RESOLUTION 809 -80
RESOLUTION OF THE COMMON COUNCIL OF THE CITY
OF SOUTH BEND, INDIANA AUTHORIZING THE MAYOR
TO SUBMIT AN URBAN DEVELOPMENT ACTION GRANT
(UDAG) APPLICATION TO THE U.S. DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT
WHEREAS, the City of South Bend has embarked upon the development
and restoration of the City's industrial base; and
WHEREAS, the continued development and restoration of South Bend's
industrial base is important to the quality of life of the total community
and would be advantageous to the future growth and development of the City
of South Bend; and
WHEREAS, during the development and restoration of the South Bend
industrial base, it will be necessary to secure Federal aid in the form
of an Urban Development Action Grant; and
WHEREAS, the Common Council of the City of South Bend is interested
in promoting development of industrial opportunity.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY
OF SOUTH BEND, INDIANA:
SECTION I. Hereby establishes the authority of the Mayor of the
City of South Bend to submit under Title I of the Housing and Community
Development Act of 1977, an Urban Development Action Grant Application
to the United States Department of Housing and Urban Development.
SECTION II. Hereby supports and is in favor of committing public
sector resources, in the form of Urban Development Action Grant funds,
to acquire public right -of -way, prepare the site and roadway through
soil stabilization /excavation /backfill, construct, improve and signalize
the access roadways, extend water and sewer lines, relocate overhead
electrical transmission lines, acquire and relocate adversely impacted
residents.
SECTION III. This Resolution shall be in full force and effect
immediately upon passage by the Common Council of the City of South
Bend, Indiana.

Re: Urban Development Action
Grant Application
I am submitting for your consideration, on September 15, 1980
a resolution authorizing submittal of an Urban Development Action
Grant (UDAG) application to the Department of Housing and Urban
Development.
The grant, if approved, would be used in conjunction with
private sector investment to develop the proposed ethanol pro-
duction facility.
If UDAG funds can be obtained, they will be used to finance
the following public portions of the project:
(1) acquisition of land for public right -of -way;
(2) preparation of the site and roadway;
(3) soil stabilization, excavation and backfill;
(4) access roadway construction, improvement, and signal -
ization;
(5) water and sewer line extensions;
(6) overhead electrical transmission line relocation;
(7) acquisition and relocation of adversely impacted residents.
Then the privately financed portion of the project would include:
(1) a 110 million dollar fuel grade anhydrous ehhanol pro-
duction facility.

The nature of the site is such that public investment is
necessary to make the project happen in South Bend, Indiana.
The proposed developers of the project, New Energy Corporation
of Indiana, have a similar option on a site in LaPorte County
that would require very little preparation for development.
I believe that the proposed project will have tremendous
direct and spin -off benefits for the City of South Bend. Not
only will there be an estimated 1,000 new jobs and a large in-
crease in the tax base, but the prospects for related industries
to locate in South Bend as a result of this facility are sub-
stantial. Therefore, I am requesting your favorable consideration
of the attached resolution.
