The regular meeting of the Board of Public Works and Safety was called to order
at 10:00 A. M. with all members present. The minutes of the previous meeting
were read and approved.
SPECIAL POLICE OFFICER— STANLEY H. MITCHELL
Mr. Stanley H. Mitchell of Mishawaka, Indiana was approved as a special Police Officer
for the.South Bend Tribune and a bond was filed in his behalf..
NEW POLICE OFFICERS
Police Chief Irving Hampton having this date presented to the Board of Public Works
and Safety the names of the following men:
"Mr. Terry Lee Hough 1336 Brummi.t Lane
Mr. Thomas Lee Ladd 1?25 Pyle Avenue
Mr. David John HAtala 4013 Sunset Place
Mr. Jack Hanna 409 W. Marion Street
Mr. Harold L. Grounds 720 So. Grant Street
Mr. Edward DeCraene 2115 Vine Street
and recommends their appointment to the South Bend Police Department and such
appointments having been considered by the Board of Public Works and Safetyand
there being several vacancies existing on the Police Department, the Board now
recommends that the men be appointed to^the South Bend Police Department
subject to all probationary requirements effective this date, October 17, 1966.
DEMOTION OF JOHN FILCHAK LT FIRE DEPARTMENT
Fire Chief McHenry has submitted a letter from Lieutenant John Filchak, asking that
he be demoted to a Private as of October 15, 1966 for personal reasons. The Board
approved the demotion.
SPECIAL POLICE BONDS
Bonds for special police officers Robert Gammage and Paul C..Truitt were approved
by the Board.
PETITION FOR STREET LIGHT
A petition for a street light in the 500 block.of Shamberlain Drive was ordered
filed by the Board and sent to the engineer's office for recommendation and study.
STREET LIGHT DENIED 504 EUCLID AVENUE
Ralph J. Wadzinski, Asst. Traffic Director, has recommended that a atreet light
requested by Walter Szymkowiak representing Mrs. Louise Lumpkin of 504 Euclid
Avenue for a street light to be placed in the alley at the rear of that address be
denied. The city has adopted a policy of not placing street lights in alleys.
It is recommended that the residents concerned investigate the possibility of a
"Nite Guard" light from the Indiana and Michigan Electric Company.
The Secretary was instructed to notify both Mr. Szymkowiak and Mrs. Louise
Lumbkin of the Board decision.
REVISION OF STREET LIGHTING SYSTEM ON WESTERN AVENUE
It has been recommended by Mr. Ralph J. Wadzinski, Assistant Traffic Director,
that the street lighting system on Western Avenue between Gladstone and Olive be
revised. Presently there is a 39 - 6,000 lumen street light in the area at a
tariff of $142.35.
Ideally the location calls for 70 to 80 - 20,000 lumen mercury vapor lites,
however with somewhat closer spacing, the area can be covered by 49 - 20,000
mercury vapor lites at $256.80 a month. This plan minimizes the "dark spots"
giving fairly equal light, and leaves space on the opposite side of the street
for future alternate side lighting. The Board approved the recommendation.
STREET LIGHTING AT CALVARY TEMPLE DENIED
Mr. Ralph J. Wadzinski , Assistant Traffic.Director has recommended that.a
request from Rev. Roy Wead"to have more street lights put in at the new
Calaary Temp at Michigan and Chippewa be denied as it is partially out of
order.
Rev. Wead wanted to provide more light for his property, building, and parking
lot. It is not the responsibility of the city t6 provide more light for private
propery, but to light streets and aiddwalks. It has been suggested that Rev.
Wead contact some commercial lighting concern to provide adequate lighting for
the parking lot and buildings at the church.
The Secretary was instructed to write Rev. Wead and inform him of the Boards
decision.
The streets in the area are aproperly lighted with one exception, the midblock
of Main between Chippewa and Sherwood and the department does recommend its
installation and same was approved by the Board.
�.. WESTERN AVENUE STREET LIGHTING �- RENOVATION
Mr. Ralph J. Wadzinski, assistant Traffic Director submitted his opinion and
recommendation to the Board that the street light proposal submitted to his
C-) office and Mr. Lloyd Taylor by Mr. Wayne A. Frost of the Indiana and Michigan,E
Electric company for the renovation of the Western Avenue Street Light system
between Michigan and Olive to 99 - 20,000 lumen mercury vapor street lights
be approved.
The additional monthly operating cost to the city will be $65.00 or $780.00
a year. This additi6nalcost buys the city an indrease of 883,000 lumens over
the present system of 1,097,000 lumens to 1,980,000 lumens for the total
system.
The Board approved the recommendation of Mr. Wadzinski.
STREET LIGHT OUTAGE REPORTS
The street light outage reports for the week were approved and ordered filed
by -the Board.
There being no further business, the meeting was adjourned.
