A regular meeting of the Board of Public Safety was held on Monday,
February 26, 1962 at 10:00 A.M. CST. All members were present. Minutes
of the last regular meeting were read and approved. Vouchers were approved
and ordered paid to the various suppliers.
OPENING OF BIDS ELECTRICAL DEPARTMENT TRUCK
The time now being after 10:00 A.M. it was so announced and bids for the
One-half Ton Cab and Chassis Truck with Utility Body for the use of
the ElectricalDepartmentwere opened and read aloud. Proofs of
Publication from The South Bend Tribune with affidavit signed by Robert
DeLong and The Record with affidavit signed by Kathleen Sweitzer were
read and found sufficient.

The bid of Newman & Altman, Inc. was disqualified due to the fact that
there was no certification on the Non -Collusion Affidavit.
The bids will be examined and awarded not later than next Monday, March
5, 1962.
READVERTISE FIRE DEPARTMENT - CENTRAL STATION ROOF
Due to the fact that the specifications submitted for the proposed new
roof for the Central Fire Station, were found to be defective, it will
be necessary to readvertise for this construction after new specifications
have been drawn up and approved.
APPOINTMENT ( FIRE DEPARTMENT)
Darrell Wayne Dunlap, 2316 W. Bertrand Street, having met the requirements
of the Firemen's Pension Fund Board of Trustees, it is the decisioh of
the Board that At. Dunlap be appointed to the Fire.Department, effective
March 1, 1962.
POLICE DEPARTMENT_( DEMOTIONS, PROMOTIONS)
Following the recommendation of Police Chief Harman, the following changes
were approved by the Board:
Inspector John Klaybor to be demoted to the rank of Captain.
Captain Cornelius Nicholas to be promoted to the rank of Inspector.
Lieutenant Carrol Parfitt to be promoted to the rank of -Captain.
Sergeant Melvin Pasalish to be prgmoted to the rank of Lieutenant.
The above changes will become effective March 1, 1962.
The demotion of Inspector John Klaybor was made at the request of Inspector
Klaybor.
POLICE DEPARTMENT ( REQUEST: ATTEND FIELD TRAINING
Police Officer Marvin 0. Martz, requested permission to be excused from
duty from Saturday. March 24 to Saturday, April 71, 1962, in order to
attend the Annual ield Training with the 1st Engineer Co., Marine
Corps Reserve Unit. This training will be held at Engineer Training
Schools, Camp Lejeune, North Carolina.
Permission granted.
APPLICATION ( POLICE DEPARTMENT)
An application from Charles Edward
accepted and placed on file.
Hill for the Police Department was
SPECIAL POLICE APPLICATION ( ROBERT HENRY)
A request from Robert Henry for a Commission as a Special Police Officer,
self employed, was considered by the Board, and denied.
CIVIL DEFENSE ( ATTEND WORKSHOP)
Comes now Inspector John Klaybor, Director of Civil Defense, and requests
permission to attend a workshop in Milwaukee, Wisconsin. Inspector Klaybor
advised the Board that he had been selected by the Indiana State Civil
Defense Director to attend this workshop and the Indiana State Office
has designated Inspector Klaybor to assume the Chairmanship. The dates
of this workshop are March 6, 1962 through March 8, 1962 in the City
Safety Building, Milwaukee.
The Board, having been advised that the Civil Defense Advisory hoard
has approved this request, the Board approves the attendance of Inspector
to the Workshop, as specified above.

TRAFFIC ENGINEER ( TRAFFIC SIGNS)
Following the recommendation of Clem Hazinski, Traffic Engineer, the
following installations were approved:
Stop Sign on Iowa Street, & Ardmore, southeast corner, replaced
with a -Yield Roght-of-Way sign.
Loading Zone sign installed at 120 W. Colfax Ave.
Taxi Stand moved from 116-120 to 122-.124 W. Colfax Avenue.
ELECTRICAL DEPARTMENT STREET LIGHTS
Following the recommendation of Nicholas Horvath, Superintendent of the
Electrical Department, the following installations were approved:

STREET LIGHT OUTAGE REPORTS_
Street Light Outage Reports were accepted and ordered placed on file.
BUILDING DEPARTMENT ( SUB -STANDARD DIVISION - HEARINGS)
Comes now Verner Lane, Building Commissioner, and informs the Board that
property owned by Mrs. Lottie King and located at 234 E. Sample Street,
who was given 190 days to bring property up to standard had not complied
with this order.
Mrs. King appeared before the Board and requested a continuance in which
to acoomplish the necessary repairs which had not been made due to bad
weather and the fact that there is a prospective buyer for the property.
After hearing Mrs. King and Battalion Chief Downes it was.the decision
of the Board to continue this hearing until April 16, 1962, at which
time the property will either have been sold or contracts with contractors
to repair premises produced.
Battalion Chief bownes was directed to check this property periodically
to ascertain whether any work is being done, as requested by the Building
Department's Sub -Standard Division.
The alternative to the above orders will be to place advertisements for
bids to demolish.
With reference to property owned by Jesse and Alleen Franklin, located.
at1613 S. William Street, Mrs. Franklin appeared before the ;'Board and
requested a continuance of this hearing in order to complete repair orders
as stipulated by the Building Department's Sub -Standard Division. Mrs.
Franklin explained that repairs were being made as fast as money was
available.
After hearing Mrs. Franklin, it was the decision of the Board to continue
this hearing until July 1, 1962. Battalion Downes was directed by the
Board to make periodic checks on this property to ascertain whether work
was being done, as directed.
There being no further business to come before the Board, the meeting was
