HomeMy WebLinkAbout12/31/62 Board of Public Works MinutesDecember 31, 1962 A regular meeting of the Board of Public Safety was held on Monday, December 319 1962 at 10:00 A.M. All members were present. Minutes of the last regular meeting were read and approved. Vouchers were approved and ordered paid to the various suppliers. BUILDING DEPARTMENT - SUB -STANDARD DIVISION ( HEARINGS) Comes now Mr. Theodore Prekowitz; attorney, representing Mr. Joseph Binder, owner of property located at 607 W. Wayne Streit, as ordered by the Board, to show cause why':.this-Lioiopprty:.he3 not been brought up to standard. Mr. Charles S. Sandor, Inspector with the Sub -Standard Division of the Building Department, informed the Board that an inspection of the property revealed that approximately one-third of the front of the house had been covered with aluminum siding. After hearing all paxties, the Board made the following decision: Mr. Binder was ordered to post $19000 in cash with the Board.'of Public Works & Safety, at its office in the City Hall by 4:30 P.M. Wednesday, January 29 1963. After posting $11,000 in cash, Mr. Binder will be allowed until February 18, 1963 to have property brought up to standard in accordance with the requirements of the Building Department, or cash is forfeited. If Mr. Binder does not post the $1,000 as directed by 4:30 P.M. on Wednesday, January 2, 19621, the Building Department, Sub -Standard Division is ordered to proceed with demolition 6n,Tharsday0 January 3, 1963. Comes nor Mr. Louis Smogor, Building Commissioner, with reference to property located at 202 S. Scott Street, owned by Mr. Vern Bbridge, According to the Sub -Standard Division, demolition work was started on this property on September 25, 1962. After a short period of time, all work was stopped by Mr. David Jamison, wrecker. Mr. Smogor reported that this property is a hazard, both for fire and injuries. Since Mr. Burbridge is anxious to comply with orders of the Building Department and the Board, it was the decision of the Board that the Building Department assist him to hire a contractor to proceed with this work. Case continued for thirty days. With reference to property located at 513-515 Pennsylvania Avenue, owned by Miss Pearl Daar, Mr. Charles S. Sandor, of the Sub -Standard Division of the Building Department reported that the following bids had been received for demolition: A & J Demolition 318 O'Brien St. South Bend, Ind. Virgil Towne Elkhart, Ind. $550.00 with salvage 675.00 without salvage $300.00 with salvage 450.00 without salvage. The Board directed that the bid be awarded to A & J Demolition for $550.00. With reference to property located at 311 E. Paris Street, the Sub -Standard Division of the Building Department representative reported that only one - bid for demolition was received for this property. A & J_Demolition Co. 318 O'Brien St. South Bend, Ind. $225.00 with salvage 260.00 without salvage. C F ■ It was the decision of the Board to award the Baal to A & J Demolition Co. for $225.00. POLICE DEPARTMENT PROMOTION-- PATROL N,J.. --------.� -+J PERKINS Following the recommendation of Chief of Police Harman, the Board approved the promotion of Patrolman Jerome J. Perkins to the rank of Detective. Sergeant.," effective January 1, 1963. POLICE DEPARTMENT ( MOVE OUr OF CITY LIMITS - B. J. REITER ) Following the recommendation of Police.Chief Harman, the Board granted permission to Radio'Technician Bernard J. Reiter to move out of the city limits. Chief Harman informed the Board that Officer Reiter had been a member of the Police Force since,October 6, 1947 which is sufficient time served to make the proposed move confbrm to the Department regulations. POLICE DEPARTMENT ( ATTEND CIVIL DEFENSE SCHOOL - LT. C. KOLBER ) Subject to approval of the Civil Defense Advisory Board, the Board granted permission to Lt. C. Kolber to attend a Shelter Management School at the �0 Civil Defense School in Battle Creek, Michigan from January 209 to January 25, 1963. POLICE DEPARTMENT ACCIDENT' REPORTS Accident reports involving Police Department vehicles were accepted and ordered placed on file. POLICE DEPARTMENT MONTHLY REPORT A report from the Police Department for the month of November, 1962 was accepted and ordered placed on file. POLICE DEPA� RTMENT-i APPLICATION An application for the Police Department for Charles Reid Youts was accepted and ordered placed on file. SPECIAL POLICE MM_?4SSION AND BONDS The Board approved the following: 1. Special Police Commission and Bond for Boyd Jimerson, employed by South Bend Tribune. 2. Special Police Bond for Allen E. Kester. 3. Special Police Bond for John James Leader. RE: MCKLNLEY_LAGOON - ICE SKATING ( TRAFFIC ENGINEER ) The Board directed that a letter be forwarded to Mr. Maynard Wilson, 727 Hickory Road, South Bend, Indiana with reference to ice skating on McKinley Lagoon. It was the understanding of the Board that Mr. Wilson had again volunteered to head a committee of residents in the McKihley Lagoon vicinity to check on the safety of the ice on the lagoon and hoist a danger flag when, in the opinion of the committee, the ice is unsafe for skating. It was the understanding of the Board that the committee has assumed full responsibility and that the City of South Bend will not be held liable for injury due to accident, or property damage. If the orders of the committee concerning the safety of the ice are disobeyed or ignored by children wishing to skate on the lagoon, the committee will call ,the police for assistance in enforcing their ruling. TRAFFIC ENGINEER(TRAFFIC SIGNS Following the recommendationYpf the Traffic Engineer, the following installations were approved:., Stop Signs installed on Ridgedale Avenue, both.sides, at York Street, replacing present Yield signs. ELECTRICAL DEPARTMENT-( STREET LIGKTs� Following the recommendation of the ft ectrical Department ), the following installations were approved: 1. 1 - 4000 I men`street light, at 1012 Lombardy Drive 2. 1 - 4000 lumen street light at 912 Fairway Avenue STREET LIGHT OUTAGE REPORTS Street Light Outage Reports were accepted and ordered placed on file. BUILDING DEPARTMENT MONTHLY REPORT The Board accepted the monthly report for the month of November, 1962 from the Building Department and ordered the report placed on file.
