Significant Industrial User - Permit No. 221701-88238
In accordance with all the terms of Chapter 17 of the City of South Bend's Municipal
Code, and with any applicable provisions of federal or state law and regulations, permission
is hereby granted to:
Royal Adhesives and Sealants
2001 West Washington Street
South Bend IN 46628
for the contribution of wastewater into the City of South Bend Publicly Owned Treatment
Works.
This permit is granted in accordance with the application filed on October 14, 2016.

6 _lanuary, 2017
5 _lanuary, 2022
Any violation of the terms and conditions of this permit shall be deemed a violation of the
City of South Bend Municipal Code and will subject the pernuttee to the sanctions set out
in section 17-11 through 17-13 of the Municipal Code.
The permittee shall file an application for a renewal permit, a minimum of 90 days prior to
the expiration date.

FYI ... Royal Adhesives and Sealants's permit includes the following:
1) Royal Adhesives and Sealants shall report flow monthly.
2) Royal Adhesives and Sealants's Authorized Representative shall sign all reports including
but not limited to Periodic Compliance Reports (PCR), Slug Control Plans, Flow
Measurement Plans, and corrective actions in response to permit violations.
3) Royal Adhesives and Sealants, LLC shall submit a "Flow Measurement Plan" within ninety (90)
days of the effective date of this permit, as described in Part III (1).
4) Royal Adhesives and Sealants, LLC shall notify the Pretreatment Group orally within twenty four
(24) hours of becoming aware of a permit violation, and must follow up in writing with details and
corrective action within five (5) days.
5) Royal Adhesives and Sealants, LLC shall submit a Slug Control Plan within ninety (90) days of
the effective date of this permit. This plan shall be resubmitted every even numbered year, 2016,
2018, 2020... Please see Part (III ) (F) for details.
6) Only the Authorized Representative shall be required to sign the certification statement
found in Part III (A) (3).
7) Section Part IV (B) (15) has been added in order to clarify the requirements concerning the
Authorized Representative.
8) For all after hour (after 4:30 PM) required oral notifications call: 574-277-8515 and dial

RE: Renewal Industrial Wastewater Discharge Permit
Dear Board Members:
The Division of Environmental Services recommends approving, at the December 27, 2016,
Meeting, the renewal Industrial Discharge Permit for Royal Adhesives and Sealants, LLC. Royal
Adhesives & Sealants, LLC manufactures adhesives and sealants. Raw materials are mechanically
mixed and packaged into cartridges, cans, pails, drums and totes. The final product is warehoused
on site until shipped to the customer.
Royal Adhesives and Sealants, LLC is a zero (0) industrial process wastewater discharger. They
are permitted due to the potential of an accidental spill that could enter the City of South Bend's
sewer system and cause problems at the Wastewater Treatment Plant facility.
