Chairperson Kirsits called the meeting of the Zoning and Annexation Committee to order at 4:25
p. m.

Agenda: Bill No. 09-59 -Special Exception -Taste of Mexico
Bil{ No. 09-47 -Special Exception - 616 N. St. Peter Street
Bill No. 09-67 -Area Plan Commission -Northeast Neighborhood Design
Guidelines
Bill No. 09-59 -Special Exception to allow off-street parking for Taste of Mexico at 2637 W.
Western Avenue
Michael Lipsky, Attorney for the petitioner, explained the nature of the requested exception
allowing that all requirements of the application were completed. Mark Lyons from the Building
Department reported that the Board of Zoning Appeals had held a hearing and sent the request to
Council with a favorable recommendation. After hearing support from Councilmember Henry
Davis, Jr., the committee voted to send to full Council favorably following motions to do so by
Councilmember Varner and Councilmember Oliver J. Davis.
Bill No. 09-60 -Special Exception 616 N. St. Peter
Chairperson Kirsits noted a request to continue the bill to November 9, 2009 had been received.
Councilmember Oliver J. Davis so moved. Councilmember Varner seconded. All complied.
Bill No. 09-67 -Area Plan Commission order of Northeast Neighborhood Design Guidelines.
Chairperson Kirsits asked that a substitute bill be accepted and be postponed until October 26,
2009. Councilmember Varner so motioned. Councilmember Oliver J. Davis followed. All
affirmed.
There being no further business to come before the Committee at this time, Chairperson Kirsits
adjourned the meeting at 4:34 p.m.
