Clerk of Common Council Approved and signed by me 1 01 20 i City Clerk / i$ UTHg& I 2 r recce r� R # SUBSTITUTE RESOLUTION NO. 4u 0 2--- 1 rl A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, REQUESTING PROGRESS REPORTS TO BE GIVEN ANNUALLY TO THE ZONING AND ANNEXATION COMMITTEE ON EACH NEIGHBORHOOD AND DEVELOPMENT PLANS Qo "* on November 13, 2006, the South Bend Common Council adopted Resolution No. 3657 -06 which approved a 20 Year Comprehensive City Plan for the City of South Bend pursuant to Indiana Code § 36 -7 -4 -502 which was then approved by the Area Plan Commission of St. Joseph County on November 27, 2006; and 6XCvew, South Bend's City Plan is a guide for "...decision- making on the city's growth and development for the next twenty years" which addresses visions, goals, objectives and policies. Each such plan also required Common Council Resolution action. It is recommended that the timing of such updates be incorporated into and in advance of the preparation and approval process of the annual City budget. As deemed appropriate, associated goals and objectives relative to these types of plans should be inclusive of performance measures whenever possible. The Common Council believes that sharing information on a regular basis that involves various types of plans for our neighborhoods would foster improved communication and collaboration. Section II. The Common Council's Community Investment Committee in conjunction with the Personnel and Finance Committee and /or the Residential Neighborhoods Committee is requested to coordinate and schedule joint meetings so that the City Administration and any related departments, may provide updates on all village /neighborhood plans, all master /revitalization plans and all development areas and plans beginning in 2017. Section III. The Common Council believes that annual updates by the Administration to the Common Council would provide an excellent mechanism for en ement, education, and planning, as well as be in the best interests of our City. We believe that an annual progress report from the City Administration on each of these plans would be a helpful. This method would provide opportunities for the public and the Council to receive valuable information on the status of such development and neighborhood plans throughout our city. The attached Resolution supports these concepts by: Raising awareness about the status of neighborhood plans and development plans by having information shared on a regular annual basis; and Providing notice to the City Administration that the Zoning and Annexation Committee would be scheduling time to hear updates on each neighborhood plan and development plan beginning in 2017. It is asked that this proposed resolution be referred to the Zoning and Annexation Committee for discussion, review, and recommendation at its November 281h meeting. Thank you.
