HomeMy WebLinkAbout05/17/65 Board of Public Works Minutes5. May 17, 1965 A regular meeting of the Board of Public Safety,was held on Monday, May 17, 1965 at 10:00 A.M. All members were present. Minutes of the last regular meeting were read and approved. Vouchers were approved and ordered paid to the various suppliers. BUILDING DEPARTMENT: HOUSE MOVE ( TWO PROPOSED MOVES ) Forrest R. West, Building Commissioner, appeared before the Board with applications for two house moves by Lewis Mitschelen; one from 128 W. Indiana Avenue to 2029 Gertrude Street and the other from 1606 S. Main Street to 2101 Gertrude Street. Both houses are two story houses. Mr. West advised the Board that adjacent property owners have been notified of such proposed moves and signed notification has been made part of the supplication. A written protest against the moves was submitted to the Board. This was signed by Julius Pap, 2021 Gertruee Street and Mr. and Mrs. Rudolph Pap, 2118 Gertrude Street and Mr. and Mrs. Robert Leach, 2122 Gertrude Street. The complaint was accepted and ordered placed on file. A group of residents of Gertrude Street appeared before the Board to protest the proposed moves. The following were heard: Fred Dittman, 2111 Gertrude Street Julius Papp, 2021 Gertrude Street Charles Jurtin) 2010 Gertrude Street Donald Black, 2110 Gertrude Street Mr. Walker, 2006 Gertrude Street Mr. R. Leach, 2122 Gertrude Street Mr. John Ross, 2105 Gertrude Street All remonstrators were of the opinion that the houses, if moved to Gertrude Street, would down -grade the neighborhood since they were old two-story houses and would not conform to the.other structures in the area. Most of the houses presently on Gertrude Street are around 10 years old, or less. Mr. West advised the Board, and the remonstrators, that one of the houses is presently a duplex but if the move were allowed it would have to be altered to a one unit building to conform to the present; -'Cade for the area. Mr. Mitschelen was not present at the hearing. Mr. West advised the Board that he had been notified of such a hearing. After hearing all who wished to be heard, the Board continued the hearing until May 24 and directed Mr. West to notify Mr. Mitschelen of such a continuance and request that he attend the hearing. SIB -STANDARD DIVISION ( H.EARINGS ) Grady L. Thompson, owner of property located at 1609 S. Franklin Street, appeared before the Board and advised the Board that A & J Demolition failed to clean up the debris on the property on Franklin Street when the structure was demolished. He further stated that he had just been notified that there had been a fire on the premises and he further stated that the Board of Health had been out to inspect the property. Investigation order Mrs. Lottie King, owner of property located at 234 E. Sample Street, appeared before the Board to request an extension of time on the above described property in order to make repairs. She claimed she wished to repair the property, was denied a request for a permit since the City had planned on demolishing the property. 53 L 1 After hearing Mrs. King, the Board ruled that Mrs. King show proof by May 24, 1965 that she plans to repair the dwelling at the E. Sample Street address. With reference to property located at 133 2. Ohio S-ureet against v iiich there is a Welfare Department lien pending, the Board granted a 30 day extension to either repair or sell the property. This request was made by Mr. D. Goheen. The Board ordered the property boarded up. At the request of the owners, J and V. Taylor, the Board granted a 30 day extension to repair the structure, located at 213 E. Paris St. Mr. Liszewski reported that he had notified Mr. George Blair, owner of property located at 201 --201z E. Keasey Street, by Certified letter to be present at a hearing on this date to show cause why property had not been brought up to standard. Mr. Blair did not appear at the hearing, and the return receipt from the Certified letter had not been received, nor had the letter been returned unclaimed. The hearing was continued for one week. With reference to property located at 406-408 E. Wenger, owned by William and Clara Hayes, Mr. Liszewski requested permission to advertise for bids for demolition. Request granted. OPENING BID: DEMOLITION Mr. Liszewski submitted a sealed bid for demolition of property located at 917 Carroll Street. Following is the only bid received. Thomas Palmer 55299 N. Sundown Road South Bend, Ind. Retain Salvage Stack salvage $475.00 $500.00 The bid was in proper-., order, accompanied by a non -collusion affidavit. The Board awarded the bid to Thomas Palmer. REQUEST: POLICE DEPARTNENT ( SPRING FESTIVAL ) The Fraternal Order of Police was granted permission to hold the annual Spring Festival on the following dates: May 18 through May 23 at the Marycrest