A regular meeting of the Board of Public Works and Safety convened at 9:30
A.M. on December 8, 1969, with all members present.. The minutes of the
previous meeting were reviewed and approved.
OPEN BIDS FOR FJ-RE DEPARTMENT EQUIPMENT
This being the date set for receiving bids for the following:
Custom built motorized 100 foot aerial (tractor drawn);
custom built motorized 1500 gal. pumping fire engine
(to include one articulating boom water tower squirt or equal;
custom built motorized 1500 gal, pumping fire engine,
the clerk tendered proofs of publication in the South Bend Tribune and the
Tri County News on October 31 and November 7, 1969, which were read and found
to be proper. The following bids were received:

Mishawaka, Indiana. Non collusion affidavit was found to be proper. The
bid was accompanied by a certified check in the amount of $5000.00. Bid

There being no more bids, the motion was made, seconded and carried to refer
the bids to the City Engineer and the Fire.Chief for study and recommendation
to the Board.
OPEN BIDS FOR VIDEO RECORDER SYSTEM FOR POLICE DEPARTMENT
This being the date set for receiving bids for the following:
One 1/2 inch tape video recorder system, complete with
video recorder, portable camera, monitor and accessories,
the Clerk tendered proofs of publication in the South Bend Tribune and.the
Tri County News on November 7 and November 14, 1969, which were read and
found to be sufficient. The following bids were received:
Meade Electric Company of Indiana, Inc., 1825 Summer Street, Hammond,
Indiana. Non collusion affidavit and certified check in the amount
of $640.00 were found to be sufficient.

the bids were referred to the Police Department for study and recommendation
to the Board.
APPLICATIONS - FIRE DEPARTMENT
The following applications for appointment to the Fire Department were filed
with the Board and referred to the Personnel Director for further processing:

RETIREMENT -FROM FIRE DEPARTMENT - EMIL DE DAPPER
Upon motion made, seconded and unanimously carried, the Board accepted and
approved the retirement from the South Bend Fire Department of Emil DeDapper,
effective December 8, 1969, Fireman DeDapper having been appointed March 1,
1949, and having served more than 20 years.
APPLICATIONS - POLICE DEPARTMENT
The following applications for appointment to the Police Department were
filed with the Board and referred to the Personnel Director for further

BUILDING DEPARTMENT - SUB -STANDARDS DIVISION
J. W. Adamson, Sub -Standards Director, appeared before the Board and the
following matters were taken.up:

301 Hydraulic Street. Mr. Adamson reported the owner of this property plans
to take the structure down. Thereupon, the motion was made, seconded and
unanimously carried to continue the matter indefinitely, and the Sub -Standards
Director was directed to keep the property under surveillance.
412 E. Ohio
Street. Mr. Adamson reported this property was conveyed to the
City by the
owners on October 17, 1969; that the tenants have now been re-
located. Upon motion made, seconded and carried, the matter was continued
two weeks.
740 Frances
Street. Mr. Adamson reported this property is secured but that
the owner has not cleaned up the premises and has done nothing toward re-
habilitating the premises. Upon motion made, seconded and carried, the mat-
ter was referred to the Legal Department to try to get some action by the
owner.
AWARD OF CONTRACTS FOR 1970 MOTOR EQUIPMENT
Upon motion
made, seconded and unanimously carried, the Board approved the
recommendation
of the City Engineer for the award of contracts for 1970 motor
equipment according to bids received and opened on December 1, 1969, and con-
tracts were

HEARING ON ASSESSMENT ROLL - IMPROVEMENT RESOLUTION NO. 3265 - CLYDE STREET

Upon motion made, seconded and carried, hearing on the assessment roll for the
improvement of Clyde Street, from Donald Street to Calvert Street, was further
continued to December 22, 1969.
E. J. Bressler, 2001 Clyde Street, owner of Lot 15,appeared before the Board
to protest his assessment at the rate of $6.60 instead of $5.88.
Louis J. Marcis, 1324 E. Calvert Street, appeared before the Board, stating
he had no complaint-.
Mrs. Mary Kiplinger, 1328 E. Bowman, owner of Lot 41, al,so appeared before the
Board to have the assessment clarified.

REQUEST OF POLICE DEPARTMENT TO ADVERTISE FOR BIDS FOR VOICE TAPE RECORDER
Upon motion made, seconded and carried, the Board approved the request of
the Chief of Police for permission to advertise for bids for a voice tape
recording system, and set December 22, 1969, as the date for receiving bids.
The Clerk was directed to publish notice in the South Bend Tribune and the
Tri-County News on December 12 and December 19, 1969.
CONSENT TO VACATION FILED - VACATION RESOLUTION NO. 3301 - E. J. BARANY
The consent of Wells Electronics, Inc., to the vacation of:
the first north -south alley west of Main Street, running from
the south line of the first east -west alley south of Indiana
Avenue. Also, the first east -west alley south of Indiana
Avenue, running from the west line of Main Street west to the.
east line of the above mentioned north -south alley.
having been filed, upon motion made, seconded and unanimously carried, the
City Engineer was directed to prepare an assessment roll.
REQUEST TO CONSTRUCT PEDESTRIAN RAMP - SHERLAND BUILDING TO MUNICIPAL PARKING
GARAGE
The request of Mathews, Purucker & Associates, Inc., 812 East Jefferson
Boulevard, South Bend, Indiana, to build a pedestrian ramp from the second
floor of the Sherland Building to the second floor of the Municipal
Parking Garage at the northwest corner of St. Joseph Street and Jefferson
Boulevard, was presented to the Board by the City Engineer, with the
recommendation of the City Engineer that the construction of such ramp be
approved on condition that detail.plans and specifications be submitted to
the City for final approval before construction is commenced.
Upon motion made, seconded and unanimously carried, the Board approved the
recommendation of the City Engineer for the construction of such pedestrian
ramp, subject to proper indemnification being provided to the City when final
agreement has been reached.
AWARD OF CONTRACT FOR MOVING TO COUNTY -CITY BUILDING
The bid of U. S. Van Lines of Indiana, Inc., in the amount of $3,435.00,
being the low bid for moving furniture and equipment from the City Hall and
the office of the Department of Redevelopment, 120 LaSalle West Building,
contract was awarded to U. S. Van Lines on December 2, 1969, and is this
date confirmed and made of record in these minutes.
ALARM STATION PERSONNEL - FIRE DEPARTMENT
Upon motion made, seconded and unanimous?y carried, the Board approved and
ordered made a part of these minutes the following notice:
"August , 1969

