December 12th, 2016 and January 2nd 2017

ORGANIZATIONAL MEETING
JANUARY 2, 2017
Be it remembered that the Common Council of the City of South Bend, Indiana met in the
Council Chambers of the County -City Building on Monday January 2, 2017, at 5:00 p.m. The
meeting was called to order by City Clerk Kareemah Fowler and the Invocation was given by
Karen White and Pledge to the Flag was given.

ELECTION OF COUNCIL PRESIDENT FOR 2017
City Clerk Kareemah Fowler called for nominations for the election of President.
Councilmember Oliver Davis nominated Councilmember Tim Scott for the office of President.
Councilmember Gavin Ferlic seconded the motion. The motion carried by a roll call vote of
eight (8) ayes and one (1) nay (Councilmember Tim Scott).
Council President Tim Scott became Chair of the meeting.
ELECTION OF COUNCIL VICE - PRESIDENT FOR 2017
Council President Tim Scott called for nominations for the election of Vice - President.
Councilmember Regina Williams- Preston nominated Councilmember Oliver Davis for the office
of Vice - President. Councilmember Karen White seconded the motion. The motion carried by a
roll call vote of nine (9) ayes.
ELECTION OF CHAIRPERSON COMMITTEE OF THE WHOLE FOR 2017
Council President Tim Scott called for nominations for the election of the Chairperson,
Committee of the Whole.
Councilmember Oliver Davis nominated Councilmember Gavin Ferlic for the office of
Chairperson, Committee of the Whole. Councilmember Karen White seconded the motion. The
motion carried by a roll call vote of nine (9) ayes.
APPOINTMENT OF COUNCIL ATTORNEY FOR 2017 AND LEGISLATIVE RESEARCH
ASSISTANT FOR 2017
Councilmember Gavin Ferlic made a motion to retain Attorney Aladean DeRose as Interim
Council Attorney for 2017. Councilmember Karen White seconded the motion. The motion
carried by a voice vote of nine (9) ayes.
ORGANIZATIONAL MEETING
JANUARY 2, 2017
Councilmember Gavin Ferlic made a motion to retain Adriana Rodriguez as Legal Research
Assistant for the Council for 2017. Councilmember Karen White seconded the motion. The
motion carried by a voice vote of nine (9) ayes.
Councilmember Karen White asked the new leadership for a retreat for the Council to work on
expectations for the coming year and how the Council can work effectively. She stated she
would be willing to work with the leadership on these goals.
Councilmember Gavin Ferlic announced that the search for a new permanent Council Attorney is
ongoing. He asked that Councilmembers send their "scoring sheets" of the candidates to the City
Clerk's Office. It is a balancing act between adhering to open door laws and human resources
policies along with attorney- client privileges. We will make sure that everything we are doing is
as the law requires it and be as transparent as possible throughout the entire process.
ADJOURNMENT
There being no further business to come before the Council, Council President Tim Scott
adjourned the meeting at 5:15 p.m.
