As Chairperson of the South Bend Common Council's Utilities Committee, I am pleased to file
the 2016 Annual Committee Report. Pursuant to Section § 2 -10(i) of the South Bend Municipal
Code, this report sets forth a summary of the key activities conducted by the Utilities Committee
throughout the year.
Duties: The Utilities Committee "oversees the various activities of all enterprise entities including,
but not limited to the Bureau of Waterworks, Bureau of Sewers and all related entities ", as
established formally by the South Bend Municipal Code.
Members: There were four (4) Council Members and one (1) citizen member this year serving on
the Utilities Committee:
Council Member Dr. David Varner, Chairperson
Council Member Oliver Davis, Vice - Chairperson
Council Member Randy Kelly, Member
Council Member Regina Williams- Preston, Member
Dr. Fred Ferlic, Citizen Member
Meetings: The Utilities Committee, as of the date of this Annual Report, has meet nine (9) times
this year.
Summary of 2016 Committee Topics
• Discussion on ordinance to add new rules and regulations for installation charges
• Presentation and overview of the Department of Public Works
• Update on Yard Waste Program from the Department of Public Works
• Discussion on resolution for support of a reasonable transition to clean energy
• Discussion on ordinance regarding compact fees and assessments
• Preliminary discussion on proposed new water rates
• Discussion on ordinance for development fees
• Update on long term control plan

The Utilities Committee is focused on the important aspects of the City's utility systems and the
effect on the quality of life of the residents of the City of South Bend.
