All members were present. Minutes of the last regular meeting were read and approved. Vouchers were approved and ordered paid to the various suppliers. OPENING OF BIDS ELECTRICAL DEPARTMENT TRUCK The time being after 10:00 A.M. it was so announced and bids for the One-half Ton Cab and Chassis Truck with Utility Body were opened and read aloud. Proofs of.Publication from The South Bend Tribune with affidavit signed by Robert DeLong and The Record with affidavit signed by Kathleen Sweitzer were found sufficient. Since it appears that Freeman -Spicer Co., Inc. has the lowest bid, the bid will be awarded to Freeman -Spicer after all bids are checked and after it is ascertained that the specifications and all other requirements are followed, 4nd ire in order. 1 u C 27 POLICE DEPARTMENT ( ADVERTISE FOR SEDANS AND STATION WAGON ) Comes now Chief of Police Harman and requests permission to have advertisements placed for 11 vehicles for the use of the.Department, 10 sedans and l station wagon. Permission granted and advertisements will be placed in The South Bend Tribune and The Record on April 271, May 42 1962. Sealed bids will be opened on May 79 1962. POLICE DEPARTMENT ( LEAVE OF ABSENCE - MILITARY DUTY 1 At the request of Chief Harman, the Board granted Officer F. W. "Bill" Voss permission to attend the annual short tour of duty with the U.S. Air Force from.April 27) 1962 to May 11, 1962. POLICE DEPARTMENT PROMITIONS_ At the recommendation of Chief Harman, the following promotions were approved by the Board, effective April 16, 1962: Cpt. Daniel Radman to rank of Det. Sgt. and report to Insp. Hunt at 3:45 P.M. 4/16/62 Officer Eur. Sikorski to rank of Sgt. and report to Capt. Parfitt on 4/16/62. Officer Irvin Gerschoffer to rank of Cpl. and report to Capt. Zarembka on 4/16/62 at 2%30 P.M. TRAFFIC ENGINEER ( PROGRESS REPORT: RAILROAD SURVEY A progress report from Clem Hazinski, with reference to the railroad survey on track repair was submitted to the Board. Mir. Hazinski reported that all railroad systems have cooperated by repairing and patching and crossings are now in good state of temporary repair. Progress on more permanent repair will be reported by Mr. Hazinski when he meets individually with representatives of the various railroad systems involved and the City Officials. Mr. Hazinski further reported, orally, that the tracks on Niles Avenue are being taken care of and that the New York Central railroad has indicated that work will be done "as quickly as possible." The Niles Avenue tracks are being rebuilt by the Michigan Central Railroad. PERMISSION TO ADVERTISE ( BIKE AUCTION ) The Clerk of the Board was directed to place advertisements in The South Bend Tribune and The Record on April 27 and May 41, 1962 announcing an auction of bicycles that have been turned over to the Police Department, owners unk,iown, Said auction will be held on :'Jednesday, May 99' 1962'at 2:00 P.M. at City Hall -Court or Thursday, 'A1ay 10, same hour,if weather is inclement. BUILDING DEPARTMENT ( SUB -STANDARD DIVISION - HEARINGS) Comes now J. Jay Nimtz, attorney, representing the Federal National Mortgage Association, Chicago, Illinoi_s., with reference to a repair order issued on property looted at 106 N. Sadie Strcet. Mir. Nimtz contended that the Association could do nothing about repairs since property was owned by Clifford Bingham and title was in his name. Mr. Grabarz, Director of Sub -Standard Division, explained that notices sent to Mr. Bingham at his last known address had been ignored and his department did not know whether he had recei,;ed such notices. After hearing all persons -interested who appeared, and, all those present having agreed that the property was a health hazard , it was the. decision of the Board to continue this hearing for a period of 30 days, during which time the Sub -Standard Division will attempt to locate Ms. Bingham. At the expiration of this period, if Mr. Bingham has not made the necessary repairs after having been located, demolition orders will proceed. With reference to property owned by Mr. Blair and located at 502 29th Street, Mr. Blair appeared before the Board and requested ddditional time in which to make the necessary repairs, to bring°up'to`_standard.',,..., After hearing Mi . Blair, the Board continued this hearing until May 14, 1962 in order that the repairs may be made, 75% must be complete by thisdate. Mrs. Dan Cole, 506 29th Street, appeared before the Board and registered a complaint against the property located at 502 29th Street. She contended that the property was filled with debris and was a severe detriment to the neighborhood. After hearing Mrs. Cole, the Board directed Mr. Blair to clean up all debris in the yard by April 23, 1962. Mr. Blair agreed to do so. With reference to property owned by Mr. Isbell, located at 2130 W. Washington, Mr. Grabarz reported that Mr. Isbell had granted permission for demolishion of the property. The Board directed that demolition orders be carried out. Mr. Newbon, owner of property at 123 S. Iowa Street appeared before the Board as directed by 'Mr. Grabars, who contended that Mr. Newbon had been occupying this basement structure and that orders to bring property up to standard had not been complied with and that trash on the property had not been removed. After hearing all who appeared concerning this, the Board directed that on the submission of Mr. Newbon that this basement is not now being occupied and, said Mr. Newbon further submits that it will be occupied only after such time as it will meet Building Department Code standards and that trash will be removed by April 23, 1962, the Board continued this hearing until April 239 1962. Mr. Jesse Grose appeared before the Board with reference to two houses located at 106 and 1061 S. St. Louis Blvd. Mr. Grose was asked to show cause as to why property had not been repaired as directed. Mr. Grose informed that Board that he had made arrangements with Mr. Fred Stowe to complete..repairs by .June 1;1962. It was the decision of the Board that the hearing be continued until June 4, 1962 and that :11r. Grose make arrangements with Mr. Stowe who will purchase property with understanding that repairs must be made, so that these repairs will start forthwith and that Mr. Grose will be the responsible party concerning the repair order. If repairs are not complete by June 41 1962, demolition orders will proceed. STREET LIGHT OUTAGE REPORTS Street Light Outage Reports were accepted and ordered placed on file. ELECTRICAL DEPARTMENT ( PETITIONS FOR STREET LIGHFS ) The following Petitions for Street Lights were referred to Nick Horvath, Superintendent of the lectrical Department, for investigation and recommendation: 1 1 1 Pulaski Street between Western and Huron. Pulaski Street between Huron and Ford St. Middle of the 1300 Block of W. Dunham Street. ELECTRICAL DEPARTMENT( INSTALLATIONS ) Following the recommendation of Nicholas Horvath, the following stre-t light installations wera approved: 1 - 400C lumen street light at 730 S. Bendix Drive I -- 4000 lumen street light at the intersection of Lastmont and Viking Streets. POLICE DEPARTMENT APPLICATION Amy application for the Police Department from Michael James Tezich was accepted and ordered placed on file. FIRE DEPARTMENT APPLICATION An application for,,the Fire Department from Thomas Joseph Jozwiak was accepted and ordered placed on file.
