Analysis Summary
DATE: January 3, 2017
Purpose
During the two-way conversion of downtown South Bend, which included the conversion
of Lafayette Boulevard, a temporary all -way stop was placed at the intersection of
Lafayette Boulevard and Wayne Street to accommodate traffic volume displaced by
closures at Michigan and Main Streets and to address an increase in stop -correctable
collisions. The Engineering Division has received requests to make the all -way stop
permanent. This memo summarizes the warrant analysis conducted to assess the need
for a permanent all -way stop at this intersection and the proposed recommendation.
Location & Background
Lafayette Boulevard is a major collector that
extends from Riverside Drive south to Indiana
Avenue. At its intersection with Wayne Street it
has one travel lane per direction with a center
two way left turn lane. Wayne Street from Main
Street west to Chapin Street is a local road. At its
intersection with Lafayette Boulevard it is a three
lane road. Lafayette Boulevard and Wayne
Street both have sidewalks on each side of the
street and parking is allowed on both sides of
both streets.
Warrant Requirements
The Manual on Uniform Traffic Control Devices
sets forth the following requirements to warrant
the installation of multi -way stop control:

The following criteria should be considered in the engineering study for a multi -way STOP sign
installation:
A. Where traffic control signals are justified, the multi -way stop is an interim measure that can be
traffic control signal.
B. Five or more reported crashes in a 12-month period that are susceptible to correction by a multi -
way stop installation. Such crashes include right -turn and left -turn collisions as well as right-
angle collisions.

C. Minimum volumes:
1. The vehicular volume entering the intersection from the major street approaches (total of both
approaches) averages at least 300 vehicles per hour for any 8 hours of an average day; and
2. The combined vehicular, pedestrian, and bicycle volume entering the intersection from the
minor street approaches (total of both approaches) averages at least 200 units per hour for
the same 8 hours, with an average delay to minor -street vehicular traffic of at least 30 seconds
per vehicle during the highest hour; but
3. If the 8511percentile approach speed of the major -street traffic exceeds 40 mph, the minimum
vehicular volume warrants are 70 percent of the values provided in Items I and 2.
D. Where no single criterion is satisfed, but where Criteria B, C.1, and C.2 are all satisfied to 80
percent of the minimum values. Criterion C3 is excludedfrom this condition.
Existinq Traffic Controls
The signalization at this intersection was removed on November 18, 2014 as part of the
Smart Streets Initiative, which included the conversion of Lafayette Boulevard from a
one-way to two-way street. When the traffic signal was removed, Lafayette Boulevard
was designated as the through movement and Wayne Street was a stop condition. A
temporary all -way stop was installed at the intersection in summer 2016 at the direction
of the City Engineer to address increased traffic volumes and stop -correctable collisions
during subsequent phases of the Smart Streets initiative.
Traffic Data
Traffic Counts were taken on July 12, 2016 at each approach of this intersection and
are reported in Table 1. Because the MUTCD volume warrant specifies 8 hours of
traffic volume data, traffic counts from 2010 are included in Table 2 for reference.

Collision Data
Three years of collision records were accessed in the Aries portal (November 2013-
2016). Figure 2 illustrates this data categorized by the manner of collision, with the
types susceptible to correction by four-way stops shaded red. Of the eighteen incidents
reported, the eleven most recent collisions occurred over the span of a single year.

Recommendation
The eleven collisions recorded over the most recent year, nine of which were
susceptible to correction by a four-way stop, well exceed the five crash threshold set
forth in the IMUTCD 2011. The volumes observed over a five hour period also well
exceed the 300 and 200 vehicle per hour thresholds for the major and minor street
approaches respectively (Table 1). Though eight hours of recent data are not available,
traffic counts from February 2010 can be referenced to estimate the traffic volume on
off-peak hours. The three hours from 12:00 PM to 2:00 PM (highlighted in Table 2) also
meet the volume warrant. Though this data is not recent, it likely provides a
conservative estimate of the present volume. A comparison of the on -peak volume
recorded in 2010 and 2016 indicate traffic has increased by approximately 40% and
90% on the Wayne Street and Lafayette Boulevard approaches respectively. As a
result, it can be reasonably argued that the 8 hour volume warrant is likely met. The
observed traffic volume as well as the high rate of collision at this intersection indicate
that all -way stop control is warranted at this location. The proposed recommendation is
demonstrated in Figure 3.
