HomeMy WebLinkAbout05/29/67 Board of Public Works Minutes5 May 29, 1967 The regular meeting of the Boaad of Public Works and Safety was called to order at 10:00 A. M. with all members present. The minutes of the previous meeting were read and approved. POLICE DEPARTMENT - REQUEST FOR RETIREMENT - OFFICER PODELL Chief McNaughton appeared before the Board and vubmitted the retirement request of Officer Richard J. Podell. The Board took the following action: Police Officer Podell having this date presented to the Board of Public Works and Safety his request for retirement for the South Bend Police Department for the reason he will have completed active service on June 2, 1967 and the Chief of Police, Tom McNaughton approved said retirement, same is unanimously approved by the Board of Public Works and Safety and it is ordered that Officer Podell of the South Bend Police Department is retired effective June 3, 1967. POLICE DEPARTMENT - RECOIuIlAENDATION FOR EXTENSION OF SICK LEAVE Chief McNaughton appeared before the Board and submitted a request for an extension of sick leave for William Adelsperger and Robert Werntz for a period QO of three weeks. The request was granted. COMMUNICATION FRCU DONALD E. MYERS - PRIVATE AMBULANCE SERVICE A communication was received from Donald E. Myers regarding a Private Ambulance Service add their desire to connect with the Fire Department radio department. A copy of this letter was given to the Fire Chief for his study and recommendation regarding this service. PETITION FOR STREET LIGHT - 800 BLOCK S0, KENTUCKY STREET A petition was submitted by several residents for a street light to be installed in the 800 Block of South Kentucky Street. The petition was referred to the Engineer's office. NEW SIGNS ON 100 BLOCK SOUTH LAFA YETTE STREET Mr. Clem Hazinski, Traffic Engineer, has requested that the following be added to the record: NO PARKING, NO STOPPING 6AM to 9 AM, and 3 PM to 6 PM Monday thru Friday signs at 100 Block South Lafayette St. STREET LIGHT AT CLERMONT AND DORWOOD AHPROVED Mr. Clem Hazinski, Director of Traffic Engineering, gave the following report on a street light at Clermont and Dorwood. Investigation was made and night time observatii indicates a need for such installation. The two adjoining intersections of Dorwood and Rosemary and also Dorwood and Ironwood are illuminated. Installation of a 4000 lumen O.H. street light at the northeast corner of Dorwood and Clermond is recommended. The cost to the city would be $3.15 per month. The Board approved. STREET LIGHT AT CARROLL AND ELDER STREETS Mr. Clem Hazinski, Director of Traffic Engineering, gave the following report on a street light at Carroll and Elder and it was approved by the Board. Investigation was made and it was found that each intersecting street in this vicinity is illuminated, and because of the offset intersections these lights are 150 feet apart. The intereection of Carroll and Elder is not illuminated and as a consequence there is 300 feet between street lights which is ordinarily adequate. however, because of the dense foliage and type of neighborhood, it is recommended that a 4000 lumen O.H. light be installed, thus coppleting the pattern of a street light at each "t" intersection. Cost to the City would be $3.15 per month. 6 STREET LIGHT IN VICINITY OF 736 CALIFORNIA AVE APPROVED Mr. Clem Hazinski also reported on a street light in thevicinity of 736 California Avenue and recommended same and it was also approved by the Board of Works. Although adequate lighting is provided along Portage Avenue there is a dark pocket created on the corner of California and DeMaude because of the high bakery buildings. . It is recommended that a 4000 lumen O.H. California Avenue on an existing pole. month. light be installed in front of 737 The cost to the city will be $3.15 per STREET LIGHTING AT NORTHWEST PLAZA NORTHEAST PLAZA AND PARK PLAZA The plans for street lighting at the Northwest Plaza, Northeast Plaza and Park Plaza as suggested and recommended by Clem Hazinski, Traffic Director, was approved by the Board as follows: No. L --- A 4,000 lumen O.H. street light installed on the existing pole at the southwest corner of Marquette and Fremont. This will complete the illumination of the Northwest Plaza. No. 2 -- A 4,000 lumen 0. H. street light be installed between 1267 and 1269 South Bend Avenue in the Northeast Plaza. No. Illumination exists there at present. No. 3 -- Two 4,000 lumen O.H. street lights be installed in Park Plaza where no illumination exists at present -- one between 1053 and 1057 Laurel Court and one between 1028 and 1034 Laurel Court attached to present pole. Annual cost to the City for these installations would be $75.60 each. STREET LIGHTING ON MICHIGAN STREET AND ON MAIN AND LAFAYETTE Mr. Lloyd Taylor, City Engineer, Presented the plan of the following proposals for street lighting on Michigan Street and on Main and Lafayette: Proposal No. 1 - street lighting on Michigan Street from Broadway to Ireland Road Proposal No. 2 - street lighting south of Chippewa on Main and Lafayette, Ireland Road east and west from Michigan Street and Walter Street. In above Proposal No. 1, 42 - 6,000 lumen and 1 - 2,500 lumen street lights will be removed. In place of these, an installation of 67 - 2,000 lumen overhead mercury vapor units. The cost will be as follows: Install 67 - 20,000 lumen M.V. Luminaires @ $5.35 355.45 Mo. 4,301.40 Yr. Remove 42 - 6,000 lumen Incandescent @ $3.20 136.40 Mo. 1,636.80.Yr. This would make the net increase.::per month $222.05 and for the year $2,664.60. In proposal No. 2, we will install 27, 7,000 lumen Mercury Vapor overhead units. The cost per month will be $101.25 or $1,215,00 per year. Cost of each $3.75. The preceding plans were approved by the Board. Copy of same in on file in the vault. POLICE APPLICATION - JERALD ANTHONY WEGER, A police application was accepted for Jerald Anthony Weger and filed by the Board of Public Works and Safety. POLICE DEPARTMENT - DATE OF CHIEF HAMPTON's RETIREMENT The exact date of Police Chief Hampton's retirement is June 2, 1967. STREET LIGHT_OUTAGE.REPORTS The street light outage reports were approved and ordered filed by the Board. M STREET LIGHTING FOR TOPSFIELD ROAD Mr. Taylor presented a copy of a letter sent to Clem Hazinski regarding the street lighting for Topsfield Road submitted by Mr. Wayne Frost of Indiana and Michigan Electric Company. The report reads that*the Indiana & Michigan Electric Company has started to install the underground electrical distribution for this area and at the same time are installing "Town and Country Luminaires". Since the developer, will be paying the cost difference between underground and over- head service, the City of South Bend will be billed for six 7,000 lumen units at $3.75.per month.
