Home My WebLink About05/24/65 Board of Public Works MinutesMay 24, 1965 A regular meeting of the Board of Public Works & Safety was held on Monday; May 24, 1965 at 10:00 A.M. All members were present. Minutes of the last regular meeting were read and approved. Vouchers were approved and ordered paid to the various suppliers. BUILDING DEPARTMENT: HOUSE MOVE ( MITSCHELEN Comes now Lewis Mitschelen, owner and mover of two houses from South Main Street and West Indiana Avenue to Gertrude Street, at the request of the Board to answer questions concerning his plans for the prospective moving of said houses. Mr. M-itschelen advised the Board that the house which is presently a duplex will be changed to a one unit home. One house will be completely resided and the other will have siding repaired. Mr. Mitschelen also submitted snapshots of other homes in the area which he contended are two story homes instead of one and one-half story homes, and that his houses will not detract from the neighborhood nor look out of place in this area. Upon questions from the Board, Mr. Mitschelen advised that he had not as yet purchased the lots, pending approval of the Board to move the houses to the new locations on Gertrude Street. Mr. Fred Dittman of Gertrude Street appeared before the Board and submitted a petition of residents of Gertrude Street, protesting the proposed house moves on the grounds that the old homes to be moved will detract from the neighborhood which is made up of newer homes and mostly one story homes or one and one-half story homes. After hearing all who wished to be heard, the Board advised those interested parties present that they would recess the Board meeting and personally inspect the area on Gertrude Street where the houses will be moved, if said move is approved by the Board. A decision will be made later in the day. BUILDING DEPARnENT: SUB -STANDARD DIVISION ( HEARINGS ) Comes now Richard Liszewski, Sub -Standard Division Supervisor, with reference to property located at 120 E. Elder Street. Mr. Liszewski advisd the Board that this sub -standard property had recently been sold on land contract to Virgil and Helen Turner now the new owners, and requested 30 days extension. Permission granted. Property located at 128 E. Paris Street, owned by Josephine Schafer is sub -standard. Mrs. Schafer was given list of repairs on March 9 to be completed by May 10, 1965. Inspection shows that nothing has been done. Mrs. Schafer appeared before the Board and explained that she was making an attempt, with the aid of her son, to repair the house. After hearing all who wished to be heard, the Board granted a 30 day extension. At the expiration of this extension an inspection will be made to learn what progress has been made on repairs. A progress report on property owned byt:,Allen and Almeda King had been gub=standard. Owners had been given notice to repair property but nothing has been done. Subject property located at 211 E. Paris Street. Mrs. King appeared before the Board and reported that the contractor had been ill but was now able to do the work. A 30 day continuance was givens. King who was directed to clean up the debris on the premises and do the necessary electrical wiring to eliminate this fire hazard Cleveland and Mary Brown, owners of property located at 314 E. Keasey 7 Street requested a 15 day extension to bring property back to standard. Request granted and 15 days allowed to show what progress has been made in this period. OPENING BIDS: DEMOLITION Mr. Richard Liszewski submitted sealed bids for the demolition of the following sub -standard properties: 712 E. South Street. Chas. B & 0 Building Wrecking Co. 17715 Auten Road South Bend, Ind. $575.00 - retain salvage $675.00 - stack salvage $575.00 - retain salvage $590.00 - stack salvage $650.00 - tetain salvage $700.00 - stack salvage AWARDING BID All bids being in order, it appears that the A & J Demolition has the lowest and best bid for all phases and it is so awarded to A & J Demolition. A & J Demolition 318 O'Brien St. South Bend, Ind. $700.00 retain salvage $775.00 - stack salvage $675.00 - retain salvage $700.00 - stack salvage AWARDING BID All bids being in order, it appears that the A & J Demolition