HomeMy WebLinkAbout08/09/65 Board of Public Works Minutes86 August 9, 1965 - A regular meeting of the Board of Public Safety was held on Monday, August 9, 1965 at 10:00 A.M. All members were present. Minutes of the last regular meeting were read and approved. Vouchers were approved and: ordered paid to the various suppliers. REC NDATION:-- TRAFFIC DIRECTOR ( JEFFERSON & CAMDEN INTERSECTION ) Studies made by the Traffic Director at the intersection of Jefferson and Camden indicate that insufficient warrants exist for a 4-way stop regulation. It is recomc-ended that stop signs�be removed from Jefferson at that - intersection since this is the major street. The approach on Camden can be marked properly and continued studies will be made. Following this recommendation, the Board approved the change. RECMMNDATION: TRAFFIC DIRECTOR ( DONMOYER AND MIAMI INTERSECTION ) Studies made at the intersection of Donmoyer and Miami to determine if warrants exist for installations of traffic signals indicate that such a condition does exist. Studies also show that a signalization program on Miami should include the intersection of Irvington and Miami. Instead of semi -actuated traffic signals, it is recommended that fixed time signals, interconnected, should be installed. Before any action is taken on this recommendation, the Board referred the report from Mr. Hazinski to the City Controller for the purpose of checking the budget. TRAFFIC DIRECTOR• TRAFFIC SIGNS Following the recommendation of the Traffic Director, Clem Hazinski, the following installations were approved: 1. Stop sign & post on Franklin at Washington. 2. Remove "Yield" sign from N.W. corner of Meade and Westmoor and replace with a "Stop" sign. 3. No Park loading zone signs and posts in front of 751 Diamond Avenue. 4. Stop sign and post on Chippeea at Fellows. 5. 2 "30 Minute Time Limit" signs in front of Nichols Backery at 2822 W. Sample Street. 6. 2 112 Hour Parking' signs in front of 2722 W. Sample Street. REQUEST: TRANSFER OF FUNDS ( FIRE DEPARTMENT ) The following request from Fire Chief McHenry for transfer of funds was approved by the Board and referred to the City Controller: From Account Q-11 Personal to Account Q-262 Medical $1,500.00. Fire Chief McHenry made the request in order to cover unforseen injuries sustained by men on duty in the Fire Department for the balance of the year. FIRE DEPARTMENT: MILITARY_DUTY_': ( C. KAMINSKI ) At the request of Fire Chief McHenry, the Board approved Fireman Clarence Kaminski taking leave in order to attend U. S. Marine Corps Reserve annual active duty for training at Little Creek, Virginia from August 15 to August 28, 1965. FIRE DEPARTMENT TRAVELING EXPENSES ( ST. JOSEPH COUNTY AIRPORT PURCHASING) It having been called to the attention of the Board of Public Safety that it is desirable to increase fire protection, apparatus and manpower at the St. Joseph County Airport by contracting for Fire Department services and the Board of Public Safety having had several meetings with the St. Joseph County Airport Commissioners and it having been determined that certain equipment for the purposes necessary for the proper servicing of the Airport is from time to time available as surplus property through the Federal General Services Administration, and the searching of the various Federal Supply Depots for the right type of equipment being the first step in acquiring such equipment at little or no cost to the City or Airport,, it is hereby ordered that the South Bend Fire Department be instructed to detail man or men from time to time to travel to the necessary supply depots for the purpose of finding at any such depots equipment needed for the servicing of the Airport and there berg no funds in the Fire Department budget for such'travel, such funds may be paid out of the Controller's account for travelling expenses. REQUEST: TRANSFER OF FUNDS (.ELECTRICAL DEPARMENT ) The following request from Eugene Radecki, Superintendent of the Electrical Department, was approved by the Board and referred to the City Controller: Transfer of funds in V-11 Salaries to V-37 Supplies. At the present time there is $1,336.50 available in V-11. V The transfer is requested to purchase Pole'Bands for installation on utility poles where fire boxes are now located. STREET LIGHT OUTAGE REPORTS Street Light Outage Reports were accepted and ordered placed on file. BUILDING DEPARTMENT REPORT A Report for the month of ffuly, 1965 was accepted and ordered place on file. REQUEST: RESCIND DANCE PERMIT - K OF P HALL ( POLICE DEPARTMENT ) Police Chief Hampton submitted a written report and request to the Board to rescind the Dance Permit issued to the K of P Hall, 1216 W. Colfax Avenue because of an attack by teen-age gangs on police officers and equipment on August 6, 1965 when the police were celled to stop a fight at this dance. The Board directed Chief Hampton to contact the K of P officials and request that they withdraw their permit. If this is not done a public hearing will be held on this matter.
