A fegular meeting of the Board of Public Safety was held on Monday,
November 1, 1965 at 10:00 A.M. All members were present. Minutes
of the last regular meeting were read and approved. Vouchers were
approved and ordered paid to the various suppliers.
BUILDING DEPARTMENT: SUB -STANDARD DIVISION, ( HEARINGS )
Comes now Richard Liszewski, Director of Sub -Standard Division of the
Building Department, and requests permission to advertise -a four'apartment
dwelling at 125-127 N. Hill Street for demolition.
Mr. George Stratigos, attorney representing the Estate`,of.Mr.;;Yusffy:..
deceased, agreed that the property is in bad condition, that it is
occupied but that very little rent is being received. He has no -
objection to posting and demolition.
He also advised that one family is on welfare.
all The Board requested Mr. Stratigos to notify the tenants to move and
permission granted Mr. Liszewski to advertise for bids for demolition.
With reference to property located at 406-0612 408-408- E. Wenger
Street, Mr. Liszewski advised the Board that the owner of this
sub -standard property has been reportedly using it as a residence.
The Board requested Mr. Liszeiirski to notify the owner, Mr. B. Davidson,
to come before the Board and also approved re -advertising for bids for
demolition of this structure.
Mr. Liszewski advised the Board that due to a fire property owned by
Mrs, Bertha Raes, located at 120 S. Fellows Street, has been vacant
for four or five months.
Permission granted to advertise for bids for demolition.
OPEN BIAS: DEMOLITION ( SUB -STANDARD )
Mr. Liszewski submitted the following sealed bids for demolition of
property located at 105-107 O'Brien Street, ovrned by Federal National
Mortgate Association, Chicago, Ill:

All bids were in order. All Non -Collusion Affidavits were property ✓
executed.
It appearing that the bid of A & J Demolition is the lowest and best bid
it is now awarded provided A & J Demolition can comply with demolition
within the stipulated time limit. Th_,Ls company is presently in the
process of demolishing two other properties. Time limit for demolition
is 30 days.
STREET LIGHT INSTALLATIONS APPROVED
Following investigation of the Electrical Department, the Board
approved the following street light installations:
1. Highland Estates Subdivision:- 4 4000 lumens, two to be installed
at a later date.
2. Garden Lane: 1 - 4000 lumens mid -block between Sample & Dogwood Lane
3;. Chapin Street: =l - 4000 lumen mid -block between Donald & Ewing.
4. Scott Street: 1 - 4000 lumen mid -block at 525 N. Scott Street.
5. Westmoor Street: 1 - 4000 lumen mid -block at 2800 & 2900 Westmoor.
6. Meade Street and Rogers Street: 1 - 4000 lumen at the corner of Meade
and Rogers Streets..
7. McKinley Avenue: 5 - 10,000 lumen lights installed.
(3 - 4000 lumens increased tO 10,000 lumen.
8_ Notre Dame Avenue: 3 - 6,000 lumens installed
( 4 - 4,000 lumens increased to 6,000 lumens, and 1 - 6000 lumen increased
to 21,000 lumen).
P.EQ,UEST TO PARK DEPARTMENT ( STREET LIGHTS ONNOTRE DAME AVENUE )
As a result of a study of the area on Notre Dame Avenue between South Bend
Avenue and Angela Boulevard b,'6the City, it was felt that a part,of
the problem of insufficient lighting on this street is the failure of
owners or the Park Department to trim the trees along the street so
that the installed lights are insufficient to cover the ground area
for which they are designed.
Accordingly, a letter was directed to the Board of Park Commissioners,
to proceed in accordance with Section 35-11 and following sections of the
South Bend Municipal Code for the trimming of trees on Notre Dame
Avenue between South Bend Avenue and Angela Boulevard.
PETITIONS• STREET LIGHTS DENIED
Following investigation by the Engineering Department and the Electrical
Department, the following Petitions for additional street lights are
denied
1. Grace Street, between Kaley and Meade. (Improper location).
2. Cottage Grove between Harrison Avenue in alley. (City will not
approve lights in alleys.)
3. East of Michigan Street, south of Marion and north of Marion. (City
denies the request of increase. Present light is proper).
4. Petitions submitted_by Councilman Walter Symkowiak:
a. Prast & Huey. ( Has proper lighting).
b. Prast & Elmer. (Has proper lighting)..
c. Johnson and Longley. (Denied by Board)
d. Fassnacht between College & Wilbur. (Denied by Board)
e. Corner of Meade and Longley. (Denied by Board)
REQUESTS FOR STREET LIGHTS HELD FOR FURTHER STUDY
The following requests for street lights were held for fu.rtYe r study:
1. Columbia Court and Haney Street.
2. Columbia Court at the alley north of Wenger Street.
PETITIONS: STREET LIGHTS
The following Petitions for street light installations were submitted
to the Board and referred to the Electrical Department for further
investigation and recommendation:
1. Petition from Herman Hartke and others for a street light in the
middle of the 800 block of South 25th Street.
2. Petition from Karl F. Gerade and others.for a street light at
or near 1148 Helmen Drive.
t 3. Petition from Mrs. Thelma Jagua and others for a street light at
cri Vine to Pleasant.

4. Petition from Carl Swartbaugh for an installation of a light in
alley back of 520 Cleveland Avenue.
TRAFFIC ENGINEER• INSTALLATIONS
The Board approved the following traffic sign installations and changes
in present installations:
1. Remove the existing 4 11 2 Hour Parking 11 signs on south side of
1500 Mishawaka and replace with "30 Minute Parking except Sundays"
and "One Hour Parking" signs as follows:
One Hour - at 1506 Mishawaka
One Hour - at W.P.L. 1514 Mishawaka
30 Minute - at 1518 Mishawaka
2. 1130 Minute Parking 6-6 Except Sundays" on both sides of 900 Bellevue
as follows:
30 Minute - 20, south of Crosswalk at Mishawaka Ave.
30 Minute - behind 1528 Mishawaka
30 Minute - east side of Mishawaka Ave.
30 Minute - Behind 1602 Mishawaka Ave.
3. Remove the 60 It7inute Time Limit sign from the S.VI, corner of
Spencer and St. Joseph. Replace it with a No Parking sign at a 450.
angle.
TRANSFER OF FUNDS: FIRE DEPARM4ENT
The Board approved a request from the Fire Department to the City
Controller for the transfer of the following funds:
1. From Q-251, Repairs of Buildings & Structures to Q-221, Electric
Current $325.00
2. From Q-251; Repairs of Buildings & Structures to Q-222, Gas
$300.00.
The request will be submitted by Resolution to the Common Council
for action.
APPLICATIONS: POLICE AUXILIARY SCHOOL PATROL
The following applications for Police Auxiliary School Patrol were
accepted and ordered placed on file: Miss Gertrude E. Laskowski and
Mrs. Adeline E. Anderson. -
POLICE DEPARTMENT REPORT
A Police Department Report on Moving Violaticros & Accident Drivers
Arrested for the month of September was accepted and ordered placed
on file.
STREET LiIGHT OUTAGE REPORTS
Street Light Outage Reports were accepted and ordered placed on
file.
There being no further business to come before the Board, the meeting
was adjourned at 11:30 A.M.
