CITY OF SOUTH BEND ANNOUNCES NEW
2017 PARKING PROGRAM
As we enjoy the advent of downtown growth, the City Administration, the Office
of City Clerk and DTSB have collaborated to improve the City’s parking program in the
interest of promoting a thriving and hospitable downtown. Based on the findings and
proposals of the 2016 Parking Study conducted by Rich & Associates, Inc., the City of
South Bend’s Ordinance Violations Bureau (OVB) is ready to implement new parking
changes beginning January 1, 2017. These amendments are aimed at providing an
enjoyable downtown experience for all residents. As the number of downtown
residences and businesses continue to increase, it is imperative that the City manages a
fair and equitable parking program for all downtown users. The primary change being
implemented is an increase the overtime parking penalty to twenty dollars ($20.00)—the
late fee will remain ten dollars ($10.00). The hope is that this change will decrease the
number of overtime parking violations. There are several additional user-friendly changes
being implemented to improve downtown parking, including:
Conversion of all one (1)-hour parking spaces to two (2)-hour
Implementation of overtime parking grace periods
A one (1)-time warning ticket permitted for first-time violators per calendar year
Parking Amnesty Day exercised at the discretion of City Clerk Fowler
Revision of the parking garage payment structure to include the implementation
of new rates for part-time parkers and downtown residents (nights & weekends
remain free), and the ability to auto-pay for monthly parkers
