December 1, 1969
A regular meeting of the Board of Public Works and Safety convened at 9:30
A.M., on December 1, 1969, with all members present. The minutes of the
previous meeting were reviewed and approved.
TAXICAB DRIVER'S LICENSE ISSUED - JOSEPH THOMAS TAYLOR
Being duly advised, upon motion made, seconded and unanimously carried, the
Board approved the issuance of a taxicab driver's license to Joseph Thomas
Taylor as of December 1, 1969.
OPEN BIDS FOR MOTOR EQUIPMENT
This being the date set for receiving bids for the following motor equipment:

collusion affidavit and bid bond in the amount of 10% of the bid were found

Upon motion made, seconded and unanimously carried, the bids were referred
to the Engineering Department for review and recommendation.
OPEN BIDS FOR MOVING TO COUNTY -CITY BUILDING
This being the date set for receiving bids for the packing and.removal of
furniture and fixtures from City Hall and the office of the Department of
Redevelopment at 120 W. LaSalle Building, to the County -City Building, 227
West Jefferson Boulevard, the Clerk tendered proofs of publication of notice
to bidders in the South Bend Tribune and the Tri County News on November.21
and November 28, 1969, which were read and found to be proper. The following
bids were received:
U. S. Van Lines of Indiana, Inc., 59542 U. S. #31, South Bend, Indiana. Non
collusion affidavit and certified check in the amount of $343.50 were found
to be proper. Cer tificate evidencing liability insurance coverage was
provided. The total bid was in the amount of $3,435.00.
Reaves & Sons, Inc., 54850 Meadowview, South Bend, Indiana. Non collusion
affidavit and certified check in the amount of $650.00 were found to be proper.
The bid was accompanied by certificate evidencing liability insurance and
Letter of reference. The total bid was in the amount of $6,500.00.
Upon motion made, seconded and carried, the bids were referred to the Purchas-
ing Director for review and recommendation to the Board.
CHESTER KRAWIEC - 10 FOOT SET -BACK BUILDING REQUIREMENT ON WESTERN AVENUE
A 10 foot set -back building requirement being in effect for Western Avenue
under Condemnation Resolution No. 97, passed March 12, 1926, Chester Krawiec,
who appeared before the Board, was advised by the City Attorney that such
requirement must be adhered to.
APPOINTMENT - FIRE DEPARTMENT
Upon motion made, seconded and unanimously carried, the Board approved the
appointment of Dennis J. Emery to the South Bend Fire Department, effective
December 1, 1969.
RESIGNATION - POLICE DEPARTMENT
Upon the recommendation of Chief of Police Loren M. Bussert, the Board, upon
motion made, seconded and unanimously carried, approved the resignation of
officer Woodrow Mi-ller from the South Bend Police Department effective
December 1, 1969.
APPLICATION - FIRE DEPARTMENT
The application of John Allen Kleinrichert for appointment to the South Bend
Fire Department was filed with the Board and referred to the Personnel
Director for further processing.
BUILDING DEPARTMENT - SUB -STANDARDS DIVISION
J. W. Adamson, Sub -Standards Director, appeared before the Board and the
following matters were taken up.
701 Marietta Street and 611 Kalorama Street. Mr. Adamson reported that bids
for demolition of the structures at 701 Marietta Street and at 611 Kalorama
Street, awarded on November 17, 1969, have been held pending availability of
funds for demolition and that now such funds are available. Thereupon, the
demolition contracts were executed by the Board and the Sub -Standards Director
was given permission to proceed with the demolition.
Councilwoman Janet Allen appeared before the Board and complained of the
unsightly appearance of the properties at 736 Frances Street and 740 Frances
Street and of the premises of the South Bend Foundry. The two properties on
Frances Street are under the surveillance of the Sub -Standards Department and it
is reported they are presently secured.
CHANGE OF SHOULDER INSIGNIA - POLICE DEPARTMENT
Upon motion made, seconded and unanimously carried, the Board approved the
recommendation of Chief of Police Bussert for a change in shoulder patch design
from the present insignia to the design submitted to the Board this date.

