A regular meeting of the Board of Public Safety was held on Monday,
September 13, 1965 at 10:00 A.M. All members were present. Minutes
of the last regular meeting were read and approved. Vouchers were
approved and ordered paid to the various suppliers.
BUILDING DEPARTMENT• HEARING L HOUSE MOVE - DOUGLAS STREET )
The hearing scheduled for 10:00 A.M. this date on the house move
petition filed with this Board on September 7, 1965 was cancelled
due to the fact that the owner of the house, Mr. Rodney Moyer,
withdrew his petition. The house was to have been moved to 2101
Douglas'Street.
SUB -STANDARD DIVISION ( HEARINGS )
Comes now Mr. Richard Liszewski, Sub -Standard Director, and requested
permission to post the house located at 133 E. Keasey Street as
sub=standard .
Mr. F; G. Feeney, attorney for the owner, Mr. Frank Fox, appeared
before the Board and requested a continuance of 50 days to allow
Mr. Fox time to make repairs. Mr. Feeney explained to the Board that
the illness of Mr. Fox' wife and the expenses involved because of this
illness was the prime factor why the house had not been repaired as
ordered.
Request granted and a 60 day continuance approved.
With reference to property located at 147 E. Paris Street and owned
by Rev. Luther Turley, Mr. Liszewski informed the Board that the
exterior of this house was in very poor condition and that, while
some work has been done, in his opinion not sufficient work had been
done to date.
Rev. Luther Turley, owner of the house, appeared before the Board and
explained that beccm se of the many children living in the adjacent
homes who played in his front yard, it was impossible to keep the
lawn and exterior of the house in good condition.
He requested a continuance of 60 days to continue to make repairs
needed.
Request granted.
With reference to a house located at 413 E. Ohio Street, owned by
Andrew and Helen Shewman, Mr. Liszewski requested that this property
be posted as sub -standard. Notice was sent on January 15, 1965
and repairs have not been accomplished. House is not occupied.
This house was sold on land contract and subsequently returned to the
owners.
The Board granted a request to continue this case for 30 days and
to post house as sub -standard and not to be occupied.
Comes now Mr. Charles Summers, owner of a house located at 119 E.
Ohio Street, in response to notice from Mr. Liszewski, to show
cause why property had not been brought up to standard as requested
on November 4, 1964.
Mr. Summers advised the Board that the tenants in the house had not
been paying rent for a period of six years. Property was originally

sold under land contract was returned to him and is presently occupied
by Mr. Charles Taylor.
After hearing Mr. Summers, the Board granted a 30 day continuance
and requested Mr. Liszewski to contact the Department of Public Welfare
and attempt to get the family now occupying the house relocated and
also to post property as sub -standard.
With reference to property located at 133 E. Ohio Street, owned by
Mrs. -Minnie Kallies, Mr. Liszewski advised the Board that Mr. R. W.
Goheen had contacted him±ion this date and requested a continuance
until October 1), 1965 to allow sufficient time to complate the sale
of this property.
Permission granted. -Mr. Liszewski was directed to post house as
sub -standard.
CS3 Mr. Liszewski reque.Sted permission to post property located at 615
00 E Ohio Street, owned by Mrs. Wm. M. Taylor, as sub -standard. The
premises is now bccupied.

Permission granted.
With reference to property located at 105-107 O'Brien Street, owned
by. Mr. James Crawford, Mr. Liszewski was granted permission to post
property as sub -standard. A 30 day extension on demolition was
granted. At the espiration of the 30 day period, Mr. Liszewski
will request bids for demolition.
Mr. Liszewski advised the Board that Mr. George Blair, owner of
property located at 2012-201 E. Keasey, had the abstract and deed
on this property and will now proceed with repairs as promised.
Mr. Liszewski request permission to post property located at 522:.
E. Keasey, owned by Clarence and Elizabeth Fair, as a sub -standard
dwelling. Permission granted, since no response had been received
to letter sent to owners.
Mr. Liszewski was granted permission to post property located at
213 E. Keasey owned by Ira and Dolores Jennings, as sub -standard
property.
Permission granted.
With reference to property located at 307 E. Paris Street, owned by
David Minkow, Mr. Liszewski reported that Mr..Minkow is now in
California and, although he has promised to make the necessary
repairs, he has not done so. Mr. Liszewski requested permission
to post property as sub -standard.
Permission granted.
Mr. Liszewski requested permission to post property located at 128
E. Paris Street, owned by Charles and Josephine Shafer, as sub-
standard property. The house is presently occupied.
Permission granted.
Mr. Liszewski advised the Board that property located at 1002 E.
Sorin Street, the Estate of Sarah Ellen Clark, is not sai'e and requested
permission to advertise for bids for demolition.
Permission granted.
Mr. Liszewski advised the Board that with reference to property located
at 625 Keasey Street, owned by Alex and Helen Niedbalski, no bids for
demolition had been received. He requested an extension of 15 days
after which time he will readvertise for bids for demolition.
Permission granted.

A letter from Mr. Harold M. West, District Manager, Indiana & Michigan
Electric Company,.was submitted to the Board by the City Engineer..
The letter accompanied a new proposal for the installation of
additional street lights on Mishawaka Avenue from Greenlawn to 20th
Street. This proposal replaces the proposal of September 3, 1965
which may now be disregarded.
The revised proposal calls for an additional S - 21,000 lumen mercury
vapor units on steel poles, with overhead wiring, which will be similar
to the units previously approved by the Board for that portion of
Mishawaka Avenue west of Greenlawn.

The contract price for the 8 - 21,000 lumen mercury vapor lights ($6.65
each) would total $53.20 per month. The net increase in cost to the
City of South Bend will total $40.40 per month.
After due examination, the Board approved the new proposal and directed
that copy of the proposal be returned to Mr. West for his records.
TRACCIC DIRECTOR: TRAFFIC SIGN INSTALLATIONS
Following the recommendation of Clem Hazinski, Traffic Director, the
following installations were approved:
1. "Two'Hour Time Limit" signs in front of 3916 W. Sample Street.
2. Replace "Yield" sign at Oak Park & Rosemary wich "Stop" signs.
Install "Stop Ahead" signs.
3. "Stop"Signs at Allen, Humboldt and Portage.
4. "No Parking This Side of Street" signs on south side of Ruskin St.
from Oakland to Esther.
5. Extend Time Limit Parking zone on south side of 200 E. Sample so
that 204, 206 & 208 are covered. Also, "One Hour" Limit to "Two
Hour Limit."
POLICE DEPARTMENT: APPLICATIONS
The following applications for the Police Department were accepted and
ordered placed on file: Lloyd D. Imus, Jr. and John A. Kolat.
STREET LIGHT OUTAGE REPORTS
Street Light Outage Reports were accepted and ordered placed on file.
There being no further business to come before the Board, the meeting
was adjourned at 11:05 A.M.
