December 22, 1969.
A regular meeting of the Board of Public Works and Safety convened at 9:30 A.M.,
on December 22, 1969 wi th 14me,* A. B:i cke.l j-,C and' Lloyd' S�. Taytor,
City Engineer, present. The minutes of the previous two meetings were reviewed
and approved.
OPEN BIDS FOR VOICE TAPE RECORDING SYSTEM FOR POLICE DEPARTMENT
This being the date set for receiving bids for a voice tape recording system
for the Police Department, the Clerk tendered proofs of publication in the
South Bend Tribune and the Tri County News on December 12 and December 19,
1969, which were read and found to be proper. The following bids were received:
Meade Electric Company of Indiana, Inc., 2317 Lincolnway West, South Bend,
Indiana , submitted bid which was opened and found to be for a video tape record-
ing system and was therefore returned to the representative of the bidder present
at the meeting.
Thomas A. Edison Industries, Commerce -Building, South Bend, Indiana. Non
collusion affidavit was found to be proper. Accompanying the bid was notation
that "because of the short notice and the holiday delay in mail, we were not
able to obtain a certified check from our home office in West Orange, New Jersey.
However the check has been mailed." Bid was:
Three message recorders---------------------------$4,388.00
Alternate bid ------------------------------------- $5,371.00
International Business Machines Corporation, 618 N. Michigan Street, South Bend,
Indiana. Non collusion affidavit and certified check in the amount of $329.80
were found to be proper. Bid was:
Three IBM message recorders ----------------------- $2 175.00
Alternate-----------------------------------------$3,297.97
There being no further bids, upon emotion made, seconded and carried, the bids
werr referred to the Police Department for study and recommendation to the Board.
OPEN BIDS FOR USED ASPHALT PAVER FOR STREET DEPARTMENT
This being the date set for receiving bids for a used asphblt paver for the
Street Department, the Clerk tendered proofs of publication in the South Bend
Tribune and the Tri County News on December 5 and December 12, 1969, which were
read and found to be proper.
The only bid received was from Reid Holcomb Company, 3333 W. California Street,
Fort Wayne, Indiana. The bid was opened. Non collusion affidavit and bid_bond
in the amount of $450.00 were found to be proper. Bid was:
One reconditioned Blaw Knox Asphalt Paver ---------- $4,500.00
No other bids having been received and the bid appearing to be reasonable,
upon motion made seconded and carried, contract for the paver was awarded to
Reid Holcomb Company.
APPLICATIONS- FIRE DEPARTMENT
The following applications for appointment to the Fire Department were filed
with the Board and referred to the Personnel Director for further processing:

ADDITION TO RULES AND REGULATIONS - POLICE DEPARTMENT
Upon motion made, seconded and carried, the Board approved and directed that
the following be added to the Rules and Regulations for the South Bend Police
Department:
"Rank of corporal. The rank of corporal shall be attained by order -
of the Board of Public Safety upon recommendation of the Chief of
Police. Any member of the Department may become eligible for
recommendation after completion of five years of service accumulated

from the first day of appointment.
Duties t)f corporal
(a) He shall be responsible for the preservation of
peace; the prevention and detection of crime and the
enforcement of all City ordinances, State and Federal
laws. He shall at all times be subject to the order
of his commanding officer and all officers superior in
rank to his own.
(b) He shall be considered to have mastered the subjects
pertaining to the duties of a patrolman and be held
strictly responsible for his own efficiency, discipline,
general good conduct and appearance.
(c) He shall communicate periodically with headquarters
to ascertain whether there are any matters requiring
his attention within the area of responsibility that has been
assigned to him for the day.
(d) He shall have have the responsibility for acting
sergeant until replaced at the scene and shall become
familiar with all the duties of both patrol and desk
sergeants.
PROMOTIONS - POLICE DEPARTMENT
Upon motion made, seconded and carried, the Board approved the recommenda-
tion of Chief of Police Loren M. Bussert for the promotion of the following
officers to the rank of corporal, effective January 1, 1970:

BIDS REJECTED - VIDEO TAPE RECORDER SYSTEM FOR POLICE DEPARTMENT
Bids received on December 8, 1969, for a video tape recorder system for the
Police Department having been reviewed and found not acceptable, it was moved,
seconded and carried that notice be published in the South Bend Tribune and
the TO County News on December 26, 1969, and on January 2, 1970, for new
bids to be received on January 5, 1970, all previous bids having been rejected.

BUILDING DEPARTMENT - SUB -STANDARDS DIVISION
J. W. Adamson, Sub -Standards Director, appeared before the Board and the
following matters were taken up.
412 E. Ohio Street. Mr. Adamson reported the occupants of this house have
now been relocated and the property can be demolished. Upon motion made,
seconded and carried, the matter was continued one week.
214 Angela Blvd, Mr. Adamson reported the owners of this property are
rehabilitating it and the work is proceeding satisfactorily. It was moved,
seconded and carried that the matter be continued indefinitely, and the
Sub -Standards Director was directed to keep the property under surveillance.
1318 Hillcrest. Mr. Adamson reported nothing has been done to rehabilitate
this structure but the owners have it closed and that they intend to repair
it. Upon motion made, seconded and carried, the matter was continued in-
definitely, and the Sub -Standards Director was directed to keep the property
under surveillance.
217 Woodside. Mr. Adamson reported this structure has now been demolished.

