April 12, 1965
A regular meeting of the Board of,Public Safety was held on Monday, April
12, 1965 at 10:00 A.ML. All members were present. Minutes of the last
regular meeting were read and approved. No vouchers were approved for
payment.
POLICE DEPARTT�,IENT APPOIn,,41ENT: PAUL D. ITARVEY
Paul Douglas Harvey having met all of the requirements for appointment to
the Police Department, and there being a vacancy on said Department, the
said Paul Douglas Harvey is now appointed to the Police Department, effective
this date, April 12, 1965.
POLICE DEPAQTTvIENT RE, TIF0vT_FNT: ( SGT, , C, PARFITT )
Upon the request of Sergeant C. Parfitt the Board approved the retirement
of Sergeant Parfitt from the Police Department after having served 20
t- years on the Department on April 23, 1965.
x Sprgeant Parfitt requested that he start his terminal leave on April 16
through -April 30, 1965 and that his retirement be effective as of May 1,
1965.
The above request was also approved by the Board.
REQUEST:, POLICE DEPARMNT REPRESENTATION AT BLOSSMI PARADE, BENTON HARBOR,
MICHIGAN
Upon the request of Police Chief Hampton, the Board approved the participation
of the Police Department in the Blossom Parade in Benton Harbor, Michigan
on May 8, 1965.
Chief Hampton requested permission to send three units
to Benton Harbor
to represent the City of South Bend in the parade.
The
selected units
will be one squad car and two solo motorcycles. At
this
time it is planned
to send the solos via trailer to Benton. Harbor.
POLICE DEPARTIJENT REPORT: SICK TIMFE OVER THIRTY DAYS (
OFFICER SWEITZER
Chief Hampton submitted a Report of Sick Time over
Thirty Days for Officer
James Sweitzer who was shot While on duty on March
11,
1965 and is still
unable to report for work.
The Report was approved by the Board.
CANCELLATION OF SPECIAL POLICE 0221USSION ( WILLLW PENN
Chief Hampton reported to the Board that William Penn, special police T-Tho
has been self-employed, had failed to renew his Special Police Bond. All
efforts of the Police Department requesting William Penn to renew the
Bond had failed and letters had been ignored.
Under these circumstances, Chief Hampton requested that the Commission
be cancelled. A police officer had contacted Ins. Penn and picked up
his badgewhichChief Hampton returned to the Board.
Following this recommendation, the Board approved the cancellation of
the Special Police Commission.
SPECIAL POLICE BOND ( ELLI )
The Board approved a Special Police Bond for Dennis James Elli, employed
by the American District Telegraph Co., Inc. The Commission was approved
previously.

An application for the Pol-ice Department from Dwight Larry Whitaker was
accepted and ordered placed on file.
APPLICATION: FIRE DEPARTMIFENT
An application for the Fire Department from William -Edward. Thomas of
23356 Reo Avenue was submitted to the Board. The application was
rejected due to the fact that Mr. Thomas is not a resident of the
City of South Bend.
TRAFFIC ENGINEER. . INSTALL ATE" ONS
Following the recorimendation of the Traffic Engineer, the following
installations were approved:
Extend present yellow zone on north side of the 1300
block Zjl! Washington Street by 24 feet. (St. Vincent DePaul
drop box).

Permiss-'Lon was granted to Forrest-R.Xest, Building Commissioner to
advertise fortwo passenger automobiles for use of the Building
Department.
Advertisements will be placed in the South Bend Tribune and the
Tri--Co-Lmty News on April 16, April 23, 1965. Sealed bids will be
opened on April 26, 1965 at 10:00 A.M. in the office of the Board.
BUILDING DEPARTP.ENT• ATTEND ANNUAL SCHOOL OF I14DIANA INSPECTORS' ASS'N
Permission was granted to the Building Commissioner to send the
following representatives of the Department to the Annual School of
the Indiana Inspectors' Association to be held at Purdue University or -
April 26, 27 and 28, 1965:

A report for the month of 1,5,arch, 1965 from the Building Department was
accepted and ordered placed on file.
ELECTRICAL DEPART1JENT INSTALLATION - STREET LIGHT
Eugene Radecki, Electrical Department Superintendent submitted a
report with reference to a Petition from residents on N. College Street
for a street light on College between hvtarquette and Hamilton Streets.
The residents did not Srant an instwood on a ood pole since they
contended it would spoil the appearence of their property which is
presently illuminated by boulevard type lights.
Mr. Radecki reported to the Board that the Indiana ez.?riichigan Electric
CompmV has now installed a new underground type 4000 lumen on a boulevard
pole. The cost per month vri11 be the same as a vrood pole 4000 lumen,
The Board, after -reviewing the report, approved the installation.
STREET LIGHT OUTAGE REPORTS
Street Light Outage Reports were accepted and ordered placed on file.
SUB-STATIDARD DIVISION
Comes novr Richard Lisewski, Director of the Sub -Standard Division of
the Building Department, and requests permission to take the following
action with reference to the properties_ described below:

Property ovmed by Leah Mae Barber, Chicago Illinois, located in South
Bend at 513 S. Bendix Drive is sub -standard. The oy-mer was directed
to be present at this --meeting to show cause v-,,by- repair orders had not
been complied with.
Since she failed to appear, 1.1r. Lisewski requested permission to post
the building as sub -standard, ',v,,rhich request was granted by the Board.
With reference to accessory buildings and trailers in the area of
Broadmoor in South Bend, mrned by Leo Lippman, repair and demolition
which Yiere ordered for subject property have not been accomplished.
Mr. Lisewski requested that Mr. Lippman be present at this meeting to
show cause why this has not been done.

Lippman had contacted him and that the structures will be down in
60 days.
This disposition was satisfactory to It. Liseiliski and the Board approved

was adjourned at 10:45 A.M.
