REGULAR MEETING OCTOBER 14 2009
The Board of Public Safety met in the regular meeting at 9:18 a.m. on Wednesday, October 14,2009,
with President Juanita Dempsey and Board Members Patrick Cottrell, Bruce BonDurant, Laura
Vasquez, and Eddie Miller present. Also present were Police Chief Darryl Boykins, Fire Chief
Howard Buchanon and Board Attorney Thomas Bodnar.
The meeting was held in the Board of Public Works Meeting Room, 13`h Floor, County City
Building, South Bend, Indiana.
ACCEPT MINUTES OF PREVIOUS MEETINGS
President Dempsey advised that if there were no objections by members of the Board, the minutes of
the Public Agenda Session, Executive Session, and Regular Meetings of the Board held on
September 23, 2009 would be accepted as presented.
ADOPT RESOLUTION NO. 52-2009 — A RESOLUTION OF THE BOARD OF PUBLIC
SAFETY CONCERNING SUPERVISORS IN THE
FAMILY VIOLENCE UNIT
Upon a motion made by Mr. Cottrell, seconded by Mr. BonDurant and carried, the following
Resolution was adopted by the Board of Public Safety:
RESOLUTION NO. 52-2009
A RESOLUTION OF THE BOARD OF PUBLIC SAFETY OF THE CITY OF SOUTH BEND,
INDIANA CONCERNING SUPERVISORS IN THE FAMILY VIOLENCE UNIT
St. Joseph County Prosecutor's Office to help man that Office's Family Violence Unit to better deal
with domestic violence issues throughout St. Joseph County; and
WHEREAS, in the past South Bend officers assigned to Family Violence Unit never held a
rank higher than Sergeant; and
WHEREAS, the St. Joseph County Prosecutor is the recipient of monies under the "Stop
Violence Against Women Recovery Act Grant" and under the terms of that Grant monies will be
provided to pay for a South Bend Police Department officer to fill the higher rank of Lieutenant; and
WHEREAS, this position would be in addition to the Lieutenancies which currently exist in
the South Bend Police Department; and
WHEREAS, with the continued economic uncertainty ahead for all City departments, it is not
clear if the continued existence of a Lieutenant position in the Family Violence Unit beyond the
terms
• the Grant would be the best use • monies allocated to the South Bend Police Department.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF PUBLIC SAFETY OF
THE CITY OF SOUTH BEND, INDIANA that concerning the newly created Lieutenant position to
be assigned to the St. Joseph County Family Violence Unit:
I . The Chief of Police may assign, on a probationary basis, a Sergeant to the rank of
Lieutenant in the Family Violence Unit for a period of two (2) years from this date; and
2. The Chief of Police shall have the authority to remove the officer so assigned at any
time within the two (2) year period and to reassign him/her as a Sergeant or as a Lieutenant.
I In all other aspects and for all other positions Resolution 57 -2006 shall remain in full
force and effect,

F,PPROVE REQUEST FOR THE ADVERTISEMENT • THE 2010-2011 HIRING PROCESS
In a letter to the Board, Chief Buchanon requested the Board's approval for the Fire Department to
advertise for their 2010-2011 hiring process. Upon a motion by Mr. Miller, seconded by Ms.
Vasquez and carried, the request was approved,
FILING OF MONTHLY STATISTICAL ANALYSIS REPORT — SEPTEMBER 2009
Chief Howard Buchanon submitted to the Board the monthly report for the month of September
2009 compiled by the Prevention/Inspection Bureau of the Fire Department. The Board accepted
and filed the report as submitted.

Mr. Cottrell stated for the record, the Police Department is also in the hiring process,
