SOUTH BEND, IN The Office of the City Clerk From: Council Member Tim Scott, Information & Technology (IT) Committee Chairperson Date: December 27, 2016 2016 Annual Report of the Information & Technology Committee Pursuant to Section 2 -10 of the South Bend Municipal Code, the following annual Report to the Information and Technology Committee is filed which briefly highlights some of the activities and projects which took place this calendar year. Duties: The Informational and Technology Committee is charged with "overseeing the various activities of the City's information technologies so that all computer systems, websites, and related technologies are maintained and upgraded so as to remain competitive and up -to -date with currently industry standards" pursuant to Section 2 -10 of the South Bend Municipal Code. Committee Members: There were four (4) members on this Committee this year: Council President Tim Scott served as the Chair; Gavin Ferlic served as Vice - Chair; Dr. Dave Varner and Karen White served as members. We did not have any citizen members on this Committee, in 2016. Meetings and Activities: To date there have been three (3) committee meetings held. Some of the topics addressed included: The March 14th meeting was the Organizational meeting to discuss future plans of the IT committee; which included ideas for legal electronic signatures for council members; and legally filing of bills and resolutions. Also discussed was iPad training for all council members. The committee also discussed looking at other second class cities use of technology for better transparency. The April 11th IT committee meeting discussed the reasoning for repealing Bill No 18 -16 - Addressing Social Media and Networking Policy for Council Members. In light of council member changes, there did not seem to be a reason for the ordinance and also to avoid a continuing law suit. All agreed. The Committee sent the repeal to the full council favorably; there was no comment for or against. The repeal passed later that night at full Council. The April 15th IT Committee meeting was iPad training for council members Dr. Dave Varner and Jo Broden were in attendance. The items covered were: iPad basics, device updates, how to use iAnnotate App, iPad Mail; iPad Drop Box; Apple TV; Wireless Connections and all other questions. 227 W. The new budget gives better details to how and where the funding sources are as well as line -item details of what is expected per department of IT services. Also, my hope for 2017 is to have a bill for legal electronic filing of bills and resolutions. I also hope for more training with council members and more collaboration with City IT for better use of technology and availability of information to our citizens of South Bend. Per the City Budget hearings Council member Karen L. White and I discussed ways the city can use technology to better inform citizens of the City's budget or other information. I envision computers or kiosks at public spaces for citizens to tap into the information of the City. I hope in 2017 I will remain IT Chairman to see these ideas through. Thank you.
