July 300 1962
A regular meeting of the Board of Public Safety was,held on Monday,
July 30, 1962 at 10:00 A.M. DST. All members were present. Minutes
of the last regular meeting were read and approved. Vouchers were
approved and ordered paid to the various suppliers.
ADOPTION OF RESOLUTION: CHANGES IN PARKING METER ZONES AND RATES
The following Resolution was adopted by the Board and will be submitted
to the South Bend Common Council for ratification:
WHEREAS, it has been determined by a traffic survey that dertain
changes be made in the parking meter zones and rates; and
WHEREAS, a thorough investigation has been made by the various
departments of the city involved in parking meters and traffic studied

as to said survey and said change,
NOW, THEREFORE, BE IT RESOLVED by the Board of Public Works & Safety:
1. That all 36 minute zones be raised to one hour.
2. That the rate for the one hour zones shall be five cents
per half-hour and ten cents per hour.
3. That said meters shall use nickels only.
4. That the charge in all two hour zones shall be five cents
per hour.
5• That attached hereto and made a part hereof are the time
limit changes for parking meters in the downtown area.
That after said adoption by the Board of Public Works & Safety, this
resolution shall be submitted to the .South Bend Common Council for
ratification.

List for changes for parking meters - time limits and charges in downtown
area submitted to the Board, accepted and ordered placed on file. (List
of these meters contained in Minutes of the Board of Public Works & Safety
meeting of this date, Vol. 20, Page 280.)
A letter from R. G. Maughan, Chief Engineer for Grand Trunk Western
Railroad Company to the City of South Bend, advised that due to a
reduction in switching operations in the vicinity of Sample and Olive
Streets, the railroad <is eliminating two tracks across these streets.
To improve the crossing protection, the railroad is probressing with
installation of an additional cantilevered flashing -light signal and
two half -roadway gates as shown on the attached plan. The protection
will all be manually controlled 24 hours daily from the existing GTW
tower.
After examination, this plan was approved by the Board, copies ordered
returned to the railroad and letter and copy of Plan ordered placed on
file in the Office of the Board.

LEAVE OF ABSENCE - ACTIVE DUTY ( INSP. HUNT ) - POLICE DEPARTMENT
Permission was granted to Inspector R. Hunt of the Police Department,
to attend Annual Active Duty as Commanding Officer of domppny B. 12th
Special Force Group, 1st Special Forces from August 5 to August 18,
1962 at Camp McCoy, Wisconsin.
ELIMINATION OF POLICE PHONES
Comes now Chief of Police Harman and submits a list fo the Board for
elimination of certain emergency police phones as an economy measure.
At present there are 75 boxes in service. The new list eliminates
34 of the present 75, thus leaving 41 boxes in service.
The list was examined by the Board, accepted and ordered placed on file.
CITY OF SOUTH BEND AWARD ( NATIONAL VEHICLE SAFETY CHECK )
Chief of Police Harman submitted s telegram addressed to Officer S. Re'
McGee of the Police Department stating that the City of South Bend is-:.
the recipient of a national award of excellence for cities of 100-300,000
population in the nation. This award was given by the National Vehicle
Safety Check.
POLICE DEPARTMENT MONTHLY REPORT
A report for the month of June, 1962 from the Police Department was
accepted and ordered placed on file.
APPLICATION: POLICE DEPARTMENT
An application from Donald John Wlodarek for the Police Department was
accepted and ordered placed on file.
GERMAN TOWNSHIP FIRE PROTECTION CONTRACT
A Contract for Fire Protection for German Township was submitted to the
Board for signatures. The Contract covers fire protection for the year
1962 . This Agreement was submitted to German Township in January, 1962
for ratification by the Advisory Board of German Township.
It has now been ratified by the Advisory Board, approved by the Board
of Public Works & Safety and ordered placed on file.
APPROVAL OF PENSION ( FIRE DEPARTMENT - L. M. HEDL )
Following the recommendation of the Firemen's Pension Fund President
and upon the advice of Dr. R. W. Spenner, medical examiner, the Board
approved a disability pension for Fireman Louis Michael Hedl, effective
August 1, 1962.
PETITION: STREET LIGHT
A petition for a Street Light at 1715 Sterling Drive was referred to
the Electrical Department for investigation and report.
STREET LIGHT OUTAGE REPORTS
Street Light Outage Reports were accepted and ordered placed on file.
BUILDING DEPARTMENT - SUB -STANDARD DIVISION ( BID TO DEMOLISH )
Comes now John Grabarz, Director of the Sub -Standard Division of the
Building Department, and advises the Board that he had placed advertisement
for bids to demolish structure located at 502 29th Street.
Mr. Grabarz reported that he had received one bid only and that, in
his opinion, this bid was too high. He requested permission to re- .
advertise and permission was granted.

With reference to property owned by Miss Pearl Daar, located at
513-15 E. Pennsylvania Avenue, Mr. Grabarz requested permission
to advertise for bids to demolish these structures.
Permission granted.
There being no further business to come before the Board, the meeting
was adjourned at 10:40 A.M.
