November 18, 1968
A regular meeting of the Board of Public Works and Safety convened at 10:00 A.M.,
on November 18, 1968,.with all members present. The minutes of the previous
meeting were reviewed and approved.
AWARD OF CONTRACT - RADIO SPEECH SCRAMBLERS FOR POLICE DEPARTMENT
Upon motion made, seconded and unanimously carried, the Board approved the recommenda-
tion of Division Chief Loren M. Bussert.and Radio Communications Supervisor John V.
Hunt for award of contract for two-way radio speech scramblers, on which bids were
received November 12, 1968 (Board of Public Works minutes), to Meade Electric
Company, 2317 Loncolnway West, South Bend, Indiana. Contract to be awarded at a
later date after clarification of details and availability of funds.
APPLICATIONS - POLICE DEPARTMENT
The following applications for appointment to the Police Department were filed
with the Board and referred to the Personnel Director for further processing
Terry Paul Allen
Ronnie Howard Plonski
Earl Thomas Wisniewski
APPLICATION - FIRE DEPARTMENT
The application for appointment to the Fire Department of Preston Arnold Johnson
was filed with the Board and referred to the Personnel Director for further
processing.
REQUEST TO ATTEND OMNIBUS CRIME CONTROL CONFERENCE, DALLAS, TEXAS
The Board confirmed and ratified its action on November 14, 1968, in approving the
request of Chief of Police McNaughton for Division Chief Loren Bussert to attend a
conference on the Omnibus Crime Control Bill, in Dallas, Texas, November 18 and 19,
1968, and to drive Mechanical #31, leaving South Bend November 15 and returning
November 21.
APPLICATION FOR APPOINTMENT AS SPECIAL POLICE OFFICER
The appointment of Joseph Lee Schubert as a ppecial police officer, upon the
recommendation of Chief of Police Thomas McNaughton, was approved.
FIRE DEPARTMENT VACANCIES FILLED - FIRE DEPARTMENT
Upon motifon.made, seconded and unanimously carried, the Board approved the
recommendation of Fire Chief Joseph L. Zurat as follows:
Promotion of Battalion Chief William Diedrich to Assistant Chief;
Promotion of Captain Eugene Fujawa, to Battalion Chief;
Promotion of Captain Alex Nagy to Battalion Chief;
Demotion of Assistant Chief Andrew Vargyas to the rank of Captain;
Promotion of Battalion Chief Dale Fortin to Assistant Chief.
MONTMLY TRAFFIC REPORT FOR OCTOBER, 1968 - POLICE DEPARTMENT
Police Traffic Report for October, 1968, was reviewed and ordered filed.
STREET LIGHTS APPROVED
Upon motion made, seconded and unanimously carried, the Board approved the
recommendations of the Traffic Engineering Department as follows:
Installation of five 7000 LMV and DC street light fixtures for Ridgedale
South Addition.
Installation of 21,000 LMV street light on existing pole on the east side
of Twyckenham at Longfellow.
Removal of two Boulevard lights at Twyckenham and Longfellow.

STREET LIGHT OUTAGE REPORTS
Street light outage reports for the period November 6, 1968 to November 13,
1968, were filed.
There being no further business to come before the Board, the meeting adjourned
at 10:45 A.M.
