A regular meeting of the Board of Public Safety was held on Monday,
August 27, 1962 at 10:00 A.M. DST. All members were present. Minutes
of the last regular meeting were read and approved. Vouchers were
approved and ordered paid to the various suppliers.
PROGRESS REPORT: RAILROAD SURVEY ( TRAFFIC ENGINEER)
Clem Hazinski, Traffic Engineer, submitted the following report to the
Board:
NEW YORK CENTRAL SYSTEM has completed replacement and chan ge
of super -elevation of crossings at Robinson, Caroline and Vernon
Streets. Crossings at the 1600 block of Lincolnway West and at
Washington and Circle Avenues are still in need of repair and
engineers in Chicago state that these will be included in their
program.
MICHIGAN CENTRAL RAILROAD;will continue to replace rough crossings
and sharp edged rails on Niles Avenue in the 600 block. Half of
this work has been completed to this date, with marked improvement
due to removal of the hazardous conditions which had existed there
for several years.
CHICAGO SOUTH SHORE & SOUTH BEND RAILROAD Maintenance of their
tracks in the City limits, especially between Michigan Street and
Olive Street, leave something to be desired. A meeting was held
with representatives of that Railroad Company Tuesday evening,
August 20th, and they stated at that time that further information
reference improvement would be available upon the return of Mr.
W. P. Coliton, President and General Manater. At this meeting I
reiterated the need of flasher signals at Hydraulic and LaSalle
Streets, where a recent motor vehicle accident with one of their
trains resulted in serious injury.
Other railroads are maintaining their crossings rather well as far
as ruts and chuckholes are concerned.
The Board directed Mr. Hazinski to secure the dates the projects would
be completed from the railroads, and Mr. Smith, Chairman of the Board of
Public Safety directed a letter to be sent to Mr. W. P. Coliton, President
and General Manager of the Chicago, South Shore and South Bend Railroad.
In the letter, Mr. Smith called attention to the fact that the railroad
had not cooperated to the fullest degree with the Traffic Engineer in
track repair and maintenance. He further pointed out that unless there
was a report submitted within two weeks the Board will take other means
to see that this work is completed satisfactorily.
BUILDING DEPARTMENT ( HOUSE MOVE)
Comes now Stanley Blenke, owner of a house with a request that said house
be moved from 4033 S. Michigan Street to 1818 W. Indiana Avenue. The
mover is to be Don Emmons, 1711 E. 4th Street, Mishawaka.
The Board,.being assured that all provisions in connection with the move
had been met, approved the move.
BUILDING DEPARTMENT ( APPROVAL OF CANOPY - RADIO AND FURNITURE MART, INC.)
Comes now Mr. Molnar, representing Radio and Furniture Mart, Inc. with
a request that a canopy erected at 919 S. Michigan Street which overhands
public property be approved.
A letter directed to the Radio and Furniture Mart, Inc. from Verner Lane,
Building Commissioner, had ordered that a representative appear at this
meeting to show cause why permission had not been secured, why plans had

not been submitted and permit obtained prior to the erection of the canopy.
Mr. Molnar advised the Board that these matters had now been cleared.
The Board, following the recommendation of the Building Commissioner who
stated that permit had now been obtained, approved the erection of the
canopy, provided said erection complies with all the provisions of the
Building Code and further that Certificate of Insurance be forwarded to
the Board, indemnifying the City of South Bend for $1009000 per accident,
$3009000 aggregate accident and $25,000:.pioperty damage.
PERMISSION TO REMODEL BUILDING DEPARTMENT) KITTY CARROLL
Based upon the recommendation of Verner Lane, Building Commissioner,
permission was granted to the Kitty Carroll Shop to install a new front
on a building located at 113 W. Colfax Avenue.
This permission is granted subject to compliance with all existing Codes
and subject to Proof of Insurance indemnifying the City of South Bend
for $100,000 per accident, $300,000 aggregate accident and $25,000
property damage.
PERMISSION TO REMODEL BUILDING DEPARTMENT FREEMAN-SPICER
Based upon the recommendation of Verner Lane, Building Commissioner,
permission was granted to Freeman -Spicer to install a new front on
a building located at 520:S '_Lafayette Blvd.
This permission is granted subject to compliance with all existing Codes
and subject to Proof of Insurance indemnifying the City of South Bend
for $100,000 per accident, $300,000 aggregate accident and $25,000
property damage.
BUILDING DEPARTMENT DUB -STANDARD DIVISION REQIjEFOR DEMOLITION )
John Grabarz, Director of the Sub -Standard Division of the Building
Department requested permission to advertise for bids for demolition
of a structure located at 106and 106,2 S. St. Louis Boulevard, owned
by Jesse Grose. Mr. Grabarz advised the Board that Mrs. Dorothy Grose,
wife of Jesse Grose had assumed responsibility for the property and
will attempt to pay costs of demolition. Mr. Grose has not been able
to be reached by the Sub -Standard Division with reference to this
property.
Permission granted.
VERNER LANE RFSIGNAT ION
Verner Lane, Building Commissioner, advised the Board that this would be
the last Board meeting that he would attend as Building Commissioner,
since his resignation is effective Sep-cembcr 15, 1962 and he will be
on vacation from September 1 to September 15, 1962.
Mr. Lane thanked the Board for cooperation during his tenure of office.
The ,3oard, through Mr. Irving J. Smith, thanked Mr. Lane for his sincerity,
administrative ability and efficiency in carrying out the duties of his
Department and further stated that the Board hopes to be fortunate enough
to find a successor to ably fill the vacanty. The Board also wished Mr.
Lane success in his new venture.
POLICE DEPARTMENT MONTHLY REPORT
A report from the Folice Department for the month of July, 1962 was
accepted by the Board and ordered placed on file.

ELECTRICAL DEPARTMENT.( INSTALLATION APPROVALS)
Following the recommendation of Nicholas Horvath, Superintendent of the
Electrical Department$ the following street light installations were
approved:
1 - 4000 lumen street light at.1139 E. Miner St.
1 - 4000 lumen street light in the 1600 Block East Randolph.
PETITIONS ( ELECTRICAL DEPARTMENT INSTALLATIONS)
The following Petitions for installations of electric lights were
referred to the Electrical Department for investigation and recommendations
1. Petition from Mr. Laberge, Precinct Committeeman from residents
of Sunnyfield Street for installation of a street light on
Sunnyfield, a street one block long. The Petition states there
have been a series of Pepping Tom incidents and break-ins in
this area.
2. Petition from residents on S. Taylor Street for a street light
on Taylor Street, one-half block north of Indiana Avenue.
3. Petition from Columbia, Dubail and Indiana Avenue residents
for a street light on Columbia Street midway between intersections
of Dubail and Indiana.
STREET LIGHT OUTAGE REPORTS
Street Light Outage Reports were accepted and ordered placed on file.
There being no further business to come before the Boardp the meeting was
adjourned at 10:55 A.M.
