July 23, 1962
A regular meeting of the Board of Public Safety was held on Monday, July
23, 1962 at 10:00 A.M. DST. Messrs. Ray S. Andrysiak and Edwin L. Davies
were present. Minutes of the last regular meeting were read and approved.
Vouchers were approved and ordered paid to the various suppliers.
RESIGNATION: BUILDING COMMISSIONER ( VERNER LANE
Comes now Verner Lane, Building Commissioner, and submits to the Board his
letter of resignation as Building Commission of the City of South Bend,
effective September 15, 1962.
The Board accepted the letter of resignation and ordered that it be placed
on file.
PERMISSION: ATTEND CONFERENCE 1 BUILDING DEPARTMENT )
Permission was granted to Verner Lane, Building Commissioner, for him and
members of his Department to attend the Annual Business Meeting of the
Indiana Inspectors' Association to be held in Michigan City on August 13,
14 and 15, 1962.
APPROVAL: OCCUPANCY PERMIT AND PLANS ( ROBERTSON'S REMODELING )
Verner Lane, Building Commissioner, submitted Plans for Sidewalk Canopy
Section for Robertson's Store remodeling along with Occupancy Permit
which Plans and Permit have already been approved by the Building Department
for the Board's approval.
Upon- the recommendation of the Building Commissioner' the Plans and
Occupancy Permit were approved by the Board.
CERTIFICATE OF INSURANCE ( ROBERTSON'S REMODELING )
The Board accepted a Certificate of Insurance from Sollitt Construction
Co., for all operations in connection with the r'emodeling of Robertson's
Department Store and ordered the Certificate placed on file.
BUILDING DEPAR TMENI' SUB -STANDARD DIV.) HEARINGS
John Grabarz, Director of the Sub -Standard Division of the Building
Department, requested permission to hold in abeyance hearings on the
Properties located as follows since arrangements have been made to bring
properties up to standard:
122 E, Ohio Street
125 E. Paris Street
4102 E. Keasey Street.
Permission granted. Hearings will be continued until further notice.
BUILDING DEPARTMENT ( HOUSE MOVE ) 220 W. NAVARRE STREET
Comes Now Mr. Tex Borders of 2430 Bertrand Street to remonstrate the
moving of a house from 220 W. Navarre Street to 2429 W. Bertrand Street.
Mr. Borders contended that he and others in the area had not had sufficient
time to consult with attorneys concerning the moving of the house since
they received notification on July 14, 1962. Mr. Borders further stated
that, in his opinion, the house to be moved would not be a credit to the
neighborhood.
Mr. Worden, house mover and owner of this structure, was also present at
the meeting. Mr. Worden assured the Board that the house would be kept
UP to standard.
Mr. Lane, Building Commissioner, read the following escerpt from the
Building Code for the City of South Bend:
M
"Sgction 117.0 Removal of Buildings
11117.3 Public Hearing. Within ten (10) days after application
for permit has been filed with the Building Official and before
permit is issued, a hearing shall be held before the Board of
Public Works and Safety. The Board shall hear all evidence
pertaining to the moving of the structure in question as
such move may affect public health, safety or welfare and
possible physical damage to streets, sidewalks or other
properties. The Board shall reach a decision from its
findings at the hearing and the Building Official shall
consider such decision as a final order to issue or refuse
to issue permit to move the structure in question over the
given route."
After hearing all persons who appeared on the premises, it was the
decision of the Board that the proposed house move was not in violation
Of any Code or Ordinances and the move from 220 W. Nivarre to 2429
W. Bertrand Street was approved.
TRAFFIC ENGINEER ( PERMISSION: ATTEND MEETING )
Comes now Clem Hazinski, Traffic Engineer, and requests permission to
attend a Traffic Engineers' Meeting in Indianapolis on July 26, 1962.
Permission granted.
REQUEST: FIREMEN'S ASSOCIATION ANNUAL BALL
Permission was granted to Fireman Stanley Przestwor, Ball Chairman, to
hold the Annual Ball sponsored by the South Bend Firemen's Association
on September 1, 1962 at the University of Notre Dame Stepan Center.
APPLICATION POLICE DIPARTMENT POLICE WOMAN)
An application from Thelma Louise Horvath for Police Woman with the
South Bend Police Department was accepted and ordered placed on file.
STREET LIGHT OUTAGE REPORTS
Street Light Outage Reports were accepted and ordered placed on file.
There being no further business to come before the Board, the meeting
was adjourned at 11:00 A.M.