South Bend, Indiana
Re: Alarm Station Personnel
Dear Chief Zurat:
Effective January 1, 1970, the City switchboard in the Alarm
Station will be eliminated and a new telephone system will be
installed in the County -City Building which will permit in-
coming calls to be dialed direct to the different Departments.
An information desk will be manned on an eight hour basis,
five days per week, in the new County -City Building to receive
incoming calls where the person:dialing does not know the De-
partment.

It will be necessary, however, to have some emergency
number which can be called during the evening and night
hours, as well as to have the Street Department radio
manned during these periods. It is the feeling of the
Board of Public Works and Safety that the personnel in
the Alarm Station have sufficient time to do this work.
You are therefore directed to notify your personnel to
train themselves on this equipment, as they will be
responsible for its operation, some time between now
and January 1, 1970.

The Board also orders that the Fire Department Rules and Regulations be
amended to read as follows:
Article VII, Section 3. Dispatchers shall have the
responsibility and authority for the proper reception
and transmission of all alarms, signals and messages
by both the Fire Department and any other Departrpents
of the City as required."
"Article VII, Section 8. Dispatchers shall
familiarize themselves with all calls and signals of
the Fire Department and other Departments of the City
of South Bend to the extent that they are applicable."
"Article VII, Section 13.(new) The dispatchers on duty
shall be responsible for manning the Street Department
telephone and radio during the hours when Street De-
partment personnel are not assigned to this duty, and
shall receive and relay all calls pertaining to Street
Department matters during such hours."
REQUEST PERMISSION TO ATTEND FUNERAL - POLICE DEPARTMENT
The approval of the Board on December 3, 1969 for Police officer Richard
Hazinski to use Police Vehicle #54 to attend the funeral of an officer in
Valparaiso, Indiana, on December 3, 1969, is confirmed this date and made
a part of these minutes.
IN -KIND RENT VOUCHERS FOR DECEMBER, 1969 - A.0 T I 0 N , INC.
In -kind rent vouchers .for Fire Station #5 in the amount of $169.62 and
for Fire Station #7 in the amount of $200.00 for December 1969, were,
ordered filed.
COMMUNICATION - ST. JOSEPH COUNTY COMMITTEE TO SUPPORT YOUR LOCAL POLICE
A communication from L. L. Taylor, Chairman of the St. Joseph County
Committee to Support your Local Police (S.Y.L.P.), P. 0. Box 2071, South
Bend, Indiana, addressed to Forrest R. West, Building Commissioner, was
reviewed and ordered filed.
ASSESSMENT ROLL FILED - IMPROVEMENT RESOLUTION NO. 3274 - ALLEY BETWEEN
SOUTH MICHIGAN AND MAIN STREETS
Clyde E. Williams and Associates, Inc., consulting engineers, file with
the Board certificate of completion of the paving of the alley between
South Michigan Avenue and Main Street in accordance with the plans and
specifications for the project.
And the City Engineer files with the Board an assessment roll, with the
names of the owners and a description of the property subject to be assessed,
with the amount of the prima facie assessment in the total sum of $5,998.80.
And the Board adopts a resolution accepting said assessment roll and sets
9:30 A.M. on December 29, 1969, as the time for hearing remonstrances. And
the Clerk is directed to gove notice of such hearing by publication in the
South Bend Tribune and the Tri County News on December 12 and December 19,
1969.

Upon recommendation of the City.Engineer, the request of Portage Realty Corpora-
tion for a reduction in the amount of their performance bond for the con-
struction of sidewalks in Southeast Estates, Section One, from $8000.00 to
$6000.00, upon motion made, seconded and unanimously carried, was approved by
the Board, sidewalks having now been constructed in front of Lots 12, 13, 14,
17, 18, 19 and 20.
CONTRACTORS' BONDS APPROVED
Contractor's bond on behalf of Bauman Landscaping and Construction Company

Certificate continuing contractor's bond for Place and Company to 1/1/71;
and certificate continuing contractor's bond for Nander Mago to 1/l/71
were approved by the Board and ordered filed.
EXCAVATION BONDS APPROVED
Certificate continuing excavation bond for Louis W. Krueper to 1/l/71, and
certificate continuing excavation bond for Place & Company to 1/1/71 were
approved by the Board and ordered filed.
STREET LIGHTOUTAGE REPORTS.
Street light outage reports for the period 11/24/69 to "12/4/69 were ordered
filed.