lot at 2000 Western Avenue. June 1 through June 6 at the lot located at corner of Bendix Drive and Ardmore Trail and the last week, June 29 through July 4 at the Broadmore Shopping Center. REQUEST: POLICE SHOW Permission was granted to the Fraternal Order of Police, St. Joseph Valley Lodge #36, South Bend Police Department, to present its 23rd Annual Police Show on July 8, 9, 10 and 11, 1965 at Al Bar Ranch, 55345 Fir Road, Mishawaka. In order to further publicize this event permission was granted to hold a parade on Saturday, July 10, 1965 at 10:00 A.M. The parade will form in the 300 and 400 blocks W. South Street, and will p;roeeed east to Lafayette, north to Colfax, east to Main Street, south W!" to South Street and west to point of assembly where it will disband. The parade will consist of approximately four marching units, music, and twenty area horse and bridle clubs and Sheriff's possees mounted. insurance will be provided. SPECIAL POLICE CGM;SSION ( VAZ ) A Special Police Commission for Winston A. Vaz was approved and ordered placed on file. Mr. Vaz will be employed by the Police Dept. No bond required. SPECIAL POLICE: CONTINUATION CERTIFICATE ( VAN KIRK ) A Continuation Certificate for Special Police bond for Maria Van Kirk; special police officer employed by Gilbert's was approved and ordered placed on file. POLICE DEPART_ T REPORT A Report from the Police Department for the month of April, 1965 was accepted and ordered placed on file. FIRE DEPARTMENT: APPLICATION An application for the Fire Department from Dean Russell Jester was accepted and ordered placed on file. TRAFFIC ENGINEER: INSTALLATIONS Following the recommendation of Clem Hazinski, the following installations and changes in traffic signs were approved: Install Stop signs on Sample Street at Northside Boulevard. Leave the present Stop signs on Northside. Attach 4-Way Stop plates to all Stop signs. Replace the 3 Trio Hour time limit signs with 1 hour signs on north side of Fox from Miami to the first alley west. Remove the One Hour signs and posts from 1906 S. Franklin. Remove the Three hour signs and posts from the west side of Franklin across from 1906 S. Franklin Street. ENGINEERING DEPARTMENT: TRAFFIC DIRECTOR RECMENDATION ( REMOVAL OF PARKING METERS ) Following the recommendation of Clem Hazinski, Traffic Director, and the approval of the City Engineer, the Board approved the removal of five parking meters from the west side of the 300 block Lincoln Way East between Wayne and the first alley to the north. Studies indicate a low percentage of occupancy at this location, according to Mr. Hazinski's report, and since a service station is to be constructed there and curb cuts are to be made, it is recommended that the remaining curb space between Wayne and the first alley west become a No Parking zone. This action was approved by the Board. Following the recommendation of Clem Hazinski, Traffic Director, and the approval of the City Engineer, the Board approved the removal of six parking meters on the south side of the 100 block East Wayne Street from Michigan to the ist intersection alley. This was necessitated because of the installation of curb cuts on the south side of the 100 block of East Wayne Street. M I 1 In order to provide for usability and ease in ingress and egress to the proposed parking facility at that location, it is recommended that only three of these meters be replaced. The Board approved the replacement of only three meters, as recommended. FIRE DEPARTMENT: ATTEND MEETING ( ASS IT CH BBSFIELD & BTN CH FORTIN 4NELSOON Following the recommendation of Fire Chief McHenry, the Board granted permission to se3cl'Captain Paul Nelson, Assistant Chief Richard Busfield and Battalion Chief Dale Fortin to a meeting at Camp Atterbury on May 19. Fire Chief McHenry will also attend. PETITIONS: STREET LIGHTS The following Petitions requesting the installation of street lights were referred to Eugene Radecki, Electrical Department Superintendent, for investigation and recommendation: 1. Petition for street light on the south side of Mayfair Place, mid -block, between Summit Drive and Clearview Street. 2. Petition for street light on Donald Street between Michigan Street to Main Street. STREET LIGHT OUTAGE REPORTS Street Light Outage Reports were aceepted and ordered laced on file. LICENSES: ICE CREAM PEDDLERS ( iffALTB DEPARTMENT) The City Controller, James A. Bickel, questioned a representative of the Department of Health who was present at the meeting whether it was required of Ice Cream Peddlers to secure a license other than a Peddler's License in order to sell ice cream. The Health Department representative advised the Board that a restauraht license was also required. The Board requested that Dr. How be advised that only one ice cream peddler had securedthe proper license to date.
