A regular meeting of the Board of Public Safety was held on Monday,
August 16, 1965 at 10:00 A.M. All members were present. Minutes of
the last regular meeting were read and approved. Vouchers were
approved and ordered paid to the various suppliers.
OPENING BIDS: POLICE DEPARTMENT (.1 SEDAN )
The time now being after 10:00 A.M. it was so announced and sealed bids
for the Police Department sedan were opened and read aloud. Proofs of
Publication from the South Bend Tribune with affidavit signed by
Robert DeLong and the Tri-County News with affidavit signed by
Alfred W. Snyder, II were found sufficient.

AWARDING BID: POLICE DEPARTMENT SEDAN CONTRACT N0, 27-65
It appearing that the bid of Gates Chevrolet Corporation is the lowest
and best bid, and said bid having been examined by the Board and the
Police Chief and found to meet specifications, it is now so awarded
to Gates Chevrolet Corporation.
REQUEST: TRANSFER OF FUNDS ( CWMICATIONS DIVISION, POLICE DEPT )
A request from John V. Hunt, Supervis6r of the Communications Department,
to transfer certain funds in the department's budget was submitted to
the Board. This is necessary to meet needs for balance of 1965.
After examination of the request, the Board approved the transfer and
copy of said request was ordered sent to the City Controller.
PONCE DEPARTMENT: MILITARY LEAVE ( M. 0. MARTZ
The Board approved military leave for Officer Marvin 0. Martz from
August 15 to August 30, 1965. Officer Martz will attend annual Field
Training at Little Creek, Virginia with the Marine Corps Reserves.
BONDS: SPECIAL POLICE ( LOCAL #5 U A.W - STUDEBAKER )
The Board approved Special Police Bonds for the following employees of
Local 115, U.A.W.: Walter L. Hill and Hubert VanGoeye.
Since these employees act as guards at the Union Hall, no Commissions
are required, according to Police Chief Hampton,
APPLICATIONS: POLICE DEPARTMENT
The following applications for the Police Department were accepted and
ordered placed on file: Ronald Lee Sharp and Frederick Louis
Luczkowski.
TRAFFIC DIRECTOR REPORT: PETITION FOR STOP SIGNS ( FORD & MEADE )
A report from Clem Hazinski, Traffic Director, with reference to a
request for a 4-way stop sign or signs at Ford and Meade Streets was
submitted to the Board.
After study, Mr. Hazinski reported that the intersection of Ford and
Meade does not meet the warrants as stated in the Manual on Uniform
Traffic Control devices and recommends that the request be denied.
Following this recommendation as the result of the survey and study,
the petition was denied.
TRAFFIC DIRECTOR: TRAFFIC SIGN INSTALLATIONS
The Board approved the following installations:
1. 1115 Minute Time Limit" zone on east side of Longfellow north of
Mishawaka Avenue.
2. Replaced the "One Hour Parking" signs at 1315 * 1319 Mishawaka Avenue
with 1115 Minute Parking w/Arrows".
3 Replaced the 2 "One Hour Parking" signs covering 1331-1333-1335
Mishawaka Avenue and adjacent parking lot with "30 Minute Parking
w/Arrows."
4. Replaced Yield signs on Washington at Frances w/stop signs.

"Stop Ahead" signs 2 block of each approach to Frances.
5. Changed Yield sign on NW corner of Jackson & York to Stop signs.
Also installed a "Stop Ahead" sign 1 block north of Jackson.
6. "No Parking" signs & posts on north side of 1800 Mishawaka Ave.
7. "No Parking" signs w/arrows on 800 Greenlawn north of Mishawaka.
PROPOSED STREET LIGHTING LAYOUT - MISHAWAKA AVENUE - I & M ELECTRIC
CO.
The Board approved the proposed street lighting layout for Mishawaka
Avenue from the installation at the Sample Street bridge approach
from the west to Esther Street on the East.
The Mtter of Proposal and attached print was ordered placed on file.
ELECTRICAL DEPARTMENT: INSTALLATION OF STREET LIGIM
Following the recommendation of the Electrical Department Superintendent,
Eugene E. Radecki, the Board approved the following street light
installations
1. 4000 lumen street light mid -block on Notre Dame Avenue at alley
on Pole J259-640 between Colfax & Washington Sts.
2. 4000 lumen street light at north end of Sussex Drive. Also
a 4000 lumen street light at south end of the street.
3. 4000 lumen street light at northwest corner of 813 N. Harrison.
ELECTRICAL DEPARn ENT: REQUESTS FOR STREET LIGHTS DENIED
Following the recommendation of Eugene Radecki, Electrical Department
Superintendent, the following requests for street lights were denied
by the Board:
1. Request for light at alley of 813 S. Kosciusko Street denied.
Light presently installed will be::.moued to southeast corner
to avoid a tree problem.
2. Request for light at alley in rear of 1822 S, Pulaski Street
between Dubail and Calvert Streets denied for the reason that
the Electrical Department has not been authorized to recommend
installation of street lights in alleys. Situation can be
solved by property owner having Indiana & Michigan Electric
Company install light at owner's expense of about $4.00 a
month.
STREET LIGHT OUTAGE REPORTS
Street Light Outage Reports were accepted and ordered placed on file.
SUB -STANDARD DIVISION i DEMOLITION OF BUILDING - LOTTIE KING )
Whereas bn May 10, 1965, the City of South Bend entered into a
contract with the A & J Demolition Company under the power and
authority granted by the Sub -Standard Building Ordinance for the
demolition of the building at 234 E. Sample Street and thereafter
said contractor having begun the undertaking and the owner ofthe
premises prior to the completion of said contract, assumed the obliga-; �.
tion personally and removed the building at her expense, said contract
with A & J Demolition Company being in the amount of $675.001, the
Board of Public Safety now agrees to honor the claim of A & J
Demolition Company of $55.00 rather than in the amount of $675.00
and the City Attorney is instructed to proceed to make every effort,
to collect the $55.00 from the property owner.

SUB -STANDARD DIVISION: OPEN BIDS - DEMOLITION
Mr. Richard Liszewski, Director of the Sub -Standard Division of the
Building Department, submitted sealed bids to the Board for the
demolition of property owned by D. R. Meyers, located at,524 Carroll
Street.

REPORT: WEIGHTS & MEASURES
A report for the month of July, 1965 from the Department of Weights &
Measures was accepted and ordered placed on file.
There being no further business to come before the Board, the meeting
was adjourned at 11:30 A,M.
