A regular meeting of the Board of Public Works and Safety met at 10:00 A.M. on
December 23, 1968, with Lloyd S. Taylor and James A. Bickel present.
OPEN BIDS FOR INSTALLATION OF TRAFFIC SIGNALS
This being the date set for receiving bids for the installation of traffic signals
at the following intersections:
1. Ireland and York
2. Ewing and Main
3. Ironwood and Pleasant
4. Olive and Washington
5. Portage, Angela and Diamond
Vhe Clerk tendered proofs of publication in the South Bend Tribune and the Tri-County
News on December 13 and December 20, 1968, which were read and found to be proper.
The bid of the Welsbach Corporation, 445 N. Holmes Avenue, Indianapolis, Indiana,
46222, being the only bid received, was opened. Non collusion affidavit was found
to be proper. Bid was accompanied by bid bond in the amount of 10% of the total
bid and together with bidder's financial statement, which were found to be sufficient.
Said bid being as follows:
1. Ireland and York ----------------- $10,472.40
2. Ewing and Main ------------------ 5 857.35
3. Ironwood and Pleasant ------------ 5,984.95
4. Olive and Washington ------------ 9,487.50
5. Portage, Angela and Diamond------- 9,213.75
a total of-------------------$41,015.95
Upon motion made, seconded and carried, the bid was taken under advisement with
contract to be awarded at a later date.
APPLICATIONS - FIRE DEPARTMENT
The applications of Johnny L. Barclay and
South Bend Fire Department were filed with
Department for further processing.
APPLICATIONS - POLICE DEPARTMENT
Ancil Roger Ridner for appointment to the
the Board and referred to the Personnel
The following applications for appointment to the South Bend Police Department were
received by the Board and referred to Personnel Department for further processing:
Joe E. Duke
Daniel Charles Dutrieux
Lorenzo Hill
David Lee Maurer
APPLICATIONS APPROVED - SPECIAL POLICE OFFICERS
Applications for appointment as special police officers were approved by the Board
and referred to the Police Department for further processing, as follows:
Employed by Bendix Corporation: William L. Barnhardt, Bill Shively, John
J. Walsh, Donald Leo Webb, Alex Williamson.
Employed by the South Bend Street Department: Marvin Oster.
REQUEST FOR TRANSFER OF FUNDS - POLICE DEPARTMENT
Upon motion made, seconded and unanimously carried, the Board approved the request
of Chief of Police Thomas McNaughton for the transfer of funds in the amount of
$7,249.00 from Account P-727 (radio•.equipment) to Account P-722 (motor Equipment).
And the matter is referred to the City Attorney for the preparation of a resolution
for theconsideration of the Common Council. Said request being made for the reason
that bids on 48 police cars amounted to $40,249.00 while only $33,000.00 was
budgeted.

REQUEST TO DRIVE MECHANICAL #33 to Louisville, Ky.
Upon motion made, seconded and unanimously carried, the Board approved the re-
quest of Chief of Police Thomas McNaughton for Sergeants Gerschoffer,
Poolvoorde, Behnett and Mahank to drive Mechanical Vehicle #33 to Louisville,
Kentucky to attend a course on the scientific investigation of crime at -the
Southern Institute in session January 6 to 17, 1969.
REQUEST TO ADVERTISE FOR TWO-WAY';RADIOS FOR POLICE DEPARTMENT
The request of Lloyd S. Taylor, City Engineer, to advertise for:
seven new two-way three frequency transmit,
two frequency receive mobile radios complete,
to operate on 12 volts,
for the Police Department, upon motion made, seconded and unanimously carried
was approved by the Board. And the Clerk is directed to advertise in the South
Bend Tribune and in the Tri-County News on January 3, and January 10, 1969, for bids
to be received on January 20, 1969.
RESOLUTION ADOPTED FOR SALE OF FIRE DEPARTMENT PUMPER TRUCK
Upon motion made, seconded and unanimously carried, the following Resolution
No. 12/23/68 was adopted by the Board:
"RESOLUTION NO. 12-23-68
RESOLUTION AND EXECUTIVE AUTHORIZATION TO SELL PERSONAL
PROPERTY OF THE CITY OF SOUTH BEND WHICH IS NO LONGER
NEEDED OR IS UNFIT FOR ITS INTENDED PURPOSES.
WHEREAS, it has been determined by the Board of Public Works
and Safety and the Fire Chief of the City of South Bend, Indiana, that
a certain fire fighting vehicle unit is no longer needed and is unfit
for the purpose for which it was intended, and
WHEREAS, Chapter 186, Acts of 1967, of the Indiana General Assembly
permits the sale of personal property no longer needed or obsolete,
and
WHEREAS, Chapter 173, Acts of 1961, as amended, grants authority
to the various departments and agehcies-,of municipal government to
contract for the purchase and/or sale of equipment, and
WHEREAS, Portage Township, St. Joseph County, Indiana, has
indicated a need of such vehicle unit and has indicated a desire
to purchase said unit,
NOW, THEREFORE, BE IT RESOLVED by the Board of Public Works and Safety
of the City of South Bend, that the following described fire fighting
vehicle unit is no longer needed and is unfit for the purposes for
which it was intended:
1 - 1946 Seagrave 1,000 GPM pumper truck Model 66E6,
S6rial No. C-6300, Engine No. 708439
and is recommended to the Mayor of the City of South Bend that said
vehicle should be appraised by a qualified appraiser and sold to the Portage "s .1'.
Township, St. Joseph County, Indiana, for said appraised value.

STREET LIGHT OUTAGE REPORTS
Street light outage reports for the period 12/12/68 to 12/20/68 were ordered filed.
There being no further business to come before the Board, the meeting adjourned at
11:05 A.M.
