March 5, 1962
A regular meeting of the Board of Public Safety was held on Monday, March
51, 1962 at 10:00 A.M. All members were present. Minutes of the last
regular meeting were read and approved. Vouchers were approved and
ordered paid to the various suppliers:
TAXICAB LICENSE HEARING ( R. ELLIS
This`:being-:;the date:�,set, hearing was held on the transfer of a taxicab
license for Richard Ellis. Proofs of Publication for said hearing from
The South Bend Tribune with affidavit signed by Robert DeLong and The
Record with affidavit signed by Kathleen Sweitzer were found sufficient.
Copies of letters sent to Mr. Ellis, Flash Cabs, Indiana Cab, Courtesy
Cab and Teamsters Local 364 were examined and found sufficient.
There being no remonstrators and no written remonstrances having been
received, and the Board being advised that this license represents a
transfer (former operator being Robert E. Gawthorpe) said request is
granted by the Board subject to conformity to City Ordinances.
PROMOTIONS ( FIRE DEPARTMENT)
The following promotions in the Fire Department were approved by the
Board:
Lt. James Humphrey to Captain, effective March 16, 1962
Pvt. Melvin Hickey to Lt., effective March 16, 1962.
Pvt. Benedict Kowalski to Lt., effective March 16, 1962.,
Assignments for the above will be made by the Fire Chief.
PETITIONS ( STREET LIGHTS) ELECTRICAL DEPARTMENT_
The following Petitions for street lights were referred to the Electrical
Department for investigation and recommendation:
Westminster Presbyterian Church
Pierce Street, at alley from Leland to Portage.
Lindsey Street, from Scott to Leland.
STREET LIGHT OUTAGE REPORTS
treet Light Outage Reports were accepted and ordered placed on file.
SPECIAL POLICE COMMISSIONL AND BONDS
The following Special Police Commissions and Bonds:wexe'apProved_.by-the Board:
Walter W. Jenczewski, new Bond
Robert Randel Henry, new Commission
SPECIAL POLICE BONDS ( TORRINGTON)
Special Police Bonds for the following employees of Torrington were
approved and ordered placed on file:
Louis F. Tomshock and Frank Sochocki, Jr.
APPLICATIONS ( POLICE DEPARTMENT )
The following applications for the Police Department were accepted and
ordered placed on file: Edward Isaac Friend, Mrs. Diane Myers Steinbeck.
TRAFFIC ENGINEER - ATTEND ROAD SCHOOL ( PURDUE)
Clem Hazinski, Traffic Engineer, requested permission for himself and
Gregory Armstrong of the Traffic Engineering Department, to attend the
Road School to be conducted at Purdue University from March 26, through
March 29, 1962.
There being sufficient funds for such a trip, permission granted.
RE: AWARDING OF BIDS ( ELECTRICAL DEPARTMENT TRUCK)
Whereas bids for the Electrical Department Truck were to have been
awarded not later than this date, it was the decision of the Board
hold such bids open pending further action of the Board. -
BUILDING -DEPARTMENT MONTHLY REPORT
A Report for the month of February 1962 was presented by the Building
Department, accepted and ordered placed on file.
BUILDING DEPARTMENT SUB -STANDARD DIVISION ( HEARINGS
With reference to property owned by Sam and Bessie Harper, located at
225 S. Camden, whereby permission was granted the owners to bring property
up to standard, now, by their own request, wish permission to tear down
the structure located at 225 S. Camden.

1962 to accomplish
With reference to property located at 305 Chestnut Street, owned by
Dessie Billingsley, Mr. Grabarz, Director of Sub -Standard Division,
requests a continuance of this case in order to allow sufficient time
for Mrs. Billingsley to acquire an estimate of costs to bring property
up to standard.

MAYOR'S TRAFFIC COMMISSION REPORT
A Report on the month of February, 1962 from the Mayor's Traffic Commission
was presented to the Board by Sgt. Miller. The Report was examined,
accepted and ordered placed on file.
POLICE DEPARTMENT MONTHLY REPORT
A Report from the Police Department for the month of January,
submitted to the Board, accepted and ordered placed- on file.
