September 17, 1962
A regular meeting of the Board of Public Safety was held on Monday,
September 171, 1962 at MOO A,M. DST. All members wove present,
Minute4,0 the last regular meeting were read and approved. Vouchers
were approved and. ordered, paid to the various suppliers._
BUILDING DEPARTMENT - M-STANDARD DIVISION ( HEARINGS )
Comes now John Grabarz, Director of the Sub -Standard Division of the
Building Department and Rev. Bowles with reference to property lv'cated
at 527 Euclid Avenue..
Since this property has not been brought up to standard# the hearing
was continued for two weeks.at which time Rev. Bowles will submit a
plan of improvement or demolition orders.will be issued.
With reference to property located at 106 and 106* S. St. Louis Blvd.9
comes now Mrs. Dorothy Grose who advises the Board that her former.
husband owns the real estate while she holds the mortgage. She requested
that the structures not be torn down and requested additional time to
get clear title to the property.
Other property owners appeared with the request that the structures
be torn down, and Mr. Paul Krusper, Councilman for the Fourth District,
appeared on behalf of the remonstrators. Councilman Krusper advised
the Board that the structures were overrun with termites and roaches
and the premises filled with.trash.and that there exists that represents
a health hazard.
After hearing those interested, the Board trade the following decisions:
The St. Joseph County Health Department must be notified immediately
and the structures must be fumigated on this date, September 17, 1962.
1.' Mrs. Grose must bear the costs of such fumigation.
2. The hearing will be continued for two weeks. Mrs. Grose will meet
with Mr. Grabarz after this meeting of the Board is adjourned, September
179 1962 and make arrangements to submit to the Board within two weeks
complete plans showing that this property will be brought up to standard
and submit a copy of all contracts with contractors necessary to bring
property up to standard in accordance with the provisions of the Building
Department.
3. All trash will be cleaned up.
4. A cistern on the property must be cleaned and filled up.
The hearing on this case will be set for October 1,.1962 at 10:00_A.M.
Comes now Mrs. Josephine Scott, wife of Mr. William Scott with reference
to property located at 740 N. Francis Street.

Mr. Grabarz advised the Board that Mr. Scott had been notified but had
not dons much work on this property.
In order to allow sufficient time for the orders of the Sub -Standard
Division of the Building Department to be carried out the case was
continued until November 19, 19629 at which time all work must be
completed or the structure will be torn down.

AGREEMENT: PLUMBING APPROVAL €�i RESTAU2A�NTS
An agreement has been enteral into .between the Board of Health and
the Building Department whereby all new eating and drinking establishments
must show proof of plumbing approval before the Health Department will
issue a restaurant permit.
The Board will also adopt this policy.
TRAFFIC ENGINEER,( TRAFFIC SIGNS--)
Following the recommendation of the Traffic Engineer, the following
installations were approved:
2 - 2 hour time limit signs installed at 1007 S. Chapin Street.
No Parking This Side signs on Benton Court, east side, from
200 block of E. Milton Street north to first alley.
No Parking This Side signs installed on Bruce Streets north
side! in 800 and 900 blocks.
A Certificate „.of Insurance submitted by the Radio 8 Furniture hart, Inc.
indemnifying the °City of South Bend for injury and property- -damage,
in connection with the erection of a canopy�ofi'1he store was referred
back to the Building Department for clarification.
Fire Chief Alex Andrzejewski-submitted a latter from the Beim of
Registration, St. Joseph CAgwty, requesting the use of the fallowing
fire stations for Sub-Stetjons for Registrations on October 39 4 and 89,
1962 from 200 P.M. to 8.00 -P m.

STREET LIGHT OUTAGE REPORTS
Street Light Outage Reports were accepted and ordered placed on file.
There being no further business to come before the Board, the meeting was
adjourned at 11:00 A.M.
