A regular meeting of the Board of Public Safety was held on Monday,
February 1, 1965 at 10:00 A.M. All members were present. Minutes of the
last regular meeting were read and approved. Vouchers were approved and
ordered paid to the various suppliers,
OPENING BIDS • POLICE DEPARTIENT SEDANS 1 STATION Y--1AGON )
The time now being after 10:00 A.M. it was so announced and sealed bids
for 24 Four Door Sedans and 1 Station GVagon suitable for use as an ambulet
were opened and read aloud. Proofs of Publication from the South Bend
Tribune with affidavit signed by Robert DeLong and the Tri-County News
iarith affidavit signed by Alfred W. Snyder, II were found sufficient.

APPROVAL OF POLICE DEPARTMENT MANUAL
The South Bend Police Department, through its Chief, having submitted
to the Board a copy of the Departmental Manual, including the Rules and
Regulations of the Police Department, and same having been examined, it
is now approved by this Board, the the Police Chief is requested to
submit a copy of said Manual to the Office of the Board of Public Works
Safety to be placed on file in this office.
SPECIAL POLICE C94, SSION RENEWAL & BOND GAM"vtAGE
The Board approved a renewal of a Special Police Commission and a
Continuation Certificate -for Robert Gammage, Special Police employed
by the Knights of Pythias.
APPROVAL* SPECIAL POLICE BOND ( SCHUBERT )
A Special Police Bond for Lee Schubert was submitted to the Board, approved
and ordered placed on file. Special Police Commission was approved by
the Board an January 25, 1965.
APPROVAL: RENEWAL OF SPECIAL POLICE BOND TORRINGTON - GRAYZjK )
The Board approved the renewal of a Special Police Bond for Stanley V.
Grayzek, employee of Torrington Company and ordered same placed on file.
PETITION: REMOVAL OF FIRE STATION NO._6
The following appeared before the Board to remonstrate the proposed removal
of Fire Stationjo. 6: Councilman Geib, Messrs. N. B. Mumford and Welsheimer.
Councilman Geib submitted Petitions signed by interested residents in the
area and Mr. Mumford also spoke concerning the feelings of the residents in
the vicinity.
The consensus of opinion is that the closing of Fire Station No. 6 will
leave the area without sufficient fire protection.
After hearing all who wished to be heard and after accepting the Petitions
concerning the proposed removal of this Fire Station, Mr. DuComb advised
the remonstrators; inihe name of the Board, that the proposal of the removal
of this Fire Station was not to be accomplished in the near future and that
adequate fire protect on would be given to the area in the event No. 6 station
was closed.

TRAFFIC ENGINEER• TRAFFIC SIGNS IKSTALLATIONS
Following the -recormnendation of the Traffic Engineer, the following
installations were approved:

U REPORT FMA TRAFFIC ENGINEER; SIGNALIZATION OF EIVING & FELLOW STREETS
In response to a Petition for traffic signals at Diiing and Fellows,
submitted to the Board by Councilman Smith; referred to the Traffic
Engineer for investigation and recommendation; the Traffic Engineer
submitted a report in which he recommmended that a semi -actuated traffic
control device signal be installed at this intersection.
Mir . Hazinski, Traffic Engineer, also advises in his report that similar
studies have 'teen made for intersections of Edison ;goad and Ironwood Drive
and also Ireland and T.iLami and that in his opinion, sufficient warrants do
not exist for signalization at the present time at these intersections.
Studies will be kept current but in the meanti:e it is felt that present
traffic controls are adequate.
The Board approved the signalization of Doing and Fellows as recommended
by the Traffic Engineer.
STREET LIGHT OUTAGE REPMIS
Street Light Outage Reports were accepted and ordered placed on file.

The Board accepted a repay t for the month of January, 1965 from Bert
Cicho`•ricz; for the Department of '::eights & Measures and ordered same
placed on file.
BUILDING DEPARTTENT• SUB -STANDARD DIVISION ( HEARINGS }
Richard Liszewski, Supervisor of the Sub -Standard Division appeared
before the Board and advised that lAr. Cook, owner of property located at
506 2rth Street had been in the Sub -Standard Office and submitted a check
for Mr Liszewski to observe. The check, in the sum of $400.00 was dated
January 29, 1965 and made payable to the contractor to repair the subject
property.
Tyr. Cook also stated that he had stopped repair because of lack of funds.
He now requested a continuance of 60 days in order to complete the
repairs.
Continuance granted until I -`arch 15, 1965.

