was accepted and ordered placed on file.
