HomeMy WebLinkAbout04/30/62 Board of Public Works Minutes3 April 309 1962 A regular meeting of the Board of Public Safety was held on Monday, April 30, 1962 at 10:00 A.M. DST. All members were present. Minutes of the last regular meeting were read and approved. :Vouchers were approved and ordered paid to the various suppliers. BOARD OF HEALTH LIAISON REPRESENPATIVE Comes now Stephen Molnar, of the St. Joseph County Board of Health, and informs the Board that he will act as liaison between the Board of Health and the City of south Bend insofar as matters concern the Board of Health. This decision met with the approval of the Board, and a representative will be present at the Board meetings as indicated above. BUILDING DEPARTMENT ( HOUSE MOVES) Comes now herder Lane, Building Coneftsionert and requests permission to move a house from 1918 S. Miami street to 1828 Calvert Street. The house is owned by Harlan Marvell, the -.-mover is Lewis Mitschelen. Mr.Harry Gillow and others from the n ighborhood appeared as remonstrators. Mr. Billow resides at 1832 E. Calvert and remonstrated on the grounds that - the house is a two story structure, whereas most of the other dwellings in the neighborhood are bungalows and that this struct%Oe will not be in harmony with the other dwellings..; Mr. Gillow also stated that the house is an old house and most of the other homes are new and this move will have a tendency to devaluate the adjoining property. Mr. Gillow presented a Petition signed by residents in the area. The Petition reiterated his complaints and also stated that if the house is moved on the lot as planned, it will crowd out much light at the one story dwelling at 1832 E. Calvert. Mr. Verner Lane also reauested permission to move a house from 1914 Miami Street to 1730 E. Fox Street. The owner is Allen Mitschelen and the mover is Lewis Mitschelen. Mr. Jack Leibow, a resident of the area, appeared with others as a remonstrator to this move. Mr. Leibow stated that the dwelling to be moved is an old house and a two story dwelling, whereas most of the other homes in the area are bungalows. In answer to the remonstrators against both house moves, the Board advised them that the following provisions must be complied with: 1. The house to be mw ed must conform to all the Codes, such as the Building Department Code, the Fire Code, the Health Code, etc. No sub -standard house may be occupied. 2. House must confb:vm to the side line and front line lot requirements. 3. The mover must indemnify the City of South Bend as well as the property owners affected by such a move with sufficient insurance for injury of property damage. The Board informed the remonstrators that it had no authority to prohibit a two story house from being moved into the localities described above, so long as all requirements were met. The Board further advised the remonstrators to contact the Building Department if, in their opinion, some of the requirementswere not complied with, or to bring these matters to the attention of the Board. 33 The Board requested the Traffic Engineer to ,approve the route the movers will take-throughout,the city. HEMINGS ) With reference to a hearing on propel+ located at 502 29th Street, owned by Mr. Blair:#: Mr. Grabarz reporUd that the perimeter had been cleaned voand recommended that an additional'two weeks be allowed in, order to continue the clean-up program on the dwelling. Following this recommendation# the hearing was continued for two weeks. Comes now Mr. Jewell Williams, owner of property located at 617 Neddo Court, Mr. Williams was ordered to bring property up tq-sta datd.or the house would be torn down. In order to allow sufficient additional time to c this -grogram, s� the hearing was continued tint il:-JUnew4, 1962. A progress report on property owned by Mr. Newbon, located:at.123 Iowa Street was presented to the Board. Mr. Grabarz reported that some progress has been made and requested a continuance of one.week. Permission granted. Comes Now Mrs.-Lottie King with reference to property owned by her and located at 234 E. Sample Street to show cause why orders of the Board to bring place 'up to standard have been ignored. Mrs. King advised the Board that Mr. Peter Gillisp realtor# had informed her that ha had a prospective buyer for the property.and property will be cleaned up after sale is assured. Batallion Chief Downes advisedthe Board that he had spoken to Mr. Gillis at approximately 9%30 A.M. this date and that Mr. Gillis had informed him.that he had no.prospects for a sale on the above -described property. It was the decision of the Board# after hearing Mrs. King# that the case be continued for one week at which time she is to appear before the Board with proof of contract that house will be repaired a demolition. order will be issued. It was also suggested that Mr. Gillis be requested.to appear at this meeting. With reference to property located at 2130 W. Washington Avenue# Mr. Grabarz-requested that this case be continued.for two weeks. Permission granted. Letters from the 5 - B Camp Fire Girls of St. Matthews School requesting that the following streets have crosswalks painted were examined by the Board and referred to the Traffic Engineer for investigation and recommendations Intersection of Fox and Miami Corner of Donald and High Streets Miami and Donald Streets. TRAFFIC ENGINEER (-INSTALLATION TRAFFIC SIGNS ) Following the recommendation of Clem Hazinski# Traffic Engineer# the following installation was_approveds I - 12 Min. Parking at This.Meter sign on parking meter newly installed on east side of Main Street immediately north of City Hall Court. TRAFFIC ENGINEER( MARIETTA STREET CLOSING ) In the interest of school children pedestrian safety, it was:: recommended by the Traffic Engineer that Marietta Street be closed between Dayton and Dubail Streets until the Studebaker School construction is completed. This should be of about three months duration. Proper barricades would be installed by the Traffic Engineering Department. Following the recommendation of Mr. Hazinskig the Board approved the closing of Marietta Street as indicated above. ELECTRICAL DEPARTMENT ( INSTALLATIONS ) Following the recommendation of Nicholas Horvath! Electrical Department Superintendent, the following installations were approved: 1 - 4000 lumen street light at Brookfield and California 1 - 4000 lumen street light in the 800 Block S. Camden Increase l - 2500 lumen light at 2425 W. Dunham to a'4000 lumen light. 1 - 2500 lumen light at 1315 E. Calvert (rear dead-end alley) STREET LIGHT OUTAGE REPORTS Street Light Outage Reports were accepted and ordered placed on.file.- REPORT POLICE DEPARTMENT ) A Report on offenses reported to the Police Dept for March, 1962 was accepted and ordered placed on file. APPLICATION c POLICE DEER An application for the Police Department from Frank Eugene Hewitt was accepted and ordered placed on file. APELICATION ( POLICE AUXILIARY SCHOOL PATROL ) An application for the Police Auxiliary School Patrol from Mrs. Henrietta M. Jurek was accepted and ordered placed on file.
