October 1, 1962
A regular meeting of the Board of:Public Safety was held on Monday,
October 1, 1962 at 1000 A.M. DST. All members were present. Minutes
of the last regular meeting were read and.approved. Vouchers were
approved and ordered paid to the various suppliers.
BUILDING DEPARTMENT - ATTEND OONFERENCE
Permission was granted to Alwyn Feinhold, Chief Plumbing Inspector in
the #bilding Department to attend the conference of the American Society
of SanitM Engineers to be held from October 13 to October 20, 1962
In Little nock Arkansas.
SUB -STANDARD, DIVISION ( HEARINGS)
Comes now Leo Cook, attorney, representing Joseph Binder, with reference
to property located at 607 W. Wayne Street, and requests additional
time in order to get property up to standard, if feasible, or arngte
for the property to be torn down.
It was the decision of the Board that Mki Binder be given until November
19 1962 to get contracts let and at least 1/3 of the work completed
and until December 10 1962 to complete the work.
With reference to property located at 106 and 106* S. St. Louis Blvd.,
a letter from Mrs. Dorothy V. Grose was submitted to the Board in which
Mrs. those stated that she has been trying to comply with the Board's
request to the best of her ability by cutting grass and weeds, all rubbish
cleaned up inside and out, fumigated both houses and sprayed and dusted
with bug killers.
Mrs. Grose requested additional time, preferably until the six'.month::r
waiting period following mortgage foreclosure has expired during which
time Mr. Grose can reclaim property, unless Mrs. Grose can obtain a
quit claim deed. Mrs. Grose asks for an extension of three months.
Councilman Paul Krueper appeared on behalf of the residents in the area
to ascertain that this matter is disposed of forthwith for the benefit
of the residents in the area.
After reading Mrs. Grose's letter and after hearing Mr. Krueper and
Mr. Grabarz of the Sub -Standard Division of the Building Department,
it was the decision of the Board to continue this hearing for two weeks.
Mr. Grabarz was directed to check this matter with Mr. Place of Place &
Company and to write to Mr. Grosse present legal owner, and advise him.
of the Board's action in this matter.
Mr. Grabarz presented a progress report on property owned by Rev. Bowles,
located at 527 Euclid Avenue. Mr. Grabarz informed the Boated that Rev.
Bowies had been granted an extension of time on this property to bring
property up to standard, if feasible and to obtain necessary -estimates
for this work. Rev. Bowles was ordered to make a report to the Board
by October 1, 1962.
Since he failed to appear or be represented, it was the decision of -the
Board that the Sub -Standard Division of the Building Department proceed
to advertise for bids for demolition, since condemnation order will remain
in effect. Mr. Grabarz was directed to so notify Rev. Bowles of this
decision.
CERTIFICATE OF INSURANCE ( RADIO AND FURN TURD MART, INC.)
A Certificate of Insurance from Radio & FuxOitvre hart, ,indemnifying
the City of South Bend for possible injury _op property damage in
connection with the er,ction of a canopy'An"front of property,<
located at 919-923 S. Michigan Street was submit*4 to the Board,
examined, approved and prdered placed on file.
TRAFFIC ENGINEER ( ATTEND ODNFERENCE )
Permission was granted Clem Hazinski, Traffic Engineer and Gregory
Armstrong, Assistant.Traffic Engineer, to attend a Traffic Signal
School in Moline, Illinois from October 81, 1962 through October 11,
1962. Mr. Hazinski informed the Board that the only expense will be
for transportation.
TRAFFIC ENGINEER - REPORT ON PETITION „i_AUXILIARY POLI 'H
TARKINGTON SCHOOL
Clem Hazinski, Traffic Engineer, submitted a report following a
study of traffic conditions at the intersection of Manchester and
Edison, between the hours of 10:30 and 11:50 A.M. The petitioners
requested additional police protection at this location because of
children crossing from kindergarten sessions at Booth Tarkington
School.
Mr. Hazinski's report indicated that between the hours of 10s15 and 11:15
A.M* ten children crossed from north to south and these children were
led by patrol boys. Several parents were also present to escort the
children. Vehicular traffic is light at this time of days -
In the opi6ion of the Traffic Engineer, as a result of this study,
warrants do not exist at the present time for further duty by a
policewoman. Observation will continue, however, and recommendations
will be made as changes occur.
Following the recommendation of the Traffic Engineer, request for
additional auxiliary police is denied.
FIRE DEPARTMENT: ATTEND A+EETING ( PVT. WM. SCHMIDT
Permission was granted to Private William Schmidt of the Fire Department,
to attend the National Fire Protection Association Sectional Committee
Aircraft Rescue and Fire Fighting on November 11, 1962 through November
14, 19629 in New York City.
FIRE DEPARTMENT: ( CAPT. RICHARD J. DCR C - PENSION )
Following the approval of the Firemen's Pension Fund, the Board
approved the pensioning of Capt. Richard J. Duck after twenty-five
years and fifteen days as a member of the Department.
Capt. Duck will be granted 55% of a fully paid first class firemen's
salary which allowment%is purrwant to law made and provided for the
disability retirement phase of -the Pension Fund and shall become effective
October 16, 1962.
POLICE DEPARTMENTS ATTEND CONFERENCES( CHIEF OF POLICE )
Police Chief Orson E. Harman was granted permission to attend a meeting
of the Governor's Youth Council at Indianapolis, Indiana on October
2, 1962. Permission was also granted to attend the International
Association of Chiefs of Police Conference at St. Louis, Missouri
from October 6 through October 119 1962.
SPECIAL POLICE COMMISSION ,( KtRLEWITCH )
A Special Police Commission for Leonard Kurlewitch was approved by the
Board. Leonard Kurlewitch is employed by the City to work as a Department
of Health Vxpeditor and also to work with the Street Department on
special assignments.
SPECIAL POLICE BONDS ( DREWRY'S )
Special Police Bonds for the following Special Police pfficers who are
employed by Drewry's Ltd. were approved and ordered plated on file:
Robert S. Kizer and Fred F. Miller.
AUXILIARY POLICE APPLICATION ( ZIGLER )
An application for Police Auxiliary School Patrol from Mrs. Donna
Maxine Zigler was accepted and ordered placed on file.
APPROVAL: STREET LIGHT INSTALLATION
Following the recommendation of Nicholas Horvath, Electrical Department
Superintendents the following installation was approved:
1 - 4000 It:men street light at 900 block W. Bruce St.
REQUEST: STREET LIGHT INSTALLATIONS - EASTGATE ESTATES ( KRUEPER )
Comes now Councilman Krueper and requests that additional street -lights
be installed on Haas Drive in Eastgate Estates. Mr. Krusper informed
the Board that this sub -division is in need of these additional lights.
The Board directed that the request be -submitted to Nichobs Horvath,
Electrical Department Superintendent for investigation: and report back
to the Board.

The following Petitions for street light installations were referred
to icholas Horvath, Electrical Department Superintendents for
investigation and recommendation:
Camden Street betwgen Huron and Ford Streets,_
At Center of 1100 19lock of East 3orin Street,
At .Intersection of Greenleaf Lane and Clearview Place.
Between the 500 and 600 Block of South Ironwood Drive.
STREET LIGHT OUTAGE REPORTS
Street Light Outage Reports were accepted and ordered placed on file.
There being no further business to come before the Boards the meeting
was adjourned at 10:55 A.M.
