The regular meeting of the Board of Public Works and Safety was called to order at 10:00
A. M. with all members present. The minutes of the previous meeting were read and
approved.
BIDS: POLICE DEPARTMENT: WALKIE TALKIE RADIOS
Sealed bids were accepted for 6 Portable Handie Talkie Radios for the South Bend Police
Department. Prodf of publication were read from the South Bend Tribune, with affidavit
signed by Robert DeL6ng and from the Tri-County News with affidavit signed by
Alfred Snyder II, and these having been found sufficient, the following bid was read:
Motorola Communications and Electronics Inc 501 W. Augusta A1vd Chicago 111.
6 Model H2, DEN-1114/W, 2 Watt, "Hardie -Talkie", equipped for 2T-1R frequency
and remote microphone operation.
8 Nicad batteries
6 Coil cord microphones
6 Earphones
6 Collapsible antennas
6 Carrying cases with cover and strap
1 12-unit, multiple battery charger
The total price of this proposal, delivered is $ 4,401.00
Non -collusion affidavit properly signed by Frank B. McCormick
Bid bond of $525.00 signed by William J. Weisz, Vice President.
The preceding bid, being the only bid received was checked with specifications by
the police chief and the same was accepted and signed by the Board this date,
August 8, 1966.
POLICE DEPARTMENT: RESIGNATION OF HOFF
The resignation of Ervin J. Hoff, Jr. from the Police Department having been sub-
mitted by him and signed by Chief Hampton, was accepted by the Board effective
August 5, 1966. Mr. Hoff has been with the department since October 16, 1963
and has found other employment.
STREET LIGHT - PETITION
A petition from several residents in the vicinity to have a light installed in the
alley bztmw=xF running parrallel with Fairview and Irvington between High and
Erskine.
A petition from several residents on Parkwood Lane for a street light, as there are
two blocks and it is very dark and there are a large number of children in the
vicinity.
Mr. Szymkowiak, District Councilman, also submitted a petition signed by several
residents to install a street light in an alley at 504 Euclid Avenue and Cleveland
Avenue.
The preceding petitions were filed by the Board and referred to Eugene Radecki for
study and recommendation.
FIRE DEPARTMENT - RENE BAETSLE RETIREMENT
Fire Chief Cecil McHenry and the South Bend Fire man's Pension Board having this
date informed the Beard per written communication that Rene E miel Baetsle, a South
Bend Fireman having been found unable to perform said duties of a fireman and is
retiring on a disability pension upon the Pecommendation of the Board and Dr.
R. W. Spenner.
Same is hereby approved, the retirement effective date being August 16, 1966.
FIRE DEPARTMENT - RETIREMENT OF K[AUNECZ HEGGE AND ANDERT
Fire Chief McHenry having this date appeared before the Board and in written form
given a statement that the South Bend Firemen's Pension Board has granted retirement
pension to the following three fireman: Michael.Kumiecz, Stephen J. Hegge and John
H
ij*.r Andert, and it.being that they have served the Fire Department for more than
-twenty five years such retirement and said pension is hereby approved by the
Board. In the case of Michael Kumineca, effective date August 8, in the case
of Stephen Hegge, August 25, 1966, and in the case of John H. Andert, the effective
date shall be Septeniber 11.
SPECIAL POLICE OFFICERS
Harold KIIAgerman and George Krovitch, Jr. were approved as Special Police
officers. They are members of the fire department.
SPECIAL POLICE OFFICER BOND
Bonds for special police officers Paul C. Truitt and Albert Jackson Dunkel
of1the South Bend Tribune were approved by the Board.
TRAFFIC` CONTROL BIRDSELL STREET
Investigation was made by the Traffic: Director, Clem Hazinski, on the petition
for addition traffic control on Birdsell Street and the following report was
made and approved by the Board:
Investigation was made by this department and the following action was
taken: stop signs were installed on Liston, Colfax and Orange where
they intersect with Birdsell; also, 30 mile per hour speed limit signs were
installed, one at Birdsell and Washington and the other at Birdsell and
Linden.
TRAFFIC CONTROL - 100 BLOCK EAST AND WEST WAYNE STREET
Th& following recommendation was given by Clem Hazinski, Traffic Director
and approved by the Board:
In order to expedite traffic movement and eliminate congestion in the
100 blocks of East and West Wayne Street, it is recommended that channel-
ization be installed by painting left turn lanes and right turn lanes
at the approaches to Michigan Street and also Main Street.
In order to accomplish this and create a "right" or "thru" lane in the
100 block of West Wayne Street, parking would have to be removed in the
lst half block of West Wayne Street on the south side of the street.
Therefore, it is recommended that the five parking meters presently
located there be removed and parking be prohibited.
The Secretary was instructed to notify the parking meter department.
PROPOSED STREET LIGHTING PORTAGE AVE. FROM NAVARRE TO ANGELA AVE
Mr. Eugene Radecki, Electrical Department, gave the following report on the
proposed street lighting on Portage Avenue from Navarre to Angela Ave. and it
was approved by the Board:

The Electrical Department recommends that the new 7000L Mercury Vapor street
light at $3.75 per month would be the proper light for the improvement of
Portage Avenue. This type of light and -the location of the lights would re@4
move the existing dark areas that now exist.
The Indiana & M chigan Electric Co. Would also trim trees at no cost to the
city, to assure good lighting.
STREET LIGHT OUTAGE REPORTS
The Street light outage reports were approved and ordered filed by the Board.
