December 3, 1962
A regular meeting of the Board of Public Safety was held on Monday,
December 39 1962 at 10:00 A.M. All members were present. Minutes of
the last regular meeting were read and approved. Vouchers were approved
and ordered paid to the various suppliers.

The Board approved a proposal from Indiana & Michigan Electric Company
for the installation of 11 - 1O,000 lumen street lights on Uonwood
Drive from Edison Road to State Road No. 23. These lights will be
installed on 161- 9" upsweep brackets.
PETITIONS: STREET LIGHT INSTALLATIONS
The following Petitions for street light installations were referred to
the Electrical Department for investigation and recommendation:
1. Fairway Street from Sample to Silver Lane
2. Lombardy Drive from Sample Street to Meadow Lane.
REPORT: TRAFFIC ENGINEER MUSZYNSKI COMPLAINT - N.Y. CENTRAL RAILROAD )
Mr. Clem Hazinski, Traffic Engineer, submitted a report in response to
a complaint made by Councilman Muszy!nski against the New York Central
Railroad for the condition of their tracks at the Harris Street crossing.
Mr. gazinski reported that he had contacted the New York Central System
preidously and the work was programmed. However, a follow through was made
and this crossing was repaired by application of black top material on
Thursday, November 29, 1962.
TRAFFIC ENGINEER - TRAFFIC SIGNS
Following the recommendation of the Traffic Engineer, the Board approved
the following installations:
12 Minute Parking at this Meter sign on 1st parking meter north of
Washington on east side of Main Street.
30 Minute time limie signs installed on south side of 900 block E.
Madison.
1 hour time limit signs at 126 S. Scott Street. (2 signs)
2 - 1 Hour time limit signs on east side of 200 block Sycamore Street.
3 - 1 Hour time limit signs on east side of 800 Kosciusko Street along
side of 1551 W. Sample Street.
3 - 1 Hour time limit signs to cover 1921 Northside Blvd.
2 - No Parking signs on north side of 700 block of W. Napier, beside
311 S. Scott St.
2 - 15 Minute Time Limit signs to cover 607 N. Michigan Street.
3 - 1 H,-,ur Time Limit signs on north side of 100 W. Sample Street from
Michigan Street to first alley west.
APPOINTMENT: FIRE DEPARTMENT( THOMAS A. BALUKIEWICZ
Mr. Thomas A. Balukiewicz, having fulfilled the requirements as set forth
by the Firemen's Pension Fund and having fulfilled the requirements of
the medical examiner, and since it seems apparent that said applicant is
able and qualified to carry out the duties of a member of the Fire Department,
the Board, following the recommendation of the Pension Fund and the
Fire Chief, does hereby appoint Mr. Thomas A. Balukiewicz as a member
of the South Bend Fire Department, effective December 3, 1962.
POLICE DEPARTMENT REPORT
A Report for the month of October, 1962 from the Police Department was
accepted and ordered placed on file.

POLICE DEPARTMENT ( ACEIDENT REPORT
A non -injury accident report, dated November 26, 1962, from the Police
Department was accepted and ordered p;aced on file.
STREET LIGHT OUTAGE REPORTS
Street Light Outage Repomts were accepted and ordered placed on file.
BUILDING DEPARTMENT ( PERMISSION TO ATTEND MEETING )
The following employees of the Building Department are hereby permitted
to attend a meeting of the Board of Directors of the Indiana Inspector's
Association in Indianapolis on December 80 1962; Messrs. Lewandowski,
Grabarz, and Mrs. Betty Burch. The only expense to the City will be
the use of a Department car.
BUILDING DEPARTMENT - SUB -STANDARD DIVISION ( HEARINGS
Comes now Mr. Willis Devine, 230 S. Meade Street to show cause why he
has failed to finish repairs on house at above address. Mr. Grabarz
reported that when Mr. Devine purchased this house he made some repairs
and he is now selling this property on land contract. Mr. Grabarz also
reported that his department had allowed the new owners to occupy this
property before repairs were completed because they were displaced from
the redevelopment area.
Mr. Devine explained that the new owners had agreed to pay $100 toward
a new roof.
After hearing Mr. Grabarz and Mr. Devine, it was the decision of the
Board to continue this hearing for one week.
There being no further business to come before the Board, the meeting
was adiourned at 10:45 A.M.
