All members were pre -sent.. Minutes of the last regular meeting were read and approved. Vouchers were approved and ordered paid to the various suppliers. fF.ARINGt V OLATION OF REGULATION 12 - RILES AND REGULATIONS OF POLICE DEPARTMENT ERNEST CE This being the date set, hearing was held in the matter of Officer Ernest Rice on charge for violation of Regulation 12 of the Rules and Regulations of the Police Departmee� ei the City of South Bend. Said Ernest Riceq having previously pleaded guilty to the charge, the Board now finds that he shall JM returned to duty as of this date, and no compensation shall be paid from April 309 1962 to this date during which time said Officer Rice was under suspension. It is further ruled by the Board that Officer Rice be demoted from Sergeant to Patrolman. -4--++yar+f+i�a % rvL14L &Mrl. - QUA. fllY . WANiAL i Comes now Sgt. Woodrow M. McDaniel and informs the Board that as of June 1, 1962 he will have completed 20 years and 79 days continuous service on the Police Department. Sgt.. McDaniel also requests 15 days terminal leave$ effective May 179 1962 through May 31,'1962. Permission granted, effective as indicated above. REQUEST: F.O.P. SPONSOR CARNIVAL A letter from the,F.O.P. requested permission to sponsor a Carnival for two weeks, beginning June 11 and running for six days, until June 169 at Broadmoor Shopping Center, and starting June 18 and running until June 23, at Mary Crest. The letter, -signed by Christian Koehler, Secretary and Raymond D. Maxson4 Carnival Chairman, further informed the Board that this Carnival has been sponsored by Elkhart and:'Mishawaka F.O.P. for the last several years and that the Show is made up of 12 approved rides and booths housing games'of skill and further that there is no gambling and the.shown is for the, enjoyment of all. After reviewing the request, it was the decision of the,Board..to grant the request, provided the Carnival does not violate any.:of:the City Ordinances. FIRE DEPARTMENrt RESERVE TRAINING ( MICHAEL J. ➢YEGENKA ) ' Permission was granted Michael J. Wegenka of the South -'Bend Fire Department to attend military Reserve Training at Camp_McCoy Wisconsin, from June 10 through June 24, 1962. INSTALLATION OF BICYCLE RACKS ('PUBLIC LIBRARY ) Comes now Clem Hazinski, Traffic Engineer, in behalf of Roger B. Francis, Director of the South Bend Public Library and branches and submits a letter -to -the Board.regarding a_request from Mc. Francis to install i bicycle racks at the'Main Library and the Branch located at 2002 Miami Street and the River Park Branch at 222E Mishawaka Avenue. Mr. Francis stated that the racks would be permanently installed at the_Branch locations but would be portable at the Main Library. Following the recommendation of Clem Hazinski, the Board approved such installations, provided the Library will secure sufficient insurance indemnifying the City of South Bend for injury or property damage. The Board also ruled that the Library will be responsible for the maintenance of the racks. Mr. Hazinski was directed to notify Mr. Francis of the,Bosrd's decision. TRAFFIC ENGINEER ( TRAFFIC SIGNS „) � Following the recommendation of Traffic Engineer, the following traffic sign installations were approved: 2 - 2 Hr. Parking limit signs on east side of 900 Block Roberts St. .alongside of 1302 Mishawaka Ave. 2 - 2 Hr. Parking limit sihns in front of 1302 Mishawaka Ave. 4 - No Parking signs from 1921 Northside Blvd., toentrance to Boat Club on same street. 4 - No Parking Passenger Loading signs in front of 1245 N. Sheridan Ave. Stop signs installed on Irvington St., both sides at Marine St. 2 - 2 Hr. time limit parking signs to cover 108 and 112 W. Navarre St. 2 - 2 Hr. time limit parking signs to cover 774 Lincolnway East 2 - 1 Hr. time limit parking signs to cover 1622 8 1624 Western Ave. 3 - 1 Hr. parking.9 A.M. to 9 P.M. signs to cover 1918 to 1924 S. Michigan St. BUIL1INU UrXAK1RMNI - Out$-.Olamanu u1Y1.7wn l r=RMJLMR J Comes now Charles Boynton, representing owner of property located at 812 S. Rush Street and requests a continuance of the case. Request granted and case a©ntinued until May 28? 1962. Comes now Mrs. Kings owner of property located at,2344 E. Sample St. Mr. Grabarz reported that Mrs. King had contract of saie,.subject to repairs.on property. It was the decision of the Board that Mr. Grabarz fallow through on. the matter and reset the case for hearing at his discretion. Comes now Mary and Jose0h Williams.of 1210 Sorin Street. This property had been ordered vacated and demolished. Mr. and Mrs. Williams appeared to appeal the condemnation order. The case was w ntinued for one week. With reference to property located at 502 29th Street owned by Mr. Blair, Mr. Grabarz requested permission of the Board to advertise for bids for demolition if the owner did not demolish the building himself according to directive. Permission granted. BUIDDING DEPARTMENT ( HDUSE MOVE ) Comes now Verner Lane, Building Cammissionerp and requests permission to move a house from 1914 Miami Street to 1917 Marine Street. Mr. Lane ikdvised the Board that Mr. Grabarz had inspected the house to be moved. Mr. Lane further advised the Board that this house had been cleared to be moved to Fox Street and the Boards approval had been granted for this previous move. Mr. James Bostick of 1804 Hillsdale appeared before the Board to remonstrate said move. He also advised the Board that he represented 7'r. Cain. Both Dr. Cain and Mr. Bostick are owners of property on _ Marine Street in the vicinity of the house proposed location. 1 1 1 Mr. Bostick advised the Board that neither he nor Dr. Cain had received notification of the prospective move. Mr. Verner Lane responded that notices had been delivered, by hand, to all residents in the area and that the tenants of property owned by Mr. Bostick and Dr. Cain had, undoubtedly, neglected to pass on the Information received. The Board further advised Mr. Bostick that the house to be moved will have to most all Code requirements before it would be approved and that insurance would be carried to cover any claims made by property owners for any damage caused by said move. Under these circumstances, Mr. Bostick withdrew his remonstrance and that of Dr. Cain. The; Board, therefore, approved the prospect hous# tee and directed that the.Traffic Engineer approve the time and ro of the move. BUILDING DEPARTMENT MONTHLY REP0RT A Report for the month of April, 19629 from the Building Department was accepted and ordered placed on file. Pg1ITION i STREET LIGHT A Petition from Mr. Grams, Sr., of 1309 E. Altgeld St., and others for the installation of a street light in the 1300 Block of Altgelt'from Leer to Clyde was accepted and referred to the Electrical Department for investigation and recommendation. STREET LIGHT OUTAGE REPORTS Street Light Outage Reports were accepted and ordered placed on file. FIRE DE MEW APPLICATION An application for the Fire Department from Edward Julius Hans was accepted and ordered placed on file. TRAFFIC ENGINEER i PARKING METER REPORT ) Clem Hazinski, Traffic Engineer, reported that his department is continuing with a survey on parking meters concerning the possibility -of time limit: increase and price increase. Mr. Hazinski informed the Board that he will keep the members informed on his progress with this survey.