AWARD OF CONTRACTS FOR GASOLINE AND FUEL OIL
Upon motion made,'seconded and unanimously carried, the Board approved the
recommendation of the Purchasing Director for the award of contract for
the purchase of gasoline and fuel oil for the period January 1 through
June 30, 1970, as follows:
American Oil Co. - Gasoline transport @ .1207t per gal less 1%
Diesel #1 tank wagon @ .1265t per gal
Diesel #2 tank wagon @ .1195t per gal
Atlantic Richfield - Fuel Oil #1 transport @ .1154t per gal

.HEARING ON ASSESSMENT ROLL - IMPROVEMENT RESOLUTION NO. 3265 - CLYDE
STREET CONT. FROM 11/2 / 9
Upon motion made, seconded and carried, hearing on the assessment roll for
the improvement of Clyde Street, from Donald Street to Calvert Street, by
constructing a Class C pavement with curb repair, was continued to December
. 8, 1969.
VACATION RESOLUTION NO, 3301 - E. J. BARANY - CONSENT OF PENN-CENTRAL
TRANSPORTATION COMPANY TO VACATION
The consent of Penn -Central Transportation Company for the vacation of;
The first north -south alley west of Main Street, running
from the south line of the first east -west alley south of
Indiana Avenue. Also, the first east=west alley south of
Indiana Avenue, running from the west line of Main Street
west to the east 'line of the above mentioned north -south alley.
was ordered filed.
REQUEST TO ADVERTISE FOR BIDS FOR BOOKKEEPING MACHINE - CITY CONTROLLER
Upon motion made, seconded and unanimously carried, the Board approved the
request of the City Controller to advertise for bids for an electric account-
ing (bookkeeping) machine. And the Clerk was directed to publish notice
in the South Bend Tribune and the Tri County News on December 5 and December
12, 1969, for bids to be received on December 15, 1969.
REQUEST TO ADVERTISE FOR BIDS FOR JANITORIAL SERVICES FOR MUNICIPAL
SERVICES FACILITY
Upon motion made, seconded and unanimously carried, the Board approved the
request of the Purchasing Director to advertise for bids for janitorial
services for the period January 1, 1970 through December 31, 1979, and for
a three months period from January 1, 1970 through March 31, 1970, for the
Municipal Services Facility. The Clerk was directed to publish notice
in the South Bend Tribune and the Tri County News on December 5 and December
12, 1969, for bids to be received on December15, 1969.
REQUEST TO ADVERTISE FOR BIDS FOR USED ASPHALT PAVER - STREET DEPARTMENT
Upon motion made, seconded and unanimously carried, the Board approved the
request of the Street Commissioner to advertise for bids for a used asphalt
paver. And the Clerk was directed to publish notice in the South Bend
Tribune and the Tri County News on December 5 and December 12, 1969, for bids
to be received on December 22, 1969.

Upon motion made, seconded and unanimously carried, the Board approved
the request of the City Engineer to advertise for bids for the following;

REQUEST OF BENDIX CORPORATION FOR BUILDING VARIANCE
The request of Bendix'Corporation to Forrest R. West, Building Commissioner,
for a variance from the building code to permit the erection on its property
at 1217 S. Walnut Street of two mobile trailer units, to be used for temporary
office space for a period of not to exceed two years, was presented to the
Board. The motion was made, seconded and unanimously carried to approve the
request for a period of not to exceed 12 months, with a possible extension of
an additional 12 months.
LEASE - MORRIS CIVIC AUDITORIUM
Copy of lease of Morris Civic Auditorium with the South Bend Symphony for the
performance of James Oliver Buswell IV, violinist November 30, 1969, was
reviewed and ordered filed.
REQUEST FOR REDUCTION OF PERFORMANCE BOND - SOUTHEAST ESTATES, SECTION ONE
Upon motion made, seconded and carried, the request of Portage Realty Corpora-
tion for a reduction of performance bond for Southeast Estates, Section One,
was referred to the Engineering Department.
TRAFFIC REGULATION - YORK AND KERN ROADS - APPROVED
Upon motion made, seconded and unanimously carried, the Board approved the
recommendation of the Traffic Engineer to install a "Yield" sign and post on
the northwest corner of York at Kern Road
TRAFFIC REGULATION - 32ND STREET AT JEFFERSON BOULEVARD - APPROVED
Upon motion made, seconded and unanimously carried, the Board approved the
recommendation of the Traffic Engineer to replace a "Yield" sign with a
"Stop" sign on 32nd Street at Jefferson Boulevard.
EXCAVATION BOND
Certificate continuing excavation bond on behalf of Parkway Asphalt, Inc.,
was approved by the Board and ordered filed.
STREET LIGHT OUTAGE REPORTS
Street light outage reports for the period 11/22/69 to 11/25/69 were ordered
filed.
REQUEST FOR LIMITED PARKING - 400 BLOCK N. MAIN STREET
Request of the Auto'License Bureau to limit parking on the west side of the 400
block of N. Main Street to 30 minutes was.referred back to the Traffic Engineer-
ing Department for consideration of a one hour limit.
There being no further business to come before the Board, the meetin ad'ourned