It was moved, seconded and carried that the request of the Sub -Standards

AREA PLAN RECOMMENDATION
ADOPTION OF RESOLUTION NO. 3306 - PORTIONS OF JEFFERSON STREET- DEPARTMENT
OF REDEVELO PMENT
Area Plan Commission recommends favorably to the Board the vacation of
portions of Jefferson Street, in La6alle -Park, and the Board, upon motion
made, seconded and carried, adopts Resolution No. 3306, 1969, as follows:
"RESOLVED BY THE BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF SOUTH BEND, INDIANA, That it is desirable to vacate the
following:
The north 20 feet of and the south 20 feet of Jefferson Street
between the west line of Bendix Street and the East line of
the north -south alley between Bendix Street and Liberty Street;
also, between the west line of Chicago Street and the east
line of the north -south alley between Chicago Street and
Sheridan Avenue.
All of Jefferson Street between the west line of the north -
south alley between Bendix Street and Liberty Street and the
east line of Liberty Street; also, between the west line of
Dundee Street and the east line of the north -south alley be-
tween Kentucky Street and Dundee Street; also, between the west
line of the north -south alley between Dundee Street and
Kentucky Street and the east line of Kentucky Street; also,
between the west line of Lake Street and the east line of the
north -south alley between Lake Street and Falcon Street; and
also, between the west line of the north -south alley between
Lake Street and Falcon Street and the east line of Falcon
Street.

Reserving the rights and easements of all utilities and the
Municipal City of South Bend, Indiana, to construct and maintain any
facilities, including, but not limited to, the following; electric,
telephone, gas, water, sewer, surface water control structures and
ditches, within the Vacated right of way, unless such rights are
released by the individual Utilities.
The, following property may be injuriously or beneficially affected
by such Vacation:
Lots numbered 33, 34, 35, 36 and 136 in the recorded plat of
LaSalle Park, a Subdivision in the northwest Quarter of Section
10, Township 37 north, Range 2 east, an Addition to the City
of South Bend, State -of Indiana.
Lots numbered 137, 208, 209, 243, 244, 245, 418, 419, 394, 395,
1007 and 1008 in the recorded Second Plat of LaSalle Park, a
Subdivision in the northeast Quarter of Section 9 and the South-
west Quarter of Section 10, Township 37 north, Range 2 east,
an Addition to the City of South Bend, State of Indiana.
Notice of this Resolution shall be published on the 26th day of
December, 1969, and on the 2nd day of January, 1970, in the South Bend
Tribune and the Tri County News.
This Board, at its office, on the 5th day of January, 1970, at 9:30
o'clock, A.M., will hear and receive remonstrances from all persons
interested in or affected by these proceedings.

HEARING ON ASSESSMENT ROLL - IMPROVEMENT RESOLUTION NO. 3265 - CLYDE STREET
For the improvement of Clyde Street, from Donald Street to Calvert Street,
by constructing a Class C, Type IV pavement.
Hearing on assessment roll having been continued from December 8, 1969, was
resumed. No one appearing for or against said assessment roll, upon motion
made, seconded and carried, the assessment roll as filed October 27, 1969,
was approved and adopted.
RECOMMENDATION FOR BOOKKEEPING MACHINE - CONTROLLER'S OFFICE
Upon motion made, seconded and carried, the Board approved the purchase of
one new NCR accounting machine, Model 36-7-7-10-0, at a net price
of $4,414.00, from the National Cash'Register Company, as recommended by
James R. Borror, Deputy Controller, and contract was awarded accordingly.

Upon motion made, seconded and carried, the following holiday schedule for

COUNTY -CITY BUILDING REPRESENTATIVE - FORREST WEST
Upon motion made, seconded and carried, Forrest West, Building Commissioner, was
designated as the official representative of the City for its operations in the
County -City Building; and ftwniw also 4S designated as the City's representative
for any changes or modifications to telephones; and that the Clerk notify each
Department head.
STREET LIGHTING APPROVED - MAIN STREET
Upon motion made, seconded and carried, the Board approved the recommendation of
the Traffic Engineering Department for the following:
Main Street, between Madison and Marion - install two 20,0001- MV UG CP and
remove one 6,000L INC UG SP.
Main Street, between Marion and Navarre - replace one 4,000L INC OH WP with
20,0001- MV OH WP.
GENERAL LIABILITY INSURANCE - CHARLES W. COLE & SON INC.
Certificate of workmen's compensation and liability insurance on behalf of Charles
W. Cole & Son, Inc., to 12/31/70 was ordered filed.

Upon motion made, seconded and carried, the Board approved the request of
Ohio Casualty Company, 1817 Miami Street, South Bend, Indiana, for
cancellation of its bond #999 960 on behalf of the Reed Construction Company
as of January 12, 1970.
STREET LIGHT OUTAGE REPORTS
Street light outage reports for the period 12/10/69 to 12/16/69 were ordered
filed.
