Broden, Public Works & Property Vacation Committee Chairperson Date: December 22, 2016 2016 Annual Report of the Public Works & Property Vacation Committee Dear Common Councilmembers: As Chairperson of the Public Works & Property Vacation Committee, I am filing this report pursuant to § 2 -10(i) of the South Bend Municipal Code. It highlights some of the Committee's activities involving zoning and special exception requests affecting the land use decisions in the City of South Bend. Duties: As noted in the South Bend Municipal Code, the Public Works & Property Vacation Committee is charge with the following duties: "Overseeing the various activities performed by the Building Department, the Department of Public Works and related public works and property vacation issues. Members: There were four (4) Council Members this year serving on the Committee, namely: 1. Councilmember Jo M. Broden, Chairperson 2. Councilmember John Voorde, Vice - Chairperson 3. Councilmember Gavin Ferlic, Member 4. Councilmember Randy Kelly, Member Meetings: As of the date of this Annual Report, the Public Works & Property Vacation met eleven (11) times this year. The majority of the Committee meetings focused on several requests for alley vacations and updates on various construction projects throughout the City. The following is a brief summary of some of the items referred to this Committee for an advisory review and recommendation: 1 227 W. Broden 4th District Council Member Public Works & Property Vacation, Chairperson • Smart Streets Briefing • Public Works Infrastructure Improvements Briefing • Tours of all Public Works Facility and Water Works facilities in light of requests for utility fee increases • Addressing Sidewalk Accessibility near Sidewalk Cafes • Sidewalk and street improvements throughout downtown Smart Streets, Safe Routes to School corridors (Perley, Edison, Harrison and others), and to Corby Blvd. • Service on MACOG Board, by PW & PV Chairperson Jo Broden, resulting in the approval of an Active Transportation Plan. • ADA compliance of ramps throughout Westside Main Streets improvements • TRANSPO Briefing • Board Chairperson participation in 2017 Teamster Labor Negotiations which resulted in the formulation of an agreement that received overwhelming support from the Teamsters, and was heralded as the most responsive and respectable negotiations since 1995 by Jim Szuc, Business Agent of the Teamsters Local 4364. For 2017, the Public Works & Property Vacation Committee intends to focus several priorities, including: Smart Street implementation, neighborhood sidewalks and curbs, and Public Works infrastructure upgrades. Throughout my first year on Council, it has been a pleasure to work with the all of the persons who work in the Department of Public Works, and in particular all of the individuals who provide the detailed information which is reviewed by the Council's Public Works & Property Committee.
