May 7t 1962 at 10:00 A.M. DST.. All members were present. Minutes
of the last regular meeting were read and approved. Vouchers were
approved and ordered paid to the various suppliers. .
Comes now Officer Ernest Rice before the Board to answer to a charge
filed against him on May 49 1962. Said Ernest Rice submits that
he was served with copy of said charge on May 49 1962 by Lt. Richard
E. Bauer.
Said charge, having. been read.,to Officer Ernest Rice, said Ernest
Rice admits to violation of Regulation 12 of the Rules and Regulations
of the.Poli,ce Department of South Bend,
The Board, having received admission to charge# will take matter under
advisement and findings will be made not later than May 14j, 1962.
OPENING OF BIDS ( POLICE DEPARTMENT CARS )
The time now being after_10:00 A.M. it was so announced and bids for
the 11 vehicles for the Police Department were opened and read aloud.
Proofs of Publication from The South Bend Tribune with affidavit signed
by Robert DeLong and The Record with affidavit signed,by Kathleen
Sweitzer were found sufficient.

Since the bid of Freeman -Spicer -appears to be the lowest and best
bid, said bid will be awarded to Freeman -Spicer subject to compliance
with specifications.

The Board, being advised by Verner Lane, Building Commissioner, that
there is not sufficient funds in the budget to purchase either of the
cars bid, no bid will be awarded.

Comes now Mrs. Lucy Breckenridge, 1309 E. $Orin with reference to
the demolition of a house located at•1802 Randolph. Mrs. Breckenridge
informed the Board that her brother is tearing house down but that
she will need more time so that the work can be completed.
It was the decision of the Board to continue this until July 2, 1962
at which date complete demolition should be accomplished.
Mr. John Jerkins appeared before the Board with reference to property
located at 1147 N. Johnson Street. The structure has now been
demolished but the premises -has not been cleaned up.
After hearing Mr. -Jerkins and Mr. Grabarz concerning this:property,
it was the decision of the Board to continue this hearing -for -three
weeks, or until May 28, 1962.
Mrs. Lottie King, owner of property located at 234 E. Sample Street,
appeared before the Board, as requested. Since she had not complied
with the previous order of the Board concerning procurement of
contracts to bring property up to standard, the hearing was continued
for one week at which time Mrs. King was directed to appear with
contractor.
Comes now Keith Proud, owner of property tosated at 521'Lincolnway
West. The structute, a garage type building, is inanunsafe
condition. It was the opinion of the Sub -Standard Division that
this structure should be torn down immediately.
After hearing Mr. Proud and Mr. Grabarz, it was the decision of the
Board that Mr. Proud be given until June 11, 1962 to have property
cleaned up.
REQUEST: POLICE SHDW
Permission was granted to the Police Ch*f to Uld the annual Police
Show on July lb, li and 12, 1962.
ATTEND SAFETY SEMINAR ( SGT. ROBERT MILLER)
Permission was granted Sgt. Robert biller to attend a Safety Semite
sponsored by the Indiana Traffic Safety Foundation and Governor Welch
on Citizens Safety groups and ways and means to combat accidents and
support traffic legislation. This meeting will be held in Indianapolis
on May 9, 1962 at the Indianapolis Athletic Club.
ATTEND ANNUAL SUMNER TRAINING ( OFFICER JAMES E. ROBISON)
Permission was granted Officer James E. Robison to attend annual summer
training with the 273rd TC DS from May 19 to June 31, 1962.
PETITION ( STREET LIGHTS)
A Petition.from residents in Calvert Street area for a street light
on Calvert Street between High and Dale between alleyp and onq #treet
light between Dale and Miami near alley. Also improve existing street
lights with new fixtures on old poles, wherever possible, on both sides
of Calvert Street between High and Miami.
The Petition was referred to the glectrical Department Superintendent
for investigation and recommendation.
STREET LIGHT OUTAGE REPORTS
Street Light Outage Reports were accepted and ordered placed on file.
ATTEND CONFERENCE( TRAFFIC ENGINEER)
Clem Hazinski, Traffic Engineer, was granted permission to attend a
conference on May 10 and- May-11, 1962 of the Indiana Municipal League
of Urban Transportation Planning, Indianapolis, Ind.
Mr. Robert Huff, City Planning Commission, was also granted permission
to attend the conference.
There being no further business to come before the Board, the meeting
was adjourned at 11:00 A.M.-
