February 7, 1966
A regular meeting of the Board of Public Safety was held on Monday,
February 7, 1966 at 10:00 A.M. Messrs. James A. Bickel and Lloyd
S. Taylor were present. Minutes of the last regular meeting were read
and approved. Vouchers were approved and ordered paid to the various
suppliers.

After examination of the bids by the Board, the Engineering Department
and the Fire Chief, it was the decision to award the bid as follows:

TRAFFIC DIRECTOR REPORT: PROHIBITION OF PARKING —.S. RZw &_U-S 23. 31.

Clem Hazinski, Traffic Director, submitted a report with reference to
parking on Eddy Street, (S.R. 23), Michigan Street, (U.S. 31) Western
Avenue (S.R. 2) and Lincoln Way West (U.S. 20).
Following a study of these routes, it was his recommendation that parking
be prohibited at certain locations on these roads in order to reduce
certain types of accidents and congestion. -
It was his recommendation that upon approval of the Board that a
Resolution be executed and forwarded to the Indiana State Highway
Commission for approval.
Following this recommendation.the-Board approved the following Resolution:
RESOLUTION OF BOARD OF PUBLIC WORKS & SAFETY
CITY OF SOUTH BEND INDIANA
WHEREAS: Average daily traffic volume has increased and will continue
to increase on S.R. 23, U.S. 20, S.R. 2 and U.S. 31 in the.
City of South Bend, Indiana, and
WHEREAS: Proposed construction of medians and turn lanes will require
additional roadway, and
WHEREAS: Certain types of accidents as well as congestion will result
unless capacity is increased,
NOW, THEREFORE, Be It Resolved by the Board of Public Works & Safety of
the City of South Bend that parking be prohibited at the
following locations:

1. Eddy Street (S.R. Q):
West side of Eddy Street (S.R. 23) from the first alley
north of Jefferson Boulevard to Madison. Street.
East side of Eddy Street (S.R. 23) from Jefferson Boulevard
to a point 50 feet north..of Madison Street.
West side of 200 block South Eddy Street (S.R. 23) to
a point 280 feet south of Jefferson Boulevard.
2. Michi-aan Street (U.S. 31-),,:
Both sides of Michigan Street (U.S. 31) from a point
175 feet south of Park Lane to North Shore Drive.
3. Western Avenue (S.R 2)•
North side of Western Avenue (S.R. 2) from Taylor Street
to Laurel Street.
South side of Western Avenue (S.R. 2) from a point 286
00 feet west of present west curb line of Laurel Street
C..)to Scott Street.
4. Lincoln Way -West (U.S 20)•
Both sides of Lincoln West West (U.S. 20) from the west
curb line of Olive Street to the east curb line of
Bendix Drive.

The Board approved the following installations of traffic signs:
1. $100 Fine For Throwing Trash on Highway signs on Lathrop
(Douglas Road)
a. Across from 2520 Lathrop
b. North side of Lathrop - west of Bendix
c. South side of Lathrop - east of Butternut Road
2. $100 Fine for Throwing Trash on Highway signs on Bendix
Drive and Maple Road.
a. Across from 1901 N. Bendix
b. West side of Bendix south of Lathrop
c. West side of Bendix at intersection of Colfax Road.
PETITIONS: STREET LIGHTS ( APPROVED )
Numerous Street Light requests approved by Eugene Radecki, Electrical
Department Superintendent and Lloyd S. Taylor, City Engineer, were
tabled for further study by the Board.
BUILDING DEPARTMENT - SUB -STANDARD DIVISION ( HEARINGS )
Mr. Richard Liszewski, Director of the Sub -Standard Division, appeared
before the Board with reference to property located at 2602 S. Main
Street, owned by Murray McClough, and requested a 30 day extension to
bring property up to standard, in response to a request from the owner.
Permission granted for such extension.
With reference to property located at 516 E. Wenger, owned by George
Carr, Mr. Liszewski informed the Board that this dwelling is vacant
and sub -standard and requested permission to post premises.
Permission granted.
Mr. Liszewski requested permissi-on--to grant a 60 day extension for
this property, in accordance with a request by the owner, Arthur Galloway.
The property is located at 616 Wenger Street.

Permission granted for such extension.
APPLICATIONS: POLICE DEPARTMENT
The followipg.applications for the Police Department were accepted and
ordered placed on file: William Ernest Floring, Benton H.. Nichols,.
and Ralph Davis.
BUILDING DEPARTMENT: MONTHLY REPORT
A Report for the month of January, 1966 from the Building Department
was accepted and ordered placed on file.
STREET LIM OUTAGE REPORTS
Street Light Outage Reports were accepted and ordered placed on file.
There being no further business to come before the Board, the meeting
was adjourned at 11:00 A.M.
