A regular meeting of the Board of Safety was.held at 10:00 A.M. on October 7,
1968, with all members present. The minutes of the previous meeting were
reviewed and approved.
APPLICATION - POLICE DEPARTMENT
The application for appointment to the Police Department of Melton Troy
Sanders was filed and referred to the Personnel Director for further processing.
REQUEST FOR DIV'FSION CHIEF GLENN TERRY TO ATTEND CONFERENCE IN SAN DIMAS CAL.
Upon the recommendation of Chief of Police Thomas McNaughton and due con-
sideration, the Board, upon motion made, seconded and unanimously carried,
approved the request for Division Chief Glenn Terry to attend the conference
on the prevention and -control of civil disorders, in San Dimas, California
October 12 to October 18, 1968, All expenses to be paid by the Department
of Justice.
NEW ORGANIZATIONAL STRUCTURE - POLICE DEPARTMENT
Upon motion duly made, seconded and unanimously carried, the Board hereby
confirms its action on October 1, 1968, in approving a new organizational
structure within the Police Department as recommended by Chief of Police

Thomas McNaughton, as follows:

Services Division - Loren M. Bussert - Division Chief
Uniform Division - Glenn L. Terry - Division Chief
REQUEST TO TRANSFER FUNDS - FIRE DEPARTMENT - $3000.00
Upon motion made, seconded and unanimously carried, the Board approved the
request for transfer of funds by Acting Fire Chief Joseph Zurat in the amount
of $3000.00 from Acdount Q-11 (personnel) to Q-262 (medical), and request is
referred to the Legal Department.for the preparation of ordinance for the
consideration of the Common Council.
REQUEST TO ATTEND AFL-CIO CONVENTION - FIRE DEPARTMENT
Upon motion made, seconded and carried, the Board approved the request of
Acting Fire Chief Zurat for Captain William T':.Schmcdt, Lieutenant Carl J.
Swierzynski and Lieutenant Virgil Martz to attend the AFL-CIO convention
in Indianapolis, Indiana on October 16 to 18, 1968. Said attendance to be
at no cost to the City.
REROUTING TRUCK TRAFFIC
The following resolution rerouting truck traffic, upon motion made, seconded
and unanimously carried, was adopted:
"RESOLUTION OF THE BOARD OF WORKS & SAFETY OF
THE CITY OF SOUTH BEND, I ND IANA
WHEREAS, a need had arisen to provide increased
capacity and reduce certain conflicts in traffic by
installation of a one-way traffic system eastbound in the
100 block W. Madison St.; and
WHEREAS, the U. S. #31 and U.S. #33 truck route can
no longer be routed westward on the 100 block W. Madison
Street since it is one way east; and
WHEREAS, routing of truck traffic from Michigan
Street (U.S. #31 and U.S. #33) to any intersecting street
south of Madison Street would create unnecessary con-
gestion and conflicts,
NOW, THEREFORE, BE IT RESOLVED by the Board of
Works and Safety of the city of South Bend, Indiana that
all U.S. #31 and U.S. #33 truck traffic southbound on
Michigan Street (U.S. #31 and U.S. #33) in South Bend be
routed west in the 100 block W. Marion Street to the inter-
section of the 400 block N. Main Street and thence south
on Main Street to the presently authorized U.S.#31 and U.S.
#33 truck route.
BE IT FURTHER RESOLVED that this additional two
blocks of truck route be maintained by the City of South
Bend.

And the Clerk is directed to send a copy of said Resolution to the
Police Department and to the Traffic Engineer.
PETITION FOR STREET SIGNS APPROVED - 'MAD I SON-tAAR I ON AREA
Upon motion made, seconded and carried, the Board approved the recommendation
of the Traffic Engineering Department for the installation of the following
street signs:
Prohibiting trucks at: Lincolnway West and Leland
Madison and William
Madison and Lafayette
Marion and Main
Marion and William
Street narrow sign at: Leland at the approach to Madison.
STREET LIGHT PETITION FILED - BETWEEN ELWOOD AND BULLA
Petition for street light between Elwood and Bulla by E. H. Hogue, 1514 Wilber
Street, South Bend, and 18 others is filed with the Board and referred to the
Traffic Engineer for investigation and recommendation.
REQUEST FOR STREET LIGHT - TWYCKENHAM LONGELLLOW AND SOUTH STREETS
A request for street light at the intersection of Twyckenham, Longf6jjow,`i
and South Streets is filed with the Board, and, upon the recommendation of
the.Traffic Engineering Department, upon motion made, seconded and
unanimously carried, is denied.
STREET SIGNS APPROVED
Upon the recommendation of the Traffic Engineering Department, upon motion
made, seconded and carried, installation of the following street signs was
approved:
Four NO PARKING - PASSENGER LOADINS ZONE signs, with time limits 7-9 and
2-3, in front of 2421-2425 S. Michigan Street.
30 MILE SPEED LIMIT signs on E. Donmoyer, one on the south side of
Donmoyer, in front of the Church of Christ, 700 block; the second on
the northeast corner of Donmoyer and High Street.
1 HOUR TIME LIMIT in front of 1206 Mishawaka Avenue.
STREET LIGHT OUTAGE REPORTS for the period 9/26/68 to 10/4/68 received and filed.