has the lowest and best bid. It will be awarded to A & J Demolition after June 2, 1965 if Mrs. Lottie King, owner of the subject property has not made the necessary repairs on the property by that daU. PETITION: STREET LIGHT A Petition from Winston Drive requestingathe installation of a street light on the south property line of 1840 Winston Drive was referred to the Electrical Department for investigation and recommendation. ELECTRICAL DEPARTMENT: STREET LIGHT INSTALLATIONS Following the recommendation of Eugene Radecki, Electrical Department Superintendent, the following street light installations were approved: 1. One 4,000 lumen light at 718 E. St. Vincent St. 2. One 4,000 lumen light at corner of O'Brien and Werwinski Sts. 3. Remove one 1,000 lumen light and install one 4,000 lumen light between Linden Avenue and Hine Street. 4. One 4,000 lumen light mid -block between 2102 and 2106 W. Roger St. Items 2, 3 and 4 were requested by Councilman Szymkowiak. ELECTRICAL DEPARTMENT: STREET LIGHT PETITIONS ( HELD FOR FURTHER STUDY) Petitions for street light installations submitted by Councilman Szymkowiak and filed with the Board March S, 1965 for Prast, Huey, Johnson, College, Meade, and Westmore Areas are being held in abeyance, pending further study. TRAFFIC ENGINEER: TRAFFIC SIGNS Following the recommendation of Clem Hazinski, Traffic Director, the following traffic sign installations were approved: No Parking signs by strapping to every other utility pole on the south side of Sample Streer between Pennsylvania Railroad and Chapin Street, (800, 900 and 1000 W. Sample - supplement yellow curb. No Parking This Side of Street signs and posts on east side of High Street. LETTER W :GGELDENT• FIRE DEPARTMENT A letter complimenting the fire prevention class which Firemen John Gish and Joseph Daly conducted for the custodial and office staff of Indiana University, South Bend Campus on May 19, 1965 was sent to Chief McHenry and copy of said letter submitted to the Board. The letter was examined and ordered placed on file. REPORT: DEPARTMENT OF WEIGHTS & MEASURES A report for the month of April, 1965 from the Department of Weights Measures was submitted to the Board, accepted and ordered placed on file. STREET LIGHT OUTAGE REPORTS Street Light Outage Reports were accepted and ordered placed on file. MEETING RECESSED There being no further business to come before the Board, the meeting was recessed at 11:50 A.M. in order that the members of the Board could inspect the neighborhood of Gertrude Street with reference to the proposed house moves to that area. MEETING RECONVENED The Board of Public Safety reconvened at 1:00 P.M. after having inspected the neighborhood of Gertrude Street with reference to the proposed house moves. The following decision was made: RE: BUILDING DEPARTMENT - PROPOSED HOUSE MOVES ( GERTRUDE STREET The Board of Public Safety having set for public hearing the applications of Lewis Mitschelen to move a house from 1606 S. Main Street,within the City of South Bend to 2101 Gertrude Street, within the City of South Bend, and, further, to move a house from 128 W. Indiana Avenue,within the City of South Bend to 2029 Gertrude Street, within the City of South Bend, and said applications -having come for public hearing this date and the Board being duly advised in the premises and after hearing petitions of petitioner, the Building Commissioner and other interested citizens, the Board finds that to grant the petition would not be in the best interests of the public health, safety or welfare. Wherefore, the Board denies the applications for said permits. 59 PERMISSION TO ADVERTISE: DEMOLITION OF BUILDING ( ROOSEVELT HOTEL The Clerk of the Board of Public Works & Safety was directed to advertise for sealed bids for the demolition of a building located at 330-330z South Michigan Street, South Bend, Indiana, Lot 314 of the Original Plat of South Bend. Advertisements will be placed in the South Bend Tribune and the Tri-County News on May 28, June 4, 1965. Sealed bids will be opened on June 14, 1965 at 10:00 A.M. in the office of the Board, There being no further business to come before the Board, the meeting was adjourned at 1:30 P.M. hairman 00 Attest: Richard 3".