Mr. DuComb also advised the remonstrators that residents in the area would
be given sufficient notice in the event the Fire Station would be closed
so that they might appear at any hearing on this subject to present their
views.
RESTAURANT LICENSES: REPORT FRGA HEALTH DEPARTMENT
James D. Hill, Jr., Chief Sanitation officer for the Department of Health,
submitted a letter and list of restaurants that have not obtained licenses
for 1965 as of January 31, 1965, to be checked by the Board.
According to law, restaurants must have license to operate by January 31,
1965. Licenses are obtained in the Office of the City Controller.
The list and copy of letter was referred to the City Controller for what-
ever action he may, wish to take in order to collect the license fee.
REQUEST: CLOSE PART OF OAK PARK DRIVE FOR " PLAY STREET"
Mrs. L. S. Hammond of 1817 Oak Park Drive, appeared before the Board and
submitted a Petition for the closing of the 1800 block of Oak Park Drive
for a "Play Street" for children who can use this steep hill as a slide
during the winter months. The Petition requests the closing of the
street after each snow fall.
The Board; through its Chairman, Mr. DuComb, advised Mrs. Hammond that
it was hesitant about taking this action and thus making the City liable
for any accident that may occur. However, after hearing Mrs. Hammond,
the Board advised her that the matter will be discussed and this request
is taken under advisement.
ELECTRICAL DEPARTMENT: STREET LIGHT INSTALLATIONS
Mr. Eugene Radecki, Electrical Department Superintendent, submitted
a recommendation that a street light be installed at 717 E. Wenger
Street & Hoffman Court and that another light be installed at 1222
Marietta Street, one half block north of Pennsylvania Avenue.
The recommendation was referred to the City Engineer for study and
report.
A request for a street light in the 300 block of Wakewa Avenue was
submitted to the Board b� Mr. Radecki.
Mr. Radecki reported that there is a light located in the park about 80
feet from the curb line and that, in his opinion, if the Park Board
would increase the voltage of this light it would help solve the dark
condition.
The Board requested that Mr. Newman, Par'_ Department Superintendent, be
notified by letter of this condition with a request that the Park Board
study the suggestion and -report to I4ir. Radecki its decision or recommen-
dation.
PERMISSION TO ADVERTISE• FIRE DEPARTI N-T SEDANS TRUCK STATION

Fire Chief I,11cHen y requested permission to advertise for the following:
1. Two 1955 Four -Door Sedans - middle line
2. One 1965 2 Ton Pick-up Truck with Eight Foot Box
3. One 1965 Toro -Door Sedan
4. One 1965 Four -door Station 'Jagon, suitable for ambulet
after conversion.
Permission granted. Advertisements will be placed and bids opened on
February 23, 1965.
With reference to property located at 1521 Liston Street, owned by Bessie
and Victor DeFrees, Mr. Liszei-,iski advised the Board that the house is now
vacant and that Mr. and Mrs. DeFrees did not appear before the Board on
th--'.s date as ordered.
Under these circumstances he requested permission to post t]he building.
Permission granted.
With reference to property located at 233 N. Huey Street, oNmed by Alex
and Helen Niedbalski, Mr. Liszewski requested 60 days continuance in
order to try to persuade the owner to repair the property.

RE; HEARING - POLICE OFFICER EDWARD J YdA1IROOKI
The hearing scheduled for February 2, 1965 for alleged violation of the
Rules and Regulations of the Police Department by Officer Edward J. Nawrocki

has been cancelled and rescheduled for Tuesday, February 16, 1965 at 10:00.
This charge was made at the request of attorney for lvb?. Navncocki, William
A.Hosinski-due to the fact that he would be out of the city an February
2, 1965 to act as pallbearer for the funeral of his father's brother.
There being no further business to come before the Board,, the meeting
was adjourned at 11:35 A.M.
